ASBESTOS INSPECTION SUMMARY

On April 17, 2019, Brett Brumbaugh performed asbestos testing at the Jesse Brown VA Medical Center in Chicago, IL in preparation of the roof replacement project. The roof areas included in the sampling were:

As part of this survey, a total of 62 sample layers were collected from 10 roof areas. All samples collected during the inspection were analyzed by the EPA 600/R-93/116 Method using Polarized Light Microscopy at a NVLAP accredited laboratory (EMLab P&K). Many of the samples of suspect asbestos containing materials that were analyzed had no asbestos detected. A negative sample analysis is the only definitive method to determine if a material can be considered “non-asbestos” in accordance with OSHA and EPA regulations.

Bulk sampling as part of this project was based upon the appearance, texture, and location of the suspect materials. All bulk samples were analyzed utilizing current EPA methods for PLM (Polarized Light Microscopy) by EMLab/P&K in Marlton, NJ. This lab is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and also an American Industrial Hygiene Association (AIHA) accredited laboratory.

ASBESTOS INSPECTION FINDINGS

As a result of this inspection, current sampling, and previous surveys/sampling, it has been determined that non-friable, Category 1 asbestos containing materials are present in the tar flashings under the rubber roofs of Roof Areas 6 and 7 of Building 30.

Asbestos containing materials were identified in the roofing areas scheduled for replacement as follows:

Building 30 – Roof Areas 6 and 7

ASBESTOS CONTAINING MATERIAL QUANTITY EPA CATEGORY ASSESSMENT

Flashing tar under rubber roof at edge of roofs, vents, and access hatches

370 LF of flashing Cat. 1 Non-Friable

CONCLUSIONS/RECOMMENDATIONS

The asbestos containing materials identified in the roof flashings must be handled in accordance with current OSHA, US EPA, and State of Illinois asbestos regulations. All asbestos materials must be handled by trained workers, but do not have to be removed by an Illinois licensed Asbestos Contractor since they are assessed to be Category 1 Non-Friable asbestos materials in good condition.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by any agency of the federal government. EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
