About this file
This is Amendment 0001 to Solicitation 36C25026Q1050, issued by the Department of Veterans Affairs Network Contracting Office 10 on September 28, 2026. The amendment corrects administrative errors, updates the Performance Work Statement (PWS), corrects the Price/Cost Schedule for Ordering Period 3 (Option Period 2), and responds to 39 industry questions submitted during the Q&A period. The Q&A deadline is October 2, 2026 at 1:30 PM EST, and quote submissions remain due by October 9, 2026 at 1:30 PM EST, to be emailed to Joshua.Kovar@VA.gov.
The requirement is for Facility Scrap and Recycling Services at the Louis Stokes VA Medical Center (LSVAMC) in Cleveland, Ohio and associated offsite locations. The contract is structured with distance-based CLINs priced per pickup: main campus (0001AA-4001AA), 1-25 miles from main campus (0001AB-4001AB), 26-50 miles (0001AC-4001AC), and 51+ miles (0001AD-4001AD). Base period quantities are 240 estimated annual pickups (156 main campus, 35 at 1-25 miles, 35 at 26-50 miles, 14 at 51+ miles), with escalation across four one-year option periods through October 2031. All costs including disposal fees, fuel, and transportation are included in the per-pickup unit price with no separate reimbursement. The contractor must remit 100% of recycling proceeds to the Government within 14 calendar days. Key requirements include 48-hour response time for pickup requests, use of a minimum 26-foot box truck (~5,000 lbs. average load capacity), and compliance with Limitations on Subcontracting provisions. The previous contract (36C25026P0027) had an awarded value of $240,000 and did not require proceeds remittance; this new requirement is mandated under the VHA Green Environmental Management System (GEMS) program and VA Financial Policy. The principal NAICS code is 562119 (Other Waste Collection) with Product/Service Code P100 (Salvage - Preparation and Disposal of Excess/Surplus Property).

CONTINUATION PAGE
1. Correction to Item Description / Title Affected records: SF 1449, Block 19 (Item Description); SAM.gov posting title.
Correction: The description "Scrap Metal Recycling" was used inadvertently and is corrected to "Facility Scrap and Recycling Services," consistent with PWS Section B.2. Metal recycling is one component of performance but does not constitute the bulk of the work, which also includes removal and disposal of non-metal materials per PWS Section 4.1.
Please see updated PWS:
2. PWS Update — Minimum Vehicle Size and Pickup Volume Clarification Affected section: PWS Section 3 (Scope), first paragraph.
Change: Adds a minimum vehicle size requirement (26-foot box truck or similar), an average anticipated weight load (~5,000 lbs. per pickup), and clarifies that the Section 3.3 pickup quantities (not the "approximately 15 pickups per month" figure) are controlling for pricing and evaluation, with the latter reflecting historical experience and the former intentionally set higher to account for anticipated growth.
3. PWS Update — Disposal, Fuel, and Related Costs Included in Per-Pickup Price Affected section: PWS Section 3 (Scope), first paragraph.
Change: Confirms that disposal fees, tipping fees, fuel costs, and other costs associated with performing a pickup are included in the per-pickup CLIN price and are not separately reimbursable.
4. PWS Update — CLIN Usage Courtesy Notice Affected section: PWS Section 3.3 (Estimated Pickup Volume), new paragraph following the pickup volume tables.
Change: States that there shall be no services beyond a CLIN's annual estimated/NTE quantity without a contract modification, and that, as a courtesy, the contractor should notify the Government POC once 80% of a CLIN's annual estimated quantity has been used. This is a courtesy expectation, not an enforceable deliverable.
5. PWS Update — Contractor May Decline Prohibited/Nonconforming Material Affected sections: PWS Section 4.1 (Hospital Scrap — Prohibited Materials); QASP Row 1 (Section 8).
Change: Confirms all items collected must be free of liquids, refrigerants, and other prohibited materials.
Where a prohibited item is mixed into an otherwise authorized pickup, the contractor may decline/leave that item and still complete the rest of the pickup without it being treated as incomplete or deficient. A conforming note is added to QASP Row 1 so surveillance scoring reflects this exception.
6. PWS Update — Definition of "Pickup" Affected sections: New PWS Section 4.3 (Definitions); Appendix A, Section 21.2 (Defined Terms table).
Change: Adds a definition confirming that one billable "pickup" equals one load, not one job/service event.
