REQUESTS FOR INFORMATION
REQUESTS FOR INFORMATION 002
PROJECT NUMBER: 537-15-128B
PROJECT: Replace Failed Roofs (Phases 1-10) DATE: 12/03/2019
SOLICITATION: 36C252-20-B-0008
RESPONSES TO REQUESTS FOR INFORMATION (RFI) MATRIX
RFI # RFI REFERENCE Response
Has there been a moisture survey conducted for this project?
Is the contractor supposed to provide a price for such a survey in the base bid?
There has not been a moisture survey conducted on this project because the project calls for 100% insulation replacement. Roof moisture survey as specified on section 07 01 50.19 Part 3.1 is not required.
Has there been an asbestos survey/test completed for the roofing sections to be re-roofed? There are two references to asbestos containing materials on two roof sections on the plans, however the contractor does not know what material items contain asbestos since there is not an asbestos report provided in the specifications.
The asbestos survey has been completed and attached.
Does the contractor need to have a designer of record for this project? Is the contractor expected to provide as built drawings upon the completion of the project?
01 00 00-15; 1.12 No designer of record is required, but as-built documentation is required.
Will the superintendent be able to act as the Health Site and Safety Officer for the duration of the project? Please clarify what all personnel shall be on site for this project
Superintendent can also act as the Health Site and Safety Officer. All other Field personnel requirements per Project Specification Manual Rev 1 attached.
On plan page AD100 point 3. Under Demolition Roof Plan Notes, it states that the contractor shall “remove and inspect all coping stones, dispose and replace damaged coping stones to match existing”. Can the VA verify the amount of coping that shall be replaced? I am afraid that if the VA leaves it up to the contractor to subjectively determine to what extent a stone shall be deemed to be replaced, then the competitive nature of the project will be jeopardized. If the VA could possibly put an allowance or contingency line item in for the replacement of stone, it would help ensure the competitive nature of the proposals being submitted.
The predetermined amount of coping stones to allow for replacement is approximately 400 linear feet.
PROJECT NUMBER: 537-15-128B
Please clarify the masonry scope of work for this project.
During the site visit we noticed that at multiple roof sections the existing brick parapet wall is crumbling and is in very poor condition. Please advise on what you would prefer the contractor to do in these locations.
Masonry repairs is not within the scope of work – if Contractor discovers masonry in poor condition, they shall report the findings to the COR and submit an official RFI during construction.
Under point 3. of the general roof notes on page AD100, the contractor is being asked to remove the coping cap and replace damaged. However, the parapet wall details are showing that the contractor is to encapsulate the existing stone coping with aluminum coping cap. With the existing stone coping cap no longer being exposed, it is not entirely necessary to remove and even replace the stone coping. The new water proofing detail will be the aluminum coping, not the stone. Please clarify what is expected of the contractor and what needs to be accomplished with the metal and stone coping cap detail.
The intention of the note applies to the coping stones that are not going to be encapsulated with metal coping cap.
Can the VA show where the contractors laydown/staging area will be?
Stating areas available will be identified by the COR after award.
Can the VA clarify what the plumbing scope of work entails?
As well as define what they mean by “drains & heads”, in reference to the internal roof drains?
Plumbing scope to include removal and replacement of roof drains as shown on documents.
Within the specifications the contractor is to demo the existing roof system and install a new roof system. However, the specifications do not mention what R-value or thickness of insulation the contractor is to go back with, only to match existing. However, the contractors have no way of knowing the existing thickness of insulation per each roof sections.
Can the VA verify if core cuts have been taken on the roof, while at the same time verify the thickness of insulation the contractor is to go back with?
Minimum rigid insulation thickness at roof drains per manufacturer recommendation; provide positive drainage (minimum 1/4-inch per foot slope). Thermal Performance: Provide roof insulation meeting minimum overall average R-value of 30, with minimum R-value at any location of 10.
PROJECT NUMBER: 537-15-128B
Will contractor be able to utilize crane services during the week at normal working hours?
01 35 29-36; 1.18 Allowed crane hours per Statement of Work Part 5
Can the VA provide clarity into how much decking area shall be resurfaced with metal? This will help maintain the competitive bidding process. As of now we do not have any idea as to what quantity to figure.
A/E is not aware of any predetermined amount. Assume 0%.
Drawing HA101 calls out for the asbestos abatement. Please provide the asbestos survey report.
Please see attached survey.
Drawing PME 100 electrical note 2 depicts “EXISTING
PRIVATELY-OWNED COMMUNICATIONS COMPANY
ANTENNAS, AND MOUNTING SLEDS SHALL BE TEMPORARILY
SUPPORTED AS REQUIRED FOR RE-ROOFING. CONTRACTOR
SHALL BE COORDINATE ALL SCHEDULING AND
REQUIREMENTS FOR DOWNTIME WITH COMMUNICATION
COMPANY. PROVIDE TEMPORARY SUPPORTS FOR RACEWAYS
AND CABLES AS REQUIRED.” During the site walk, we noticed that there is not enough sag in the cables, which can allow the cable to lift for replacement of the roof without the removal of cables. This issue might require the removal and replacement of the cables and raceways by the communication companies. Is VA responsible for paying directly to the communication company for the cost associated with the project, or are GC accountable for paying?
