About this file

This is a Standard Form 30 amendment to a solicitation issued by the Department of Veterans Affairs, Network Contracting Office 10 in Kettering, Ohio. The amendment (Amendment 0003) is dated October 7, 2026, and addresses the original solicitation 36C25026Q1050 dated September 28, 2026. The solicitation pertains to requisition/purchase order number 541-27-1-0355-0004.

The amendment serves to provide answers to industry questions that were inadvertently labeled as SPAM and not addressed prior to the published Question and Answer deadline. The responses clarify operational requirements for material pickup services at VA facilities. Key clarifications include: contractors may be required to retrieve materials from non-staged areas such as offices, basements, and mechanical rooms on an occasional basis; no known restrictions exist regarding truck access or carry distances for 26-foot box trucks; additional interior retrieval labor or equipment cannot be treated as separately billable scope modifications; historical item weights typically do not exceed 5,000 pounds; photographs of material piles will not be provided, but vendors may request item details and weight estimates upon order placement; the Government does not have data on material stream composition as it varies by pickup; and the 48-hour pickup completion window excludes weekends and holidays, with coordination available if weekend pickups are necessary. The Q&A period has closed and no further questions will be accepted.

The purpose of this solicitation amendment is to answer questions from industry.

Please see continuation pages below.

1. Although the Government generally attempts to stage materials in warehouse areas, may the contractor ever be required to retrieve material from offices, basements, mechanical rooms, patient-care areas, different floors, or multiple interior locations within a facility?

a. Yes, however, pickups in non-staged areas (office, etc.) are on occasion.

2. Can the Government provide any general expectation concerning truck access and maximum carry distance? Specifically, should a 26-foot box truck generally be able to park reasonably close to the designated staging area, and are there known height, weight, parking, or access restrictions at any locations?

a. There are no known restrictions.

3. If material is not staged in a reasonably truck-accessible area, may the parties treat the additional interior retrieval, labor, or equipment requirement as a separately approved special request or scope modification before performance?

a. No, a pickup is a pickup.

4. The amendment states that no maximum individual-item weight or dimensions are established. Can the Government provide examples of the heaviest or most difficult items historically encountered and any indication of how frequently heavy or oversized items occur?

a. Usually no more than 5000 lbs.

5. Can authorized pickup requests include photographs showing the full material pile, access route, loading area, and any unusually heavy or oversized items? If photographs cannot be required for every request, can they be provided when reasonably available?

a. No photographs will be available. Upon order placement the vendor can request what is being picked up, if there are any heavy or oversized items, and estimates of weight prior to arriving on station.

6. Can the Government provide a general indication of the most common material streams or approximate mix of metal, furniture, wood, plastic, foam, ceramics, glass, and other non-metal material?

a. We don’t have this information; the component makeup varies by pickup.

7. For the requirement to complete pickup within 48 hours of notification, are the 48 hours measured as calendar hours or business hours? If a request is received late Friday, during a weekend, or immediately before a federal holiday, may pickup be completed during the next available permitted service window when the facility is open and accessible?

a. The 48-hour window does not include weekends or holidays. If any pickups must occur on a weekend, we will work with the vendor to ensure ample time is provided to arrange pickups. This is not common.

The purpose of this solicitation amendment is to provide answers to questions submitted by industry prior to the established Q&A deadline. These questions were inadvertently labeled as SPAM and were not noticed prior to the publishing of amendment 2. The Q&A period has now passed, and no further questions will be accepted.