Where servicing a single authorized request requires multiple truckloads/trips, each load is a separate billable pickup. A corresponding entry is added to the Appendix A Defined Terms table.
7. PWS Update — Market Value Benchmark Affected section: PWS Section 7.3 (Monthly Summary Performance Report), item 6.
Change: Specifies that "current market value" for each material subtype shall be established using the actual recycler/processor settlement rate on the date of drop-off/transaction.
8. PWS Update — 100% Proceeds Remittance, No Deductions Affected section: PWS Section 7.6 (Agent Cashier Proceeds), new item 8.
Change: Confirms the contractor shall remit 100% of actual proceeds received from the recycler/processor, with no deduction for transportation, processing, handling, sorting, scale fees, or administrative costs. Those costs are compensated separately through the per-pickup CLIN price.
9. PWS Update — GFE/GFI: Material-Handling Equipment and Pre-Pickup Material Inquiry Affected section: PWS Section 9 (Government-Furnished Equipment/Information).
Change: Replaces the current "None" language. The Government will provide pallet jacks and flatbed carts in locations where such equipment is normally used and housed (typically warehouse areas); the Government will not provide tow motors or forklifts. The contractor furnishes all other necessary equipment, including liftgates where needed. The contractor may also ask the authorized requester (NX Equipment Team, Logistics Department, or CO) what types of items are expected to constitute the majority of materials for a specific on-call pickup, for equipment-planning purposes; this is informational only and does not bind the Government or relieve the contractor of its obligation to be prepared for variation in material type.
10. PWS Update — Minimum Vehicle Size (Consolidated Reference) See Item 2 above; minimum 26-foot box truck/similar vehicle and ~5,000 lb. average weight load are both addressed in the Section 3 (Scope) revision.
11. Price/Cost Schedule Correction — Ordering Period 3 (Option Period 2) Affected document: Price-Cost_Schedule – 26Q1050 – V1.xlsx, tab "Enter Pricing Here"; SF 1449 continuation pages, Item Information table (Option 2 CLINs).
Error: SLINs 2001AB and 2001AC are currently listed at 50 EA each. Combined with 2001AA (180) and 2001AD (18), this totals 298, which does not match the 288 total stated in PWS Section 3.3.
Correction: Reduce 2001AB and 2001AC from 50 EA to 45 EA each. This brings the Option Period 2 total to 288 (180 + 45 + 45 + 18), consistent with PWS Section 3.3 and the escalation pattern used in all other ordering periods.
12. Responses to Industry Questions The Government received the following questions during the Q&A period. Questions are reproduced exactly as submitted, in the order received.
1. Ordering Period 3 Quantity Discrepancy: PWS Section 3.3 identifies 288 total estimated annual pickups for Ordering Period 3; however, the Government Price/Cost Schedule appears to total 298 pickups (180 + 50 + 50 + 18). Please confirm the quantities that shall govern proposal pricing and evaluation.
• Answer: PWS Section 3.3's figure of 288 governs. The Price/Cost Schedule contains an error: Option Period 2 (Ordering Period 3) SLINs 2001AB and 2001AC are populated at 50 EA each but should be 45 EA each, consistent with the escalation pattern used in every other ordering period. A corrected Price/Cost Schedule workbook will be issued by amendment.
2. Definition of One Pickup: Please confirm what constitutes one billable pickup. If the volume at one VA location requires multiple vehicles/trips on the same service request/date, will each truckload/trip constitute a separate billable pickup, or will the entire service event be considered one pickup?
• Answer (final): The Government considers one billable pickup to be one load, not one job/service event. If servicing a site on a given date requires multiple truckloads/trips, each load constitutes a separate billable pickup. The PWS will be updated by amendment to state this definition explicitly.
3. Distance-Based CLIN Determination: Please confirm whether the 1–25, 26–50, and 51+ mile categories are determined based on the one-way distance from Louis Stokes VA Medical Center, 10701 East Blvd., Cleveland, OH 44106, to the VA pickup location, and whether the Government will determine the applicable CLIN for each listed/additional site.
• Answer: Confirmed. CLIN/mileage-band assignment is based on one-way driving distance from LSVAMC – Warehouse Dock (10701 East Blvd.) as determined by the CO/COR per Appendix B. The Government determines the applicable CLIN for each listed and any additional site.
4. 48-Hour Response Requirement: Please confirm whether the 48-hour requirement means the contractor must arrive and complete the pickup within 48 hours of an authorized request, or whether dispatch/scheduling confirmation within 48 hours satisfies the requirement.
