About this file

This document is an amendment to a solicitation for the Upgrade Building 112 Power project at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The Department of Veterans Affairs seeks to upgrade the power for Building 112 through a design-bid-build project with an anticipated award date in early to mid-2023 and notice to proceed in mid to late 2023. The scope of work includes replacing an existing transformer and upgrading switchgear and electrical distribution equipment with long lead times of up to 12 months for some components. The period of performance is 360 days with provisions for limited notice to proceed and project phasing to accommodate equipment procurement schedules. The pre-bid meeting was held on October 12, 2022 and the amendment provides responses to contractor questions, an updated scope of work, wage determination, and notices regarding subcontracting limitations and correspondence procedures.

CLEMENT J. ZABLOCKI VA MEDICAL CENTER, MILWAUKEE, WI

I. The following changes are to be made to the solicitation:

a. Provide VA responses to questions.

b. Provide updated Scope of Work (SOW)

c. Provide updated Wage Determination II. The following changes are made on project specifications:

N/A III. The following changes are made on project drawings:

N/A IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information:

Q1: Per the Asbestos Sections of the spec the Survey conducted by Terracon the survey indicates 450 SF of CMU block filler to be abated. 1. How should SF of block filler be tracked, as it is typically some sort of insulation in the cavity of the block walls and is loose fill, typically?

A1: The CMU “filler” was sampled from the corner of the CMU wall, not the interior of the CMU and the material was located below the painted CMU surface (think of the “filler” as a 2-dimensional surface coating on the block wall, located below the paint layer). The asbestos containing material in this sample was located below the painted layer. East wall of generator room is being demolished. 75 SF.

Q2: Per the Asbestos Sections of the spec the Survey conducted by Terracon the survey indicates 21 LF of window glazing is to be abated, but the windows are not being replaced. With the windows not being removed and replaced or repainted they should not be impacted. Please confirm.

A2: Yes, delete requirement Q3: Per the Asbestos Sections of the spec the Survey conducted by Terracon a reference to cloth coated wire is made to assume it is ACM. There was no quantity or length of wire noted in the report. If we are to abate areas impacted only – how is this to be determined? The VA should provide a Qty of wire to anticipate for bid purposed.

A3: The building was constructed in 1979. Cloth wiring was not in use. Delete this requirement.

Q4: The Survey conducted by Terracon provides a list of Hazardous / Universal Waste Inventory. The QTY listed in Appendix “H” is approximately 200 “items”, but locations of these items were not provided. It is not possible to know what would be affected by “areas impacted by demolition and construction.” Please provide Qty of items to be assume to be removed by this contract for bidding purposes.

A4: Potential PCB-Containing Items: (5) light ballasts; Metal Containing Items: (10) Fluorescent Lamps, greater than 4-foot, (1) Mercury Switch Thermostat (Electronic Thermostats); Miscellaneous Hazardous/ Universal Waste: (2) Door Closers.

Q5: What is the anticipated award / NTP / Start timeline for this project?

A5: It is the VA’s intention to award the construction project in early to mid Q1 with Notice to Proceed (NTP) being completed in mid to late Q1.

Q6: In the electrical industry, as in all construction, there are very long procurement times for equipment. What remedies do we have with the contract length if procurement times take most of the construction time set aside for this project?

A6: See Attached updated SOW.
1. Issuance of Limited Notice to Proceed (SOW page 2)
2. Project phasing (SOW pages 2-4)

Q7: The Period of performance on this contract is 360 days. How will long lead times be dealt with? There is a potential for the new Transformer to take up to 12 months to get the transformer. This would not be possible in the given period of performance.

A7: See Attached updated SOW.
1. Issuance of Limited Notice to Proceed (SOW page 2)
2. Project phasing (SOW pages 2-4)
