ACCOMPANYING AMENDMENT– 36C25218B0106 - 00002

REPAIR CAMPUS STEAM TUNNEL AND STRUCTURAL SUPPORTS

CLEMENT J. ZABLOCKI VA MEDICAL CENTER, MILWAUKEE, WI

I. THE FOLLOWING CHANGES ARE TO BE MADE ON PROJECT SPECIFICATIONS:

NONE

II. THE FOLLOWING CHANGES ARE TO BE MADE ON PROJECT DRAWINGS:

NONE

III. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:

1. Based on the walk thru it was observed that there are areas that may require patching tight behind existing piping. There is concern of being able to access these areas with tools, equipment and personnel to properly fix these locations. Has this been considered?

Response:

· The means and methods to patch and repair behind existing piping is determined by the Contractor.

1. Please confirm as to whether or not there is any suspected asbestos issues.

Response:

· No survey was completed. Any suspected asbestos must be brought to the attention of the COR immediately for remediation by VA.

3. The statement of work lists cracked concrete as a work scope item. There is no specification or detail for the repair of cracked concrete. It is assumed standard epoxy injection would be required. Is there any approximation of lineal footage of cracked concrete to be repaired?

Response:

· Epoxy injection is the preferred method of repair; however, wet and leaking cracks will likely require polyurethane injections for a more watertight condition. Contractor to assume ~200 lineal feet of crack repair.

4. Wage Determination lists two categories for Concrete Finishers noted on Page 6-CEMENT MASON/CONCRETE FINISHER...$ 33.95 21.93 Fringes $21.93 and Page 7- Laborers: Concrete Worker $ 16.34 3.59 Fringe $3.59. Please clarify which labor rate is to be used?

· The labor rate will be determined by the job function being performed. For further clarification, please contact:

Milwaukee Area Office US Dept. of Labor Wage & Hour Division 310 W. Wisconsin Ave., Suite 1170 Milwaukee, WI 53203

5. What is the existing waterproofing material on the tunnel?

Response:

· Existing Waterproofing Material, if any, is unknown.

6. The Specification call for repair of undefined concrete spalled areas. Can you define the quantity or allow for a Unit Cost price to be included in the Sonication?

Response:

· Areas for repair are provided in the table on SI001.

7. Please provide soil borings for the areas to be excavated.

· No soil borings performed during design for this project.

8. Please provide elevation of the bottom of the tunnel to include sections where there are changes.

· Elevations could not be verified through original drawings. Based on 3D scans, the estimates for the interior top of floor elevations for the following stations are:

3+00 -> 631’ 3+21.5 -> 629’ 4+61 -> 626.5’ 5+39 -> 624’ 5+80 -> 624’

Based on the profile, we have assumed constant slope between indicated stations. Actual field elevations may vary. Contractor to verify.

9. Please provide tunnel dimensions to include wall thickness.

Response:

· Typical interior dimensions are 6’-0” (V) x 4’-6” (H). Wall thickness could not be verified, but is estimated to be between 8-10”.

10. Please provide dimensions of the steel frames used as pipe supports

Response:

· Vertical members will occupy 6’-0” floor-to-ceiling height, with HDPE pad thickness and erection gaps taken into account. Horizontal distance from face of wall to outside of vertical member is ~3’-0”

11. Detail 3, on SB101 shows the pipes passing through the stand. The supplier for the new friction pipe support assembly needs to know the pipe sizes and thickness of insulation. Is it possible for the VA to post a piping diagram? Walking through the tunnel I don’t recall if the pipe increase or decreases along the way or if additional pipes enter or exit before the Mausoleum. The piping plan would be useful.

· Piping Diagram is not available.

12. Detail 6, on SB101 is labeled - “cont. #5 bars 12” O.C. Top & Bott.” With arrows pointing at the left and far right. It appears there is another mat of rebar below that just above the #5 “L” bars @ 12” O.C. W/ 12” embedment. Is there 2 mats of rebar with #5 bar @ 12” O.C. each direction?

· Yes, there are two mats of #5s @ 12”. This is what the “TOP & BOTT” is referencing.

13. 6” white ash are difficult to find- Generally not available due to ash borer issues and nursery’s not growing them. Potential substitutes would be Shag bark hickory, Sugar maple and Hackberry.