• Answer: The 48-hour requirement means the contractor must arrive and complete the pickup (load and haul away materials) within 48 hours of notification from an authorized requester — not merely confirm/schedule within that window.
5. Pickup Size / Load Information: For pricing purposes, can the Government provide available historical information regarding the average weight, volume, number of truckloads, or vehicle size required per pickup, particularly for the Main Campus versus offsite locations? Historical weight information is provided, but individual pickup/load size would materially assist in determining truck and labor requirements.
• Answer (final): The approximately 15 pickups per month figure cited in PWS Section 3 reflects the Government's historical experience. The quantities in Section 3.3 and the Price/Cost Schedule (20/month, 240/year in the base period, escalating in subsequent periods) are intentionally estimated slightly higher than historical experience to build in growth capacity across the ordering periods, and are the figures that govern for pricing and evaluation purposes. No more granular historical data (e.g., per-pickup weight/volume/truckload data broken out by site) is available beyond the monthly aggregate figures already provided in Section 3.4.
6. Loading Requirements: Please confirm whether the contractor must provide all loading equipment and labor required to move scrap from the staging area into the contractor's vehicle, or whether VA personnel/equipment will normally place/stage materials in a condition accessible for manual or mechanical loading. The PWS states that no GFE is furnished but that VA personnel may stage items using VA-owned equipment.
• Answer: The contractor is responsible for all loading equipment and labor needed to move materials from the staging area into the contractor's vehicle. VA personnel may (but are not required to) pre-stage materials using VA-owned equipment prior to contractor arrival; this does not relieve the contractor of the loading obligation.
7. Non-Recyclable Materials / Disposal Fees: Where a pickup includes wood, foam, plastics, ceramics, glass or other material having no recycling value and requiring paid disposal, please confirm that all disposal/tipping fees must be included in the contractor's applicable per-pickup CLIN price and are not separately reimbursable.
• Answer (final): Confirmed. Any disposal fees, fuel costs, or other costs associated with performing a pickup shall be factored into the contractor's billable cost per trip (i.e., included in the applicable per-pickup CLIN price) and are not separately reimbursable. The PWS will be updated by amendment to state this explicitly.
8. Recycling Proceeds Calculation: Please confirm whether the contractor is required to remit 100% of the actual proceeds received from the recycler/processor for VA recyclable materials, supported by scale tickets/settlement documentation, with no deduction for transportation, processing, handling or administrative costs. The PWS makes proceeds remittance mandatory within 14 calendar days.
• Answer (final): Confirmed. The contractor shall remit 100% of the actual proceeds received from the recycler/processor for VA recyclable materials, with no deduction for transportation, processing, handling, or administrative costs. Those costs are compensated separately through the contractor's per-pickup CLIN price (see Q7). This is consistent with the title-retention provisions of PWS Section 7.7, under which the scrap material remains Government property until proceeds clear, and is intended to provide a clear, auditable remittance standard (actual proceeds received equals actual proceeds owed). The PWS will be updated by amendment to state this explicitly.
9. Market Value Documentation: The monthly report requires the current market value of each material subtype. Please confirm what source/methodology the Government considers acceptable for establishing market value—for example, the actual recycler settlement rate on the transaction date, published commodity pricing, or another specified benchmark.
• Answer (final): Confirmed. Current market value shall be established using the actual recycler/processor settlement rate on the date of drop-off/transaction. This is the same rate underlying the proceeds remittance required under Section 7.6, so the monthly report's market value figure will be directly traceable to the amount remitted. The PWS will be updated by amendment to state this explicitly.
10. Additional Locations: The PWS permits the Government to add or remove locations and increase/decrease scope. Please confirm that if a new location is added, it will be assigned to the appropriate existing distance-based CLIN, and that locations requiring services materially outside the currently priced scope will be addressed through a contract/task-order modification before performance. The solicitation states that services outside awarded CLINs/SLINs are not to be performed without modification.
• Answer: Confirmed. New locations will be assigned to the appropriate existing distance-based CLIN using the Appendix B methodology. Any services materially outside current scope will require a contract/task-order modification adding the applicable CLIN before performance, per Section B.3.
11. Estimated Quantities vs. Maximum Quantities: Please confirm whether the quantities shown for each pickup CLIN/SLIN represent estimated quantities only or individual NTE quantities, and how services exceeding an annual CLIN estimated/NTE quantity would be authorized and compensated.
