About this file

This document contains responses to requests for information (RFIs) regarding a federal contract opportunity to replace failed roofs in phases 1 through 10 at the Jesse Brown VA Medical Center located in Chicago, Illinois. The contract holder will be required to provide all labor, materials, equipment and supervision to demolish existing roofing materials and install new roofing systems in buildings 1, 11A, 15, 21 and 30. The responses address questions around crane and equipment work hours, placement of delivery vehicles, use of vacuum trucks, lack of details in electrical drawings, risks associated with removing or relocating mechanical equipment, potential need to test and repair non-functioning roof drains, requirements for obtaining a lightning protection master label, and responsibility for upgrading existing lightning protection components and below-grade grounding. The pre-solicitation notice estimates the project value between $1-2 million and sets a 240-day period of performance after award. The solicitation is scheduled for posting on November 12th 2019 with a bid opening on December 12th 2019 and a pre-bid conference will be announced.

REQUESTS FOR INFORMATION

PROJECT NUMBER: 537-15-128B

PROJECT: Replace Failed Roofs (Phases 1-10) DATE: 12/23/2019

SOLICITATION: 36C252-20-B-0008

RESPONSES TO REQUESTS FOR INFORMATION (RFI) MATRIX

RFI # RFI REFERENCE Response

Are we to consider only using cranes for deliveries and unloading roofs on Sunday? Or are there weekday areas and times we can?

SOW Crane Work Hours restrictions per SOW Part 5

Also, for the lower roofs I was looking for times and areas to place dumpsters, vac truck, & delivery truck. All will be moved daily.

SOW Deliveries per SOW Part 5.

Also, on bld 11A, 21, & Bld 30 2nd floor roofs on phase 6 and 7 I will need a vacuum truck. Should I plan that to be on a Sunday because of the noise?

SOW Work Hours restrictions per SOW Part 5

The E drawings do not show a panel board schedule, sizes, locations or Amperage or Phasing of each piece of equipment and where the power is being fed from. Understanding distance to feeds and locations is critical for these pieces of equipment. This lack of information posses a significant risk to the VA in this fully design project and opens up the project for major change orders that we would like to resolve in the bid phase.

Per Drawings GI100, Survey roof curbs and roof mounted equipment in the construction area. Document existing conditions and turn records to COR before start the work.

The mechanical firms will need to bid this project by disconnecting and lifting major pieces of equipment in order for the roofer to install a properly adhered and flashed roof.

This cannot be done unless many of these chillers, AHUs, condensers, etc are lifted/relocated for the roofer and then reinstalled back to their original location. There is huge risk by MEP contractors in this bid by completing a complete tear-off?

Per Drawings PME101 – PME109, existing mechanical equipment to remain in place and in operation during new roof installation.

Another major risk and consideration for GLAC is if any of this equipment needs to be taken off-line in order to complete the roofing around the equipment curbs or stands. We do not know if this equipment is feeding mission critical spaces for patients and if we need temporary construction heating or cooling while these units are moved for roofing.

Per Drawings PME101 – PME109, existing mechanical equipment to remain in place and in operation during new roof installation

Also, an additional unknown with the plumbing subcontractors is the answer to RFI question 28, the roof drains are not fully functional” . Will the plumbing contractor have to test ALL the roof drains and correct/replace pipe at the non working areas?

Per Drawing PME100 remove existing roof drains.

Lightning Protection System, the specs and plans call for a UL Master Label. Master Labels can only be obtained for complete structures. A design riser diagram is necessary for a contractor to properly price . This means that any mechanical units that need Lightning Protection (LP) will need to be provided and any roof not in the scope need to be evaluated and any repairs made. Also, unless someone can signoff that they know the concealed down conductors and below grade grounding are complete, we would need to provide new below grade and drops from roof to ground. If we don’t, we’re taking responsibility for something we can’t see and this could not be determined at any of the walk through’s.

PER Drawing PME 100, a certified lighting protection contractor shall provide a UL Master label for all affected roof for re-installed system. The contractor shall replace all damaged components and upgrade the existing installation as required to provide the master label.
