II. THE FOLLOWING CHANGES ARE TO BE MADE ON PROJECT DRAWINGS:

0. ADD: Keyed note 7 for temporary support of light pole during construction.

0. ADD: Instance of keyed note 4 for concrete sidewalk removal.

0. Sheet CS101:

0. ADD: Instance of keynote 3 for new sidewalk

0. ADD: Note to detail 2/SB101 and 3/SB101 for protection of existing light fixture and conduit.

0. ADD: Note to detail 4/SB101 for removal, and reinstallation of light fixture, conduit and temporary junction boxes.

0. ADD: Note to plan 1/SB101 for location of overhead light fixtures.

III. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF NEWLY RECEIVED BIDDERS REQUEST(S) FOR INFORMATION:

1. The response to question 18 indicates that a high-performance protective coating would be acceptable in lieu of field welding galvanized steel at specific locations. Would it be acceptable to use a high-performance protective coating on the whole assembly instead of galvanizing to avoid the health hazard of welding any other locations on galvanized steel?

RESPONSE:

· Pipe support steel can be shop-welded before hot dip galvanization. If field welding is preferred method of the Contractor, high performance coatings will be considered upon product submittal by contractor.

2. Based on the response to question 16 we would need to hire steel erectors to install the Pipe Supports for the pipe fitters. This will add significant cost and does not seem to be the design intent since the pipe supports are not “structural” since they don’t support the ceiling of the tunnel. Is the intent to have AISC certified steel erectors install the pipe supports?

RESPONSE:

· See Amendment #2 response to Question #16.

3. There is no specification or reference to patching the steam pipe insulation where the existing pipe supports are being demoed or where the new supports are being installed. What type of insulation is required?

RESPONSE:

· Refer to added specification 33 63 00.

4. The plans indicate that, “STEAM PIPES TO REMAIN OPERATIONAL DURING DURATION OF CONSTRUCTION”. However, it is not safe to weld on live steam lines. Will steam outages be allowed to complete the work on the guide plates?

RESPONSE:

· Shutdowns to steam lines are not possible. The guide plate assemblies will need to be pre-insulated to avoid welding to pipes.

5. There is no electrical work indicated in the plans or specs. However, there is electrical conduit and lights along the ceiling that will need to be removed to replace the top of the tunnel. There is also a light pole on the north side of the Hines Blvd/Flower Dr. intersection that will need to be removed and replaced because it will be in the excavation. Will electrical work be done by the VA prior to the start of construction?

RESPONSE:

· Re-route the conduit and conductors along the wall maintaining existing wiring circuits installing a junction box on the wall at existing light fixture locations. Salvage the lighting fixtures, demolish the conduit, and junction boxes from the ceiling. Clean, re-lamp, and re-install the lighting fixtures on the new ceiling along with new conduit and conductors to the wall mounted junction box. Refer to Sheet SB101 for scope, location and quantity of light fixtures to be removed and reinstalled.

6. There is sidewalk on the north side of the Hines Blvd/Flower Dr. intersection that is not shown to be demoed, but the curb in front of the sidewalk is being demoed so the sidewalk will get undermined. Sheet CJ101 shows grass at the same sidewalk location. Should the sidewalk be demoed and replaced or just demoed?

RESPONSE:

· It should be demolished and replaced. See revised drawings CD101 and CS101.

7. Regarding amendment 2, question and answer 1. The response states “Means and methods to patch and repair behind existing piping is determined by the contractor”. We feel this is an open response and to bid accordingly it needs clarification. This is steam piping and people need to take caution when working around it for safety reasons. We are assuming no shut downs or very minimal shut downs of the steam pipe. If there are areas that need to be patched directly behind piping this will be very difficult to perform in a professional and adequate way. Is the VA leaving that up to the contractor to decide how good is acceptable? If the VA will be inspecting and expecting all to be patched at a high level, we feel the best way is to remove larger sections of the pipe insulation to create a little more access. Due to the high temps of the pipe we would need an acceptable shut down schedule of the steam lines from the VA. Please provide acceptable shut down timelines.

RESPONSE:

· There will be no shut downs of the steam pipes on this project. All work must be coordinated to maintain full operation. Therefore, there will be no removing of pipe insulation to perform concrete repair work. Contractor shall determine means and methods to provide appropriate concrete patch and repair work in given conditions. VA will inspect for quality.

8. Do any of the existing inserts in concrete need to be removed? i.e. Unistrut or embeds. Can these be patched around or do they need to be fully removed?

RESPONSE:

· Existing embedded items may stay in place and be patched around unless contractor determines that their removal is necessary to stop leaks.

9. As my Mechanical bids are coming in ½ take the scope as 101 stands get replaced and the other ½ say its 40. Det. 3 SB101 states Replace Frames 1-101 (see repair table) between boiler plant and above ground “Mausoleum”. The table on S1001 appears as 40. Could I get a verification?

RESPONSE:

· There are 101 (all) steel frames to be replaced as indicated by note 3/SB101 and on the table on SI001. There are 40 instances of plate and/or anchor repairs that are needed as indicated on the table on SI001. These are separate repair items.