• Answer (final): Quantities shown are estimates for pricing/evaluation purposes and also serve as the NTE ceiling for that CLIN, per the Estimated Quantity, Not to Exceed language on the Price/Cost Schedule and the Indefinite Quantity clause (52.216-22). There shall be no services performed beyond a CLIN's annual NTE quantity without a contract modification. As a courtesy, the contractor should make every effort to remind the Government POC once 80% usage of a particular CLIN's annual estimated quantity has been reached. The Government will independently track usage against each CLIN as well.
12. Subcontractor / Recycling Facility Structure: Please confirm whether the prime contractor may utilize separate entities for transportation/collection and final recycling/disposal, provided all subcontractors are properly disclosed and the prime remains compliant with FAR 52.219-14 and the solicitation's Limitations on Subcontracting requirements.
• Answer (final): Confirmed. The contractor may utilize separate entities for hauling and final disposal/recycling, provided all such entities are properly disclosed. Regardless of this structure, the Limitations on Subcontracting requirement (FAR 52.219-14 and Appendices D/E) remains fully applicable and will be enforced.
13. LOS Calculation: For purposes of the Limitations on Subcontracting Worksheet and subsequent reporting, please confirm that compliance for this service contract will be measured based on the applicable labor-cost methodology, excluding materials, equipment, travel and other non-labor costs as described in Appendix E.
• Answer: Confirmed. LOS compliance is measured on labor cost only, excluding materials, equipment, travel, and other non-labor costs, per Appendix E, Section 3.
14. Recycling Facility Documentation: Please confirm what licenses, permits, certifications or other documentation must be submitted with the quotation for the proposed recycling/disposal facility, versus documentation that may be provided after award.
• Answer: No recycling/disposal facility licenses, permits, or certifications are required to be submitted with the quote. The Quote Preparation Instructions (Section E.2) do not list these among required submissions. The QASP (Section 8, Row 3) provides for the COR to inspect the disposal/recycling facility annually after award to verify compliance.
15. Insurance for Recycling/Disposal Facilities: If a recycler/disposal facility is used only as a downstream processor and does not provide personnel performing work at VA locations, please confirm whether that entity is considered a subcontractor requiring a current Certificate of Insurance with the quotation, or whether the COI requirement applies only to subcontractors directly supporting contract performance.
• Answer (final): Confirmed. The insurance requirements under Section C.11 are intended to cover risk arising from work performed at VA locations and from transport of materials on the contractor's behalf.
A recycling/disposal facility used solely as a downstream processor — with no personnel performing work at VA locations and no role in hauling/transport — is not required to provide a Certificate of Insurance with the quotation. The COI requirement applies to the prime contractor and to any subcontractor that performs work at a VA location or that transports materials under the contract.
16. Historical Performance / Proceeds Data: If available, please provide historical information regarding the approximate annual recycling proceeds returned to the VA, by major material category. This information would assist offerors in understanding the expected recyclable material mix and establishing appropriate operational controls.
• Answer (final): This requirement has changed from the previous contract for this service. Previously, the contractor was not required to return recycling proceeds to the Government. Under this requirement, proceeds collection is required in connection with the VHA Green Environmental Management System (GEMS) program (VHA Directive 7707) and VA Financial Policy, Volume IV, Chapter 4 (Recycling Revenue), and is further supported by 41 C.F.R. § 102-38.295 governing proceeds from the sale of personal property. Because proceeds collection was not part of the prior contract's scope, no historical proceeds data by material category exists to provide.
17. Site Visit: Please advise whether the Government will permit or schedule a pre-quote site visit at the Louis Stokes VA Medical Center/warehouse dock so prospective offerors may evaluate access, loading conditions, staging areas and typical scrap characteristics before finalizing pricing.
• Answer (final): The Government is unable to schedule an official site visit at this time due to the timelines associated with this requirement. However, prospective offerors are welcome to visit the facility and view the exterior of the warehouse dock at their own convenience, provided they follow all security protocols. Vendors must check in with Police Services upon arrival, provide the solicitation number (36C25026Q1050), and state specifically what they are on campus to do. Access to the exterior of the dock is granted at the sole discretion of Police Services. Vendors visiting under this arrangement will not have access to VA personnel to answer questions or provide clarifications, and this does not constitute an official site visit.