Response:

· Sugar Maple is acceptable substitute.

14. Black Oak is not available in 4” from most nursery’s due to size and not transporting well at this size. Could go a little smaller or substitute burr oak, red oak or Chinkapin.

Response:

· Smaller size is acceptable.

15. 6” white oak is generally not available. Could substitute Swamp oak. Oak trees do not survive transplanting once they reach a certain size. We feel this would be a costly item with limited survivability. If the VA or Architect has a place in mind that they were able to find these trees in these sizes we would like to get that info to meet what is shown on the documents. Otherwise we would like to consider smaller sizes or the above mentioned substitutes.

Response:

· Swamp oak is acceptable substitute.

16. Specification, Section 05 12 00 Structural Steel Framing – 1.5 Quality Assurance –B. Installer Qualifications: AICS Quality Certification Program participant designated as AISC-Certified Erector. Cat. ACSE

1. Regularly installs specified products

2. Installed specified products with satisfactory service on similar installations for a minimum of 5 years.

Requiring this Certification is a rising cost impact to bidders. We are not aware of any Structural Steel Fab/Install contractors that are bidding as a prime contractor on this project. None of the Steel Fabricators I am getting quotes from will be quote the installation of the pipe stands. (stating the project is too small for their scope) We feel the fabricated stands are not a structural element of the tunnel, rather a structural device designed to carry piping. Installing these stands is more similar to installing pipe columns, pallet racks, H.D. shop machinery etc. which are all fabricated at a AISC Certified Shop. L-ECS is requesting a variance to delete the requirement of AISC Cert. Erector to install the bolt-in installation of the pipe stands.

Response:

· Welders and suppliers must be certified per the Specifications. Work must be inspected by AISC Erector to verify compliance.

17. There is nothing called out on the plan or specifications for attaching the 3 smaller pipes (electrical conduit?) only the 2 large steam pipes offer a detail & specification for attachment to the new pipe stands. Please provide more information on attachment to the new stands.

Response:

· The smaller pipes do not require lateral force stabilization, and currently are connected to the stands using standard pipe hangers or simply resting on the frame. These elements are to be re-used and only replaced if necessary.

18. Det. #7 SB101 shows a pipe close to the floor. The notes call for a ½” x 1’-0” x 1’-5” Galv. Steel Plate welded to anchor tubes. This detail is not clear on the attachment to the pipe or locations on Tunnel Repair Locations chart (S1001) Only happens at 2 locations? We are requesting more clarity on this detail. (D7/SB101) I also would mention welding galvanized stock is not S.O.P. with any AICS procedure. The assembly would be manufactured (welded) then dipped in the galvanizing process.

Response:

· Detail 2/SB101 shows that the existing anchors should be cut to a viable length. The tube shown in 7/SB101 is already connected to the existing pipe and will remain, while new plate steel will be placed underneath. The table on SI001 lists the specific sections where 7/SB101 applies (6 shown). Dipping the plate assembly is acceptable. Contractor may submit high-performance protective paint coating for approval if field welding of galvanized steel is a concern.. ½” x 1’-0” x 1’-5” plate is not a part of the assembly and may be ignored.

19. Will it be acceptable to backfill tunnel with excavated spoils?

Response:

· It depends on the quality of the soils excavated. If the soil is in poor condition than it will need to be replaced with acceptable fill. Refer to Specifications.

20. Does the traffic control signage required for the project need to be turned over to the VA at the completion of the project?

Response:

· No, it should be provided and retained by the contractor.

21. Is the steam tunnel considered a permit required confined Space? –

Response:

· No, it is a controlled entry and must be coordinated with the COR, Steam Plant Staff and Police.

22. Detail 5/SB101 shows the top slab replacement. If galvanized metal decking that spans across from the top of the walls as part of the engineered shoring system is used, is it acceptable to leave the metal decking in place after the concrete is poured?

Response:

We will consider allowing deck to remain provided the following conditions are met: the deck should not unreasonably encroach (~2”) on head space within the tunnel, nor interfere with embedded connections and waterproofing between joints. Contractor is responsible for providing a deck designed to support appropriate loading conditions.
