AMENDMENT 0001
07/30/2021
PROJECT: 578-21-028
LOCATION: Edward Hines Jr VA Hospital, Hines, IL
Amendment 00001 hereby incorporates the following clarifications/change(s) into the solicitation package:
A. VENDOR QUESTIONS:
1) CONTRACTOR QUESTION: The roof calls for rubberized asphalt for the roof, can Carlisle waterproofing be added to the list of manufacturers for the waterproofing material?
VA REPLY: Yes, if the product meets requirements in the spec 07 14 00.
2) CONTRACTOR QUESTION: The proposed scope of work removes the existing skylight structure and closes the opening with a metal roof. The problem with this solution is that numerous potential failure points are created. A better solution would be to create a monolithic roof surface by framing in the opening. Elimination of the metal roof and going with a monolithic system would reduce project cost, reduce maintenance cost and provide for a better quality finished product.
VA REPLY: The opening in the deck is large enough that a structural engineer is required to design the infill. The solution shown was drawn with that in mind. Infilling the deck flat will require more engineering than what is shown and will require additional trades be added to the project.
3) CONTRACTOR QUESTION: The proposed scope of work removes the existing roof system and replaces it with an inverted roof system. This system buries the waterproof membrane under the overburden of insulation and concrete pavers. This type of system is very expensive and is often utilized on roofs with extremely heavy foot traffic The system is expensive to install and also very expensive to maintain (when leaks occur, technicians must remove the overburden to access the roof membrane to make repairs. Also weeds will grow in the cracks between the pavers which will be a constant maintenance issue.) Furthermore, it is extremely difficult to add penetrations into the proposed system. The scope of work removes a ton of abandoned HVAC equipment. I imagine new equipment will need to be added at some point in the future as this building is repurposed. A better solution would be to utilize polyisocyanurate insulation, ½” HD coverboard and a single ply membrane (TPO and PVC both allow very low slope).
VA REPLY: The goal of this project is to re-roof the building. The existing roof is a coal tar roof with minimal slope. If we go with a single ply roof at the ¼” per foot required by code we will need to raise the height of all the masonry parapets adding significant scope and cost to the building. The exterior walls are not in good shape and raising the parapets will open Hines up to significant hidden conditions risks. Hines currently has the IRMA system shown on the drawings on the roof of the main hospital building, it has not been a problem.
4) CONTRACTOR QUESTION: Coal Tar roofs often contain asbestos. Has asbestos testing been performed?
VA REPLY: Yes, see attached asbestos testing results and summary. Also reference attachment S06 – Att 01 – STC - 02 82 11.
5) CONTRACTOR QUESTION: Please provide a copy of the hazardous material report referenced in spec section 02 41 00 1.9.B
VA REPLY: See attached asbestos testing results and summary. S06 – Att 02 – Inspection Summary Report Bldg 48 – 2010 and S06 – Att 03 – BLD REEVALUATION 2010
6) CONTRACTOR QUESTION: Please provide a repair detail for the anticipated concrete deck repairs.
VA REPLY: Repairs anticipated to be minor and standard. Details of such repairs are outlined in spec 03 01 00.
7) CONTRACTOR QUESTION: Please provide a repair detail for the masonry infill at the scupper removal areas.
VA REPLY: All removed scuppers are to be replaced with new scuppers. There will be no masonry infill at removed scupper locations. See Detail 5, in drwg A-102.
