Q40: Confirm the contractor is to include provisions / costs for a Temporary Back Up generator system. Can the requirements be more clearly defined as far as capacity?
A40: Temporary generator will need to be provided; this building cannot be without power. Size of temporary generator should be 250kW/300kVA to replace existing while new is being installed
Q41: Per the Asbestos Sections of the spec the Survey conducted by Terracon is to be referenced for QTYS. The survey indicates the following A41: See answers below.
(a) 450 SF of CMU block filler to be abated – Can you please clarify where the block will need to be abated as a location is not shown on the plan?
(i) Answer: Abate only the areas impacted by demolition and construction.
(b) 21 LF of window glazing is to be abated, but the windows are not being replaced. Please advise what is to be included in the contract? Are we to abate the glazing and recaulk the windows interiors?
(i) Answer: Abate only the areas impacted by demolition and construction.
(c) A reference to cloth coated wire is made to assume it is ACM. Are we to include abatement of this item? If so please provide a quantity, or advise if this will be dealt with as an unforeseen condition if any wire is encountered.
(i) Answer: Abate only the areas impacted by demolition and construction.
(d) The Survey provides a list of Hazardous / Universal Waste Inventor. Are any of these materials to be removed or expected to be removed by the contractor? If so please provide quantities to be included.
(i) Answer: Abate only the areas impacted by demolition and construction.
Q42: Per the specifications there is a spec for lead based paint removal and disposal, but no quantities are given. Can a list of quantities be provided to clarify this scope of work? Are the windows to be stripped of LBP and repainted? Are the steel beams to be stripped of LBP and re-Painted? The generator rooms have LCP on the floor, is this LCP to be stripped prior to any new housekeeping pads? Is the floor to be re-Painted after new construction / Expansion?
A42: The windows are not being removed for this project, the only place where lead-based paint should occur is within the Generator space and those dimensions are known. Some of the quantities and the areas that have LBP and other hazardous material is shown in the Terracon report which is the appendix of the Asbestos abatement spec section.
Q43: Plan Page A101 – Key Note #7 is used on both the reflected ceiling plan and the floor pan. Can this be clarified as to what Key Note #7 is for each the floor plan and the ceiling plan. The note refers to painting walls and underside of deck and Structure P-1. No finish Schedule is provided on the plans. Please Clarify A43: The walls and the ceiling are both to be painted to match the existing color scheme of the interior of this space. The ceiling is an exposed metal deck, and the walls are gypsum board. The requirements for the paints to be used are indicated for those materials in spec section 09 91 00.
Q44: The new structural Drawings indicate new Helical Piers to be installed. There is no specification for Helical Piers. Please provide a specification for the Helical Piers A44: See attached specification section 31 62 16
Q45: Will the VA be pumping / Draining the Fuel Oil Day Tank? If not please advise if the contractor is to pump out the tank and what volume needs to be pumped out.
A45: VA will pump out tank.
Q46: If the contractor is to pump out any fuel oil will become the contractor’s responsibility to dispose of the fuel oil?
A46: See question 45
Q47: There do not appear to be any wall types labeled on the Floor Plan and a wall type legend cannot be found on the drawings. Please advise of wall types, and location on the plans. Also please provide a schedule of wall types.
A47: The new walls are all detailed showing their construction, there are no interior partition types since the framing and gypsum board on the exterior walls are clearly called out. See wall section/details showing construction on drawing A-201.
Q48: Does the project require an SSHO with no other duties on the project, per spec section 01 35 26?
A48: No. See question 2
Q49: Do the EM feeders on the project have to be run in rigid conduit?
A49: Unless indicated otherwise within specification, drawings, or required by code, EM feeders do not have to be run in rigid conduit.

Q57: Are MV outages to be done on a certain day of the week?
A57: Yes, Sundays
Q58: What termination type will need to be used to attach to the existing MV system? Are we to assume MV connection is allowable under existing conditions without modification of the existing system?
A58: MV conductors to be spliced into existing MV conductors at MV Switch being removed, sheet E-001 phasing 1.a. Termination to equipment will be dependent on the type of equipment submitted.
Q59: Is there a BoD for light switches?
A59: No, there is not a BoD for light switches, but if new switches are added they must be similar to, and work with, the existing switches in the same area, i.e., 3-way switch.
Q60: Electrical General note 18 on page E-001 states that no set screw fittings are to be used, does this pertain to ALL trade sizes?
A60: Specification 26 05 33, 2.1.C.2.c indicates that compression fittings are to be used for 3/4” to 2” and set screw hardened tip for 2-1/2” to 4
Q61: Can you please confirm the generator size? The one-line e-601 states the new generator is a 600kW but the specification sheet page 6 calls for a 400kW.
A61: See attached, revised specification section 26 32 13 Q62: Currently, below specification (07 27 26) calls for FLUID-APPLIED, VAPOR PERMEABLE regard to above project. We would like to request that our AIR-SHIELD LMP please reviewed as a liquid membrane vapor permeable material here.
A62: From what can be seen about the W.R. Meadows product it appears that it would meet the requirements for this project, but a full submittal per the requirements of the contract documents was not provided and further evaluation cannot be performed.
Q63: Please provide the following report per the structural notes: "FOUNDATION DESIGN IS BASED ON THE RECOMMENDATIONS IN THE GEOTECHNICAL REPORT PREPARED BY TERRACON, REPORT NUMBER 58215015 DATED 10 MARCH 2021." We will need this to estimate type of helical pile, depth, flight configuration etc.."
A63: See attached Geotechnical Report Q64: Please clarify the ASTM spec to be used for the load tests referenced on the Structural Notes. "A MINIMUM OF TWO LOAD TESTS SHALL BE MADE. PIERS SHALL BE TESTED FOR 2x THE ALLOWABLE LOAD CAPACITY. ALLOWABLE LOAD, CAPACITY OF A SINGLE HELICAL PIER SHALL BE 6,000 POUNDS MINIMUM."
A64: See ASTM D1143 Q65: If ASTM Static load tests are specified, the cost will be significant due to the reaction piles that will need to be installed, test frame setup etc... Please keep in mind there are only 4 helical piles on this job designed for an allowable load of 6k per pile and will be designed in accordance with IBC for a 2.0 safety factor. It is our professional opinion that the requirement for 2 load tests is excessive and can be eliminated for cost savings measures considering the quantity and light load per pile. Please consider eliminating this requirement.
A65: Helical pile testing is not required. Piers shall be designed with a 3.0 safety factor, in lieu of testing.
Q66: Spec section 23 05 93 Testing, Adjusting and Balancing for HVAC is included in the specifications section. But there are no air distributions systems to be leak tested or balanced. The only duct work on this project is the exhaust duct for the new generator. Is the Specification section 23 05 93 needed for this project? If so, what scope of work should they be including?
A66: Confirmed, Spec section 23 05 93 Testing, Adjusting and Balancing for HVAC is NOT required for this project
** Additional VA Responses to vendor questions/RFI’s are forthcoming.