18. For Ordering Period 3 / Option 2, should the pickup quantity be 288 as shown in the PWS, or 298 as shown in the Price-Cost Schedule (180 + 50 + 50 + 18)? Please confirm the controlling quantities and issue a corrected schedule if needed.
• Answer: Same issue as Question 1 above. 288 (per PWS 3.3) governs; corrected Price/Cost Schedule to be issued by amendment (SLINs 2001AB and 2001AC corrected from 50 to 45 EA each).
19. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
• Answer (final): This is not a brand new requirement. The current/previous contract number for this service is 36C25026P0027, with an awarded value of $240,000.00. That prior contract did not require the contractor to return recycling proceeds to the Government, whereas this requirement does (see Q16).
20. We noticed what may be a discrepancy in the estimated pickup quantities. The Performance Work Statement section 3.3 lists 288 combined pickups for Ordering Period 3. We a figure of 298 in the pricing materials we reviewed. Could you please confirm that which number is correct for quote preparation?
• Answer: Same issue as Questions 1 and 18 above. 288 (per PWS 3.3) governs; corrected Price/Cost Schedule to be issued by amendment.
21. Section 3 of the PWS states an estimate of approximately 15 pickups per month across all listed sites. The Section 3.3 planning table shows 13 main-facility plus 7 offsite pickups per month in the base ordering period, totaling 20 per month and 240 annually. The supplied Price/Cost Schedule also totals 240 estimated base-period pickups (156 main campus, 35 at 1–25 miles, 35 at 26–50 miles, and 14 at 51+ miles).
• Answer (final): The Section 3.3 table and Price/Cost Schedule (240 annual pickups, 20/month) govern for pricing and evaluation purposes. The approximately 15 pickups per month figure in Section 3 reflects the Government's historical experience; the Section 3.3 estimate was intentionally set slightly higher than historical volume to account for anticipated growth over the ordering periods.
22. Non-Recyclable Material Disposal Fees For non-recyclable materials collected under the PWS that require disposal at a landfill, transfer station, or other disposal facility, please clarify whether landfill, tipping, processing, and other disposal fees are the responsibility of the contractor and must be incorporated into the applicable per-pickup unit price, or whether these costs will be separately reimbursable by the Government.
• Answer: See response to Question 7. Any disposal, fuel, or other costs associated with performing a pickup shall be factored into the contractor's billable cost per trip (i.e., included in the applicable per-pickup CLIN price) and are not separately reimbursable.
23. Multiple Truckloads for a Single Pickup Request If the quantity or weight of material associated with one authorized pickup request exceeds the safe or legal carrying capacity of the contractor's vehicle and requires multiple truckloads/trips, will each truckload be considered a separately billable pickup under the applicable CLIN/SLIN, or will all trips required to clear the material be considered one pickup at one fixed unit price?
• Answer: See response to Question 2. The Government considers one billable pickup to be one load, not one job/service event. Where servicing a single authorized request requires multiple truckloads/trips, each load constitutes a separate billable pickup.
24. Addition of New Service Locations The PWS provides that the Government may add or remove locations and increase or decrease the quantity, frequency, or scope of collections. If an additional location is added during contract performance, will that location automatically be assigned to the applicable mileage-based CLIN/SLIN? Please also confirm whether the contractor's existing unit price for that mileage category will apply to the new location regardless of the site's anticipated material quantity or service requirements.
• Answer: See response to Question 10. New locations will be assigned to the appropriate existing distance-based CLIN using the Appendix B methodology, and the contractor's existing unit price for that mileage category will apply.
25. Staging and Loading Responsibilities Will materials be staged by VA personnel at an accessible loading location prior to the contractor's arrival, or may the contractor be required to retrieve and remove materials from inside buildings, storage areas, different floors, or multiple locations within a facility? Please clarify the extent of the contractor's loading and material-handling responsibility for each pickup.
• Answer: See response to Question 6. The contractor is responsible for all loading equipment and labor needed to move materials from the staging area into the contractor's vehicle. VA personnel may (but are not required to) pre-stage materials using VA-owned equipment prior to contractor arrival; this does not relieve the contractor of the loading obligation.
26. Calculation of Recycling Proceeds Please clarify whether the contractor must remit to the Government 100% of the gross amount paid by the recycler for each recyclable load, or whether documented recycler processing charges, sorting fees, scale fees, or similar transaction costs may be deducted before determining the recycling proceeds remitted to the VA.