Contractor shall provide system interruption schedule. The VA will work with the awardee to coordinate the communication equipment movement. Do not include communication equipment movement cost in bid.
PROJECT NUMBER: 537-15-128B
Drawing PME 100 electrical note 3 depicts “EXISTING
GOVERNMENT OWNED ANTENNA MOUNTED TO ROOF SHALL
BE REMOVED AS REQUIRED FOR ROOF REPLACEMENT.
REWORK SUPPORTS AND RACEWAYS AS REQUIRED.” and annotated at 14 locations on phase 1. Can the government remove and reinstall these antennas to facilitate roof replacement? If not, please provide specifics of all antennas, and what equipment these antennas are signaling to. So we can minimize the downtime while removal and reinstallation take place.
movement. Do not include communication equipment movement cost in bid.
There is a lightning protection note calls out on all of the PME drawings for all ten phases, which indicates “A CERTIFIED
LIGHTING PROTECTION CONTRACTOR SHALL PROVIDE A UL
MASTER LABEL FOR ALL AFFECTED ROOF AREAS FOR
REINSTALLED SYSTEM.” Please provide the contact information of the existing lightning protection contractor who installed the system on existing roofs.
Lighting protection shall be removed and repaired for each roof are per the lightning protection specifications. The contractor shall provide a UL Ready system at each area of renovation per section 26 41 00 Part 3.1V.
Demo note 3 of AD100 (Phase 1 to 4), note 2 of AD103 (Phase 5), and note 2 and 5 of AD107 (Phase 8) indicates “REMOVE
AND INSPECT ALL COPING STONES. DISPOSE AND REPLACE
DAMAGED COPING STONES TO MATCH EXISTING.” Phase 4 has only a metal coping. The inspection of the damaged coping stones is varying depending on the person’s knowledge, experience, and parameters of damaged stones set up by the inspecting persons. Please provide a contingency budget to consider in our bid for each phase to cover the replacement cost of damaged stones, so all the bidders can bid the same scope.
The predetermined amount of coping stones to allow for replacement is approximately 400 linear feet.
18 Please provide the specification of the existing coping stones.
Anything pertaining to the existing coping stones is within the 01 00 00 General Requirements and 02 41 00 Demolition
PROJECT NUMBER: 537-15-128B
Demo note 9 of AD103 depicts “EXISTING SCREEN WALL TO BE REMOVED AND SALVAGED FOR REINSTALLATION.” Please provide the manufacturer detail and the installing contractor information.
The existing screen wall is to be reinstalled in the same fashion that it currently is – manufacturer is unknown. See existing screen wall photo on sheet AD104 - P4.
All the roof drain and overflow drain in all the phases call for
“REPLACE ROOF DRAIN BODIES AND HEADS. ACCESS FROM
FLOOR BELOW IN FINISHED SPACES. COORDINATE WITH COR.
PROVIDE INFECTION CONTROL MEASURES WHEN WORKING
IN FINISHED AREAS. COMPLETE ON WEEKEND/NIGHTS
COORDINATE WITH MEP.” This task requires infection control. We were not allowed to visit the floor below at phase 5 due to patients and the dialysis center. Please provide the photos of the floor below at the existing floor drain at phase 5, so we can provide proper infection control.
Assume Infection Control Level IV in patient care areas.
Note 11 of AD100 calls to “SCUPPER TO REMAIN.” However, on the contrary, note 1 of AS100 asks to “REMOVE AND REPLACE SCUPPERS.” Please clarify which one is correct.
Scupper to be removed and replaced – new collector heads are to match existing where occurs
Note 8 of AD100 (Phase 1 to 4), note 7 od AD103 (Phase 5), note 6 of AD105 (Phase 7), note 6 of AD107 (Phase 8), and note 6 of AD109 (Phase 9) calls “REMOVE AND REPLACE EXISTING ROOF PAVERS.”. However, note on all AS drawings AS100 to AS105 calls for new walkway pads. Please clarify.
All existing roof pavers to be removed and new walkway pads installed
Note 3 of AS drawings AS100 to AS105 indicates “SCRAPE, PRIME, AND PAINT ALL EXISTING EXPOSED STEEL EQUIPMENT
SUPPORTS, FRAMING WITHIN WORK AREA.” Does this mean to paint all steel equipment supports for mechanical equipment only, or are we to paint the existing communication equipment supports as well? Please clarify and provide a paint schedule and specifications.
This applies to mechanical equipment supports only – see attached specification section 09 91 00
