QUESTION(S), July 15, 2022
Response
4.1
Regarding roofing work:
We [roofing subcontractor] are looking at this ITB [IFB] and see that the only roofing is related to mechanical work, and there is mention of the roof being under warranty. If the roof is under warranty, we need to know the manufacturer and roof system before we can let you know if we will be bidding.
Usually, the subcontractor needs to know if it’s under warranty, because if it is, then a certain person/company needs to do the work versus any roofing company. That would be the only reason they [a roofing subcontractor] would not bid it, that it is under warranty, roofs usually carry a 20+ year warranty. A roofing subcontractor was asking this question, [not a prime contractor].
See existing roofing warranty information (0003, Attachments 1 and 2).

Contractor Questions, July 22, 2022
Response
6.1
Please confirm personnel requirements for this project. Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time? Can superintendent and QC manager be the same person, or must superintendent and QCM be separate individuals?
Review and comply with 01 35 26 Safety Requirements.
6.2
Please confirm work hours for this project. Are there any specific tasks or trade division that must be on overtime (01 Infection Control, 02 Demolition, 02 Abatement)? Are there any areas of work that must be on overtime (Hallways, Occupied Areas, Etc.
Review and comply with Scope of Work.
Normal work hours are clearly stated in the SOW, as are restrictions on certain activities and areas. The work hours indicated in the drawings which conflict with that of the SOW are erroneous.
All costs associated with planning and executing the work are borne by the contractor.
“Overtime” is not work outside of the described normal working hours unless performed by workers who have already performed their regularly scheduled eight-hour day, which can be avoided with attentive planning. Shift differential incentives and the like are common, but not overtime.
6.3
Please confirm who has the existing roofing warranty and provide point of contact for the facility.
COR will provide awarded contractor with whatever information may be available.
6.4
Please confirm if contract has material staging location at facility. If so, where is it? Is prime contractor responsible for any costs associated with staging
All costs associated with planning and delivering a project are borne by the contractor, including temporary facilities and site logistics.
6.5
Concrete work is shown in the project drawing set; however, no concrete specification section is included. Please provide a specification section for the concrete work required.
Advise where concrete work is shown without corresponding note regarding product to be used.
Example: SF102 notes Sikaquick VOH (or approved equiv) for repair of existing columns.
All concrete work is non-structural other than demolition that is covered in Specification 02 41 00 Demolition. Also note non-structural concrete/cementitious floor leveling requirements.
6.6
Does phase 1 have to be entirely completed and approved prior to beginning phase 2? Can phases overlap or run concurrently?
Work is programmed to be performed in sequence. Time between is a function of Contractor quality assurance and completing all requirements of the first phase.
Review and comply with 01 00 00 General Requirements.
6.7
Is the contractor responsible for costs associated with Submittal Exchange software? Will VA be providing an electronic submittal program, or is it expected that the general contractor provides this? Are there programs or software that is acceptable?
Review and comply with 01 33 23 Shop Drawings, Product Data, and Samples, and all submission requirements of all specifications.
VA will not provide a web-based document management service, nor specifically require Submittal Exchange, however, whichever platform or method Contractor chooses to meet requirements, it cannot require government employees, or those of the AE, CxA, or other project team member to purchase or download software or applications. If the Government information security systems won’t allow VA staff to access the platform due to security issues (not uncommon), an alternative method of transmitting information is required.
Note that Procore is reportedly used successfully by contractors at Jesse Brown VAMC and Hines VAMC.
6.8
Roof work is shown in the project drawing set; however, no roofing specification section is included. Please provide a specification section for the roof work required
The roofing is just patching of the existing roofing at new openings, which is covered in the roof flashing. We are not re-roofing any portion of the roof. Additionally, there is a request on the roofing warranty and who is performing that. That warranty will have instructions on anything that needs to be one. No roofing specification is required.
6.9
Will there be downtime anticipated between phases 1 and 2? If so, how long should the contractor assume work will be stopped between phases?
Work is programmed to be performed in sequence. Time between is a function of Contractor quality assurance and completing all requirements of the first phase.
Review and comply with 01 00 00 General Requirements.
6.10
If bid alternate 1 is chosen, will the project then be completed in one continuous phase? It appears that the work in phase 2 is entirely deducted in bid alternate 1
Yes. If there are insufficient funds available for the entire project the VA will proceed only with Phase 1 (C-Wing)
ALTERNATE NO.1: BASE BID except, delete all work in Wing A.
Phase I: All work in Wing C Phase II: All work in Wing A See GC101 and GC102
6.11
Is an AISC Certification required for the structural steel fabricator and/or erector
Yes, an AISC Certification is required for the structural steel fabricator and/or erector.
6.12
Is an electrical source available in the work area for contractor use? Will the contractor be responsible for metering costs
Utilities requested for use by Contractor may be allowed by VA, however, any required modification, additional material, labor, engineering, etc. needed for contractor to make use of VA utilities are required to be performed and paid for by Contractor, and restored to their previous condition prior to project completion or acceptance. VA will not provide labor or material for temporary connections or use by Contractor. Contractor shall submit a detailed plan for use of any VA utility, and cooperate fully in following any conditions of their use communicated by VA. VA has no expectation of compensation for utilities used.
6.13
Please confirm that the testing, adjusting, balancing contractor is to be hired directly by the prime contractor, and cannot be a subcontractor of the mechanical contractor

