THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE

HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT

SPECIFICATIONS AND/OR DRAWINGS.

QUESTIONS AND ANSWERS

RFI Question 1: The phasing notes on GI003 says, maintain one (1) egress exit at all times and limit disruptions to daily operations. Other notes say the contractor is to coordinate with the COR regarding new construction vs. demolition/progress phasing. Will there be a limit to the number of restrooms we are given at once? Will there be a limit to the number of restrooms we are given per building/floor? Will there be a specific order in which we are expected to complete the restrooms?

Answer 1: One restroom, per building at first with re-evaluation after or before 1st completed restroom. Reference GI003 General Construction & Phasing Notes note #6, #7, #15. Notes indicate that ‘the Contractor shall not continue with construction until the demo scope of work and new construction scope of work at the turned over restroom, in the same building, is accepted by the VA / COR’. Coordinate new construction vs. demolition progress phasing with the COR / VA. Additionally see note #5, #12 regarding Exits and notes #8, #9, #10, #11 regarding MEPFP systems; as the building will be fully occupied during construction.

RFI Question 2: There plumbing plans do show new valves being installed to isolate the restrooms associated with this project. Are there existing valves that can be used to isolate the restrooms during construction, or will new valves be needed?

Answer 2: New shut-off valves will be needed and quoted. If any existing valves are readily available and in good working conditions, submit an in construction RFI and contact COR for determination, if new valves are needed and descoped from scope of work with a pending contract modification, case by case basis.

RFI Question 3: A note on GI003 states, lead containing paint suspected in all buildings.

contractor is responsible for all testing and abatement of lead paint. Will the amount of lead be quantified? Is it acceptable to encapsulate the lead?

The documents indicate that the contractor is responsible for testing and abatement of lead-based paint, as is suspected to be present in all buildings. Please confirm, for bidding purposes is the contractor to assume all paint within all work areas is lead-based paint to be abated and removed in the present of a certified industrial hygienist. If so, please provide a means of quantifying the amount of lead paint anticipated in the work areas, to ensure all bidders are basing their proposals on the same assumptions.

Or is the contractor to bid assuming only lead-based paint testing will be required as part of the base contract, and any LBP abatement required as a result of the tests will be addressed as a change order?

Answer 3: All existing walls that are to be disturbed within project scope of work are to be all assumed to contain lead-based paint and to be abated, per specification 02 83 33.13.

RFI Question 4: Note 3 on the AD drawings states, wall finishes - remove and dispose of existing wall finishes including base in its entirety. contractor shall prepare wall surfaces to receive new finishes as scheduled. Are the existing walls all suitable for new finishes? Will any walls need to be demoed in their entirety and replaced?

Answer 4: Contractor is to provide quote per bid drawing and specifications. Is any existing walls are found to be not suitable for new required finishes, contractor is to submit a in construction RFI and contact COR for determination with a pending contract modification, case by case basis.

RFI Question 5: Regarding the required on-site personnel roles of Superintendent, SSHO, and QCM, can a single individual occupy 2 or all 3 of these roles simultaneously, or must each of these roles be filled by separate individuals?

Answer 5: General contractor (GC) site superintendent may fill SSHO and QCM roles simultaneously.

RFI Question 6: Please confirm, is it required that the control systems integrator be hired directly by the prime contractor as opposed to being hired by the mechanical contractor?

Answer 6: Control systems integrator maybe hired by prime contractor or mechanical contractor.

RFI Question 7: Please confirm work hours for this project. Are there any specific tasks or trade divisions that must be on overtime? Are there any areas of work that must be on overtime?

Answer 7: Documents do not call for work to be performed outside of regular work hours;

however any whole building water shutdown will be required during off-hours, if isolation valves are not present.

RFI Question 8: Please confirm order of precedence for the contract documents. If discrepancies are found between the drawings and specifications, is the contractor to assume the specifications take precedence over the drawings?

Answer 8: If there are discrepancies between the documents and specifications the contractor shall follow the most stringent requirement.

RFI Question 9: For bidding purposes, how many separate work areas is the contractor to have access to at a time?

Answer 9: One restroom, per building at first with re-evaluation after or before 1st completed restroom.

RFI Question 10: Is the contractor responsible for costs associated with an electronic document management platform such as Submittal Exchange?

Answer 10: Yes, the Contractor is responsible for costs associated with electronic document management. The platform shall provide access for the VA (minimum of 6 users, number of users to be confirmed by VA) Architect (2 users), MEP Engineer (2 users).

RFI Question 11: Will the contractor be required to complete each work area or group of work areas before moving onto the next?

Answer 11: One restroom, per building at first with re-evaluation after or before 1st completed restroom.

RFI Question 12: Or will the contractor have access to all work areas throughout the project duration, with work ongoing in many rooms simultaneously?

Answer 12: One restroom, per building at first with re-evaluation after or before 1st completed restroom.

Answer 13: Additionally see note #5, #12 regarding Exits and notes #8, #9, #10, #11 regarding MEPFP systems; as the building will be fully occupied during construction.

RFI Question 14: For any above-ceiling work in corridors, would HEPA carts suffice as an adequate means of infection control?

Answer 14: HEPA carts are allowable, as long as, they achieve infection control parameters.

RFI Question 15: Please confirm, will the contractors have access to elevators in each of the buildings?

Answer 15: Elevator use will be allowed. Contractors will be required to restore damages and properly house-keep any construction debris or mess.

RFI Question 16: The solicitation lists the period of performance as 380 days, however specification section 01 00 00 states that the estimated project duration is 546 days. Please confirm what the period of performance is on this project.

Answer 16: The original scope of work included additional bathrooms that have been removed from the project. 380 Calendar Days is correct under the current scope of work.

RFI Question 17: On drawing page GI003, asbestos quantities are listed, however it is stated that these drawings do not claim to identify all asbestos containing material present, and that the contractor is responsible for confirmation testing for hazardous materials.

Please confirm, is the contractor to assume all ACM quantities listed on this page are accurate for bidding purposes?

Answer 17: Bidding purposes, contractor is to provide bid for quantities found in specification totals in extent of work from both Traditional Asbestos Abatement 02 82 11 and

Glovebag Asbestos Abatement 02 82 13.13. See attached 515-22-101 BCVA_Asbestos

Survey - Rev 8-2022 and Bulk Sampling Report.

RFI Question 18: If additional ACM is discovered during the contractor-provided hazardous material confirmation testing, will this additional abatement work be handled through a change order to the original contract?

Answer 18: If any ACM differing site conditions are discovered, general contractor is to alert/notify contracting officer of differing site condition and contact COR for determination and a pending contract modification, case by case basis.

RFI Question 19: The asbestos abatement specifications state that the extent of work includes only a small amount of asbestos containing pipe insulation to be abated, however drawing page GI003 shows many various asbestos containing materials that will require abatement as part of this contract. Please confirm whether the extent of the asbestos abatement work on this project is limited the items and quantities shown in the specs, drawings, or both?

Answer 19: Bidding purposes, contractor is to provide bid for quantities found in specification totals in extent of work from both Traditional Asbestos Abatement 02 82 11 and
