About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 10 in Kettering, Ohio. The amendment number is 0002, effective October 5, 2026, and is addressed to all offerors and bidders for solicitation 36C25026Q1050 (originally issued September 28, 2026). The amendment serves to answer industry questions that were submitted prior to the established question-and-answer deadline; the Q&A period has now closed and no further questions will be accepted.
The amendment addresses two substantive questions regarding contract performance requirements. First, regarding past-performance documentation under Sections E.2 and E.12, the Government clarifies that all three required Past Performance Questionnaires or client references must reflect contracts performed by the prime offeror itself, not proposed subcontractors. Proposed subcontractor past performance will not be considered or credited under the Past Performance evaluation factor, and an offeror lacking relevant past performance may receive a Neutral rating. Second, concerning vehicle requirements referenced in the Performance Work Statement, the Government confirms that contractors may utilize two smaller box trucks for a single pickup, provided their combined cargo capacity meets or exceeds the required capacity and all material is removed within the 48-hour response window. However, arrivals must be staggered to avoid dock congestion, contractor coordination with the Contracting Officer's Representative is required before dispatching multiple vehicles, and multiple vehicles responding to the same pickup event constitute only one pickup for invoicing and CLIN purposes.

The purpose of this solicitation amendment is to answer questions from industry.
Please see continuation pages below.
1. For Sections E.2 and E.12, may the prime offeror submit any of the three required past-performance references for relevant contracts performed by a named proposed subcontractor that will perform the corresponding work? If permitted, please confirm any required commitment documentation and how the prime and performing subcontractor should be identified in PPQ Sections 1 through 3, since Section 2 has no proposed-subcontractor option.
Amendment 0001, Question 12 addresses the use of separate hauling and recycling entities; we did not find clarification on whose past performance may be submitted.
a. No. All three Past Performance Questionnaires or client references submitted under Section E.2 must reflect contracts performed by the prime offeror itself. Past performance of a proposed subcontractor, named or otherwise, will not be considered or credited under the Past Performance evaluation factor in Section E.12. An offeror lacking relevant past performance of its own may receive a Neutral rating under Section E.12.
2. The PWS references a minimum 26-foot box truck or similar vehicle. Would the Government accept two smaller box trucks deployed simultaneously for each pickup, provided their combined cargo capacity meets or exceeds the required capacity and all material is removed within the required 48-hour timeframe?
a. Yes, the contractor may utilize two vehicles for a single pickup, provided the combined cargo capacity meets or exceeds the required capacity and all material is removed within the required 48-hour response window. However, the two vehicles may not arrive and occupy dock space simultaneously — arrivals shall be staggered to avoid congesting dock space. Because a single appropriately sized vehicle is sufficient for most pickups, the contractor shall coordinate with the COR/Station POC prior to dispatching multiple vehicles for any given pickup, so the Government can confirm whether multiple vehicles are actually warranted for that pickup. For clarity, the use of multiple vehicles to service a single authorized pickup request at a single location constitutes one
(1) pickup for invoicing and CLIN purposes, regardless of the number of vehicles dispatched. The contractor shall not invoice multiple vehicles responding to the same pickup event as separate pickups under the applicable per-pickup CLIN.
The purpose of this solicitation amendment is to provide answers to questions submitted by industry prior to the established Q&A deadline. The Q&A period has now passed, and no further questions will be accepted.