• Answer: See response to Question 8. The contractor shall remit 100% of the actual proceeds received from the recycler/processor for VA recyclable materials, with no deduction for transportation, processing, handling, or administrative costs.
27. 48-Hour Response Requirement Please clarify when the required response period begins following an authorized pickup request and what constitutes successful compliance with the response requirement.
Specifically, does the requirement mean that the contractor must acknowledge the request, dispatch a vehicle, arrive at the Government facility, or complete removal of the material within the required period?
• Answer: See response to Question 4. The 48-hour requirement means the contractor must arrive and complete the pickup (load and haul away materials) within 48 hours of notification from an authorized requester — not merely acknowledge or dispatch within that window.
28. Estimated Pickup Quantities Please confirm that the pickup quantities identified in the Price/Cost Schedule are estimates for evaluation and planning purposes and do not represent guaranteed quantities that will actually be ordered, except for any expressly stated guaranteed contract minimum.
• Answer: See response to Question 11. Quantities shown are estimates for pricing/evaluation purposes and serve as the NTE ceiling for that CLIN. There is no guarantee that estimated quantities will actually be ordered, except for the guaranteed minimum stated in Section B.3 ($20,000.00, applicable to the Federal Fiscal Year in which the contract is awarded).
29. Heavy or Oversized Items Please identify any maximum anticipated weight or dimensions for individual items that may be included in a pickup. For materials or equipment that cannot reasonably or safely be manually loaded, will the Government provide forklifts, pallet jacks, loading docks, or other Government-owned material-handling equipment and assistance?
• Answer (final): The PWS does not establish a maximum weight or dimension for individual items that may be included in a pickup. The Government will provide pallet jacks and flatbed carts in areas where such equipment is normally used and housed (typically warehouse locations). The Government generally attempts to stage items in warehouse areas where this equipment is available, though this may not always be the case depending on the pickup location. The Government will not provide tow motors or forklifts. The PWS (Section 9, GFE/GFI) will be updated by amendment to reflect this.
30. PWS Section 3.3 lists 108 estimated annual pickups for Offsite CBOCs and Other Facilities in Ordering Period 3, but the Price/Cost Schedule SLINs 2001AB + 2001AC + 2001AD total 118 (50 + 50 + 18). Which quantity governs for pricing and evaluation?
• Answer: See response to Question 1. PWS Section 3.3's figure of 108 (within the 288 combined total) governs. SLINs 2001AB and 2001AC will be corrected from 50 EA to 45 EA each (2001AD remains 18), bringing the offsite total to 108. A corrected Price/Cost Schedule workbook will be issued by amendment.
31. PWS Section 3 states the Government estimates approximately 15 pickups per month across all listed sites, while Section 3.3 and the Base-period SLIN quantities equal 20 pickups per month (240 per year). Which figure should offerors use for planning?
• Answer: See response to Question 5/21. The Section 3.3 table and Price/Cost Schedule (20/month, 240/year) govern for pricing and evaluation purposes. The approximately 15 pickups per month figure in Section 3 reflects the Government's historical experience; the Section 3.3 estimate was intentionally set slightly higher than historical volume to account for anticipated growth over the ordering periods.
32. Do you have an equipment list required for each site? Is all scrap metal dropped off on roll off dumpsters?
• Answer (final): The setup varies by site and by the type of items being discarded; there is no standard roll-off dumpster system used uniformly across all locations. There is no standard list of equipment that the contractor is required to bring to each site. Consistent with the response to Question 29, in locations where pallet jacks are used, they will be made available for the contractor's use along with flatbed carts. No tow motors or forklifts will be provided.
33. What are the typical dimensions and the maximum single-item weight of the scrap to be removed? Will VA staff stage items at a loading dock or provide a forklift/loading assistance at each site, or must the contractor furnish its own liftgate/loading equipment? Are there vehicle size, height or weight restrictions at any site?
• Answer (final): The PWS does not establish a maximum weight or dimension for individual items. See response to Question 29 regarding staging/loading assistance: the Government will provide pallet jacks and flatbed carts in areas where such equipment is normally used and housed; the Government will not provide tow motors or forklifts, and the contractor must furnish any other loading equipment needed (e.g., liftgate). The contractor shall utilize a minimum 26-foot box truck or similar vehicle, with an average weight load of approximately 5,000 lbs. per pickup.
