TRAVELING CABLES is asking for the traveling cables to be supplied with one (1) the RG‐6 Ethernet cable for Wi‐ Fi. However, this type of cable is not designed to withstand traveling with the elevator car. Can we use additional spare shielded twisted pair, coaxial, or any other wiring in lieu of the RG‐6 Ethernet Cable?

MICROPROCESSOR CONTROL SYSTEM is asking for VVVF Drive with regenerative capacity for hoist motor control. In lieu of a regenerative drive, will a VVVF Drive with a non‐ regenerative drive be acceptable? We will install an isolation transformer in front of the drive to filter “dirty power”.

Requests that the new elevators meet the requirements of the VA Seismic Design Manual H‐18‐8. Typically, these seismic requirements are reserved for locations at risk for earthquakes. Because the location of the Jesse Brown VAMC is not in an area plagued by earthquakes, would the VA consider the use of alternative, lesser seismic requirements?

No. Existing Elevators need to conform to the Seismic Requirements in the Chicago Zone.

Instructions to Offerors of the Solicitation requests that offerors submit a sustainable acquisition plan. However, elevators are a life safety trade. For this reason, it is required that we use the parts and materials specified by manufacturer guidelines. Providing sustainable materials will drastically increase costs for the VA. Would the VA consider removing this requirement from the solicitation in the interest of cost‐effective modernizations?

Evaluation Factor in the technical proposal asks for the prime SDVOSB contractor to have a State of Illinois Contractor License. Please confirm that the prime SDVOSB can utilize the licensing of our licensed subcontractors.

Evaluation Factor in the technical proposal asks for the prime SDVOSB contractor to have 3 elevator projects $2‐ 5MM. Upon research, we find that there are minimal small business elevator contracts in the past five years. Would GLAC consider 1 elevator project at $2‐5MM, so a reduction of 2 projects in past performance and relevant experience.

States that the CQC System Manager must be a graduate engineer, graduate architect, or a graduate of construction management with a minimum of 15 years construction experience on construction similar to the scope of this contract. We've seen most specs show a CQC System Manager with 5 years construction experience if they have a degree in CM, engineering or architecture and 10 years’ experience if they are not a college graduate. Will the VA still hold to 15 years’ experience which seems non‐standard for VA CQC System Manager or even the qualifications for USACE CQC Certified personnel, which is usual stated above.

States that the CxA will be appointed by the VA, but the duties of the CxA are in conflict with the DIV 01 specs that state the prime is responsible for the Commissioning Plan. Please clarify if the CxA will produce the commissioning plan and that the contractor will provide the Commissioning Representatives (CxR) to produce the data for the plan.

The prime is responsible for the Commissioning Plan. Remove Section 23 08 00.

For the phasing requirements ‐ please confirm that we can perform the freight elevator work at the same time as (1) passenger elevator?

No, intent is to keep 4 elevators operating at one time.

Demolition note D. "patch wall opening shall match integrity of adjacent construction unless indicated otherwise." does this indicate that spec section 02 42 00 should be included? This is typical at elevator openings to have selective demolition like this work.

The Contractor shall seek clarification or interpretation from the VA.

General note 4 states that the prime contractor is to assume to the greatest quantity inconsistencies between drawings. How are we, on a design‐bid‐build able to quantify inconsistencies in the drawings during bid?

A001 If the Contractor, after a thorough review of all the documents, should discover inconsistencies between any parts, the Contractor shall seek clarification or interpretation from the VA.

Please confirm who is the third‐party elevator inspector for this project? Who is responsible for hiring these services, the prime contractor or the VA?

Contractor is to provide 3rd party elevator inspector for each phase of the turnover of each elevator and a final for record.

Please confirm who has the maintenance contract for elevators at Jesse Brown VAMC?

Information is irrelevant for bidding purposes.

When removing existing placards and signage panels and turning over to COR, are we expected to finish the walls to the existing finish?

Yes, any walls that are damaged by the removal of exist. placards and signage panels shall be repaired to match the existing material finish of the surrounding surface. If the surface cannot be matched locally, within a 2’‐3’ radius of the repair, than the finish shall continue to the nearest point of termination, i.e. break in material, corner of wall, protruding edges of equipment, and vertically from floor base to ceiling.

It notes to updating entire campus labels and signage to reflect new naming conventions. Please provide existing signage plan that we are to match for all elevator cards in the facility.

Per plan page A‐100

An “existing” elevator signage plan will be issued after the Bid Award but before construction begins.

We do not see the installation of new metal ladders for the pits. Please confirm existing are to remain.

Per plan page A‐401

Existing ladders are to remain and be modified if needed for current code.

Please confirm that for this project we are to re‐roof the elevator machine room. Is there an ongoing or existing projects that are planning to re‐roof that area.

Per sheet MD101 and A‐402, patch the roof only where the existing louver/damper/fan assembly on roof is removed. Roof repair will include new concrete roof structure, and the new patch will match the existing roof system that is currently in place.

Elevator pit sump pump detail, please confirm if all items listed (1‐11) are to be furnished and installed as new.

States to provide insulated metal panel. Please provide spec / requirements needed for the insulated metal panel.

Note 2 MD‐101 Infill openings around ducts per detail #2 on sheet MH101. Alternatively, the contractor may also expand the duct sizes at the wall opening to minimize gaps, filling any annular space with firestopping.

Is the crawl space under the transformer pad noted on E‐102 considered confined space? Is there any permitting required for this area?

E‐102 Yes, the space is considered confined space, and yes there will be “Confined Space” Permitting required.

26 Who is existing Fire Alarm contractor in the building?

The existing system is Siemens Fire Finder XLS Type V as noted on the bid document.

On plan page T‐501, it gives keynotes 1‐5 on the riser diagram. Is the prime contractor responsible for including keynote #4? Is all camera work under a separate contract?

plan page T‐501 As stated on the CCTV riser on T501, the contractor is responsible for all the item listed except for the cameras. (the cameras ONLY are not part of this project)

28 Please provide as‐builts of existing system As‐builts if available can be provided, however contractor shall specify what system they are referring to.

Is the prime contract to install the cameras within the elevator themselves? Are there any other provisions in the elevators?

The cameras ONLY are not part of this projects. See item 27 above.

For the card readers‐ please provide point to point wiring diagrams.

Elevator Contractor is required to run all wiring from car station to dedicated electrical panel in machine room. Elevator contractor to provide point to point wiring from security panel to elevator controller for push button control. Security Contractor to provide wiring and labor to install card reader control.

For the security system‐ please provide as‐builts of the existing system.

VA to provide security system as‐built drawings to awardee

For the additional card readers to comply with the elevator, does the existing head end have capacity for the additional ones?

VA to provide the existing capacity to awardee, contractor is responsible for all the equipment needed, card readers, cabling, door controllers, power supplies, interface with elevator.