52.211-10 -- Commencement, Prosecution, and Completion of Work is included within this set of documents not only by reference, but verbatim at 01 45 00.
Contractor is required to plan and execute the work completely and compliantly within the stated period of performance. To achieve this, contractor procurement efforts are required to adhere to a schedule which completes the work within the stated period of performance.
Where prior to bid day a contractor has found no source in the market capable of delivering materials or systems to meet the POP, a time extension may be considered by the Contracting Officer only after Contractor submits unaltered, unfiltered, unredacted documentation showing that multiple sources were solicited, and regardless of price none are capable of meeting requirements under any circumstances.
The inability to acquire some material or system doesn’t automatically justify or necessitate an atypical award or NTP scheme, nor a time extension. While planning the work is the responsibility of the contractor, so too is planning to contract requirements for time, cost, and quality.
Some material or systems lead times are longer than they used to be, however, VA commonly observes Contractor procurement efforts failing to begin until long after NTP, and consuming exceedingly more time than reasonable as a result of efforts to find subcontractors and material sources willing to fit into their bid budgets. This conflicts with requirements of bidding contractors to submit a listing of all subcontractors shortly after award.

7.1
Please issue a specification for the schedule for this project.
Review and comply with Scope of Work.
Detailed requirements are presented under Kick-Off Meeting Documentation.
As always, CPM schedules and Schedules of Values must align and total the bid value.
Do not include costs associated with non-work administrative activities inherent in the listed work items. Examples include mobilization, preparation of submittals, development of schedules and progress reports, general and activity-specific safety compliance, attendance of meetings, and similar administrative activities which would not occur without the line-item listed work items. 52.246-12 Inspection of Construction defines Work as “…materials, workmanship, and manufacture and fabrication of components”. Inherent in these are planning, communicating, procuring, and quality assurance and quality control, among other inputs. The Government cannot pay for what it has not inspected and accepted as compliant, or for activities which add no value to VA facilities. Front-loading proposals, bids, schedules of values, and line-item costs of cost-loaded CPM schedules with all manner of non-work items puts the Contractor, the Government, and the Bonding Company at otherwise avoidable risk associated with paying out more than the value of work in place should the work stop prior to completion. Administrative and managerial activities associated with each Work line item are required to be prorated into each line item, along with prorated overhead and profit.
7.2
Please clarify what spaces will be available for contractor use for onsite storage
Review and comply with Scope of Work.
Review and comply with 01 00 00 General Requirements.
No on-site office or storage containers shall be allowed. Provide just-in-time delivery and removal. Only store materials, tools, equipment, within the work area. Coordinate site logistics with the assigned COR.
Also see 1.6 Operations and Storage Areas (FAR 52.236-10).
7.3
Will space be provided for project dumpster in area of construction? Will a fence be required around the dumpster?
Review and comply with Scope of Work.
Scope of Work specifically requires construction dumpsters to be secured within a locked security fence, along with requirements for Construction Waste Diversion Reports, and more.
Location to be determined by the COR.
7.4
Will the VA be providing an electronic submittal program, or is it expected that the general contractor provides this?
7.5
Will there be a third-party commissioning agent provided by VA?
VA intends to, however, VA engagement of a CxA does not relieve Contractor of quality or testing requirements of the several specifications, including 01 00 00, 1.19, referencing 23 05 93.
Do not confuse CxA duties with that of 23 05 93 Contractor-provided testing, adjusting, and balancing requirements.
Review and comply with 01 91 00 General Commissioning Requirements.
Review and comply with 23 08 00 Commissioning of HVAC Systems.

With current material procurement lead times, should there be any time built into the project for timeframe?
52.211-10 -- Commencement, Prosecution, and Completion of Work is included within this set of documents not only by reference, but verbatim at 01 45 00.