34. Will a site visit be offered for the main campus Warehouse Dock and any offsite locations?
• Answer (final): See response to Question 17. The Government is unable to schedule an official site visit at this time due to the timelines associated with this requirement. Prospective offerors are welcome to visit the main campus Warehouse Dock and any offsite locations (CBOCs and other facilities identified in PWS Section 3.1) at their own convenience, provided they follow all security protocols.
Where a facility has police/security services, vendors must check in upon arrival, provide the solicitation number (36C25026Q1050), and state the purpose of the visit. Access is granted at the discretion of the applicable security/facility personnel. Vendors visiting under this arrangement will not have access to VA personnel to answer questions or provide clarifications, and this does not constitute an official site visit.
35. Is this a demolition or will there be scrap to bid on after the demolition.
• Answer (final): This is not a demolition contract. This requirement is for the ongoing, on-call removal, recycling, and disposal of scrap materials generated through routine facility operations, maintenance, and modernization activities at LSVAMC and associated sites, as described in PWS Sections 3 and
4.1. It does not include demolition services. If demolition-generated scrap becomes available from a separate project, it would be handled under this contract only if assigned to an appropriate site/CLIN consistent with the existing PWS framework.
36. Pricing When Material Type and Quantity Are Unknown The Price/Cost Schedule requires contractors to establish fixed per-pickup unit prices based on distance from the Main Campus. However, the PWS permits pickups containing varying types and quantities of recyclable and non-recyclable materials. At the time of quotation, the contractor will not know the composition, weight, volume, or disposal cost associated with future pickup requests. Please clarify how offerors are expected to account for these unknown costs when establishing their fixed per-pickup prices.
• Answer (final): Offerors are expected to account for reasonably anticipated variability in material type, weight, and volume within their fixed per-pickup unit price for the applicable distance-based CLIN, consistent with the historical data provided in PWS Section 3.4. The fixed per-pickup price is not intended to be adjusted for routine variation between pickups. Where an authorized pickup involves a genuinely exceptional or unforeseen disposal cost outside the range that could reasonably have been anticipated (e.g., an unusually large piece of equipment requiring specialized disposal), the Government will address the matter through a bilateral contract modification, subject to prior validation that funding is available, before the exceptional disposal cost is incurred. This is not a routine reimbursement mechanism and is not intended to apply to ordinary variation in pickup composition.
37. Definition and Maximum Size of a Pickup Does the Government establish a maximum weight, volume, quantity of material, truck size, or truckload capacity that constitutes one "pickup" under the Price/Cost Schedule? If not, please clarify how contractors should price a single pickup when the amount of material could vary substantially from a small quantity to a full truckload while the contractor receives the same fixed per-pickup unit price?
• Answer (final): The Government does not establish a maximum weight, volume, or truckload capacity that constitutes one pickup. As clarified in the response to Question 36, contractors should price each pickup to account for reasonably anticipated variability in load size, up to and including a full truckload, within the fixed per-pickup unit price for the applicable distance-based CLIN. A genuinely exceptional or unforeseen circumstance outside this range may be addressed through contract modification per the response to Question 36.
38. Prohibited or Nonconforming Material If an authorized pickup contains hazardous, biomedical, liquid-containing, data-bearing IT equipment, or other material prohibited by the PWS mixed with otherwise acceptable scrap, may the contractor decline or leave the prohibited items at the Government facility while completing the remainder of the authorized pickup without the pickup being considered incomplete or deficient?
• Answer (final): Confirmed. All items collected must be free of any liquids, refrigerants (e.g., Freon), and other prohibited materials per PWS Section 4.1. If the contractor identifies a prohibited item within an otherwise authorized pickup, the contractor may decline to collect that item and leave it at the Government facility while completing the remainder of the pickup, without the pickup being considered incomplete or deficient.
39. Recycling Proceeds vs. Contractor Service Payment Please confirm that recycling proceeds remitted to the VA are separate from the contractor's compensation under the applicable per-pickup CLIN/SLIN and that recycling proceeds will not be deducted from, credited against, or otherwise reduce the contractor's invoiced per-pickup service payment.
• Answer (final): Confirmed. Recycling proceeds remitted to the Agent Cashier under Section 7.6 are separate from, and have no effect on, the contractor's compensation under the applicable per-pickup CLIN/SLIN. Recycling proceeds will not be deducted from, credited against, or otherwise reduce the contractor's invoiced per-pickup service payment.
13. All Other Terms and Conditions All other terms and conditions of the solicitation remain unchanged and in full force and effect.
