THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE

HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT

SPECIFICATIONS AND/OR DRAWINGS.

QUESTIONS AND ANSWERS

RFI Question 1: Please confirm the minimum number of onsite personnel required.

Answer 1: At minimum, a project superintendent is required daily.

RFI Question 2: How many bathrooms are available to the contractor to renovate at one time? Are there any restrictions on the amount of time or the number of bathrooms that can be renovated at one time?

Answer 2: Reference GI003 General Construction & Phasing Notes note #6, #7, #15. Notes indicate that ‘the Contractor shall not continue with construction until the demo scope of work and new construction scope of work at the turned over restroom, in the same building, is accepted by the VA / COR’. Coordinate new construction vs. demolition progress phasing with the COR / VA. Additionally see note #5, #12 regarding Exits and notes #8, #9, #10, #11 regarding MEPFP systems as the building will be fully occupied during construction.

Initially, one restroom will be available per floor. After inspection of the VA will re-evaluate the schedule for additional floors.

RFI Question 3: What are the phasing requirements? How many toilet rooms in one building can be worked on at one time? How many buildings can we work on at one time?

Answer 3: Reference GI003 General Construction & Phasing Notes note #6, #7, #15.

Multiple buildings can be worked on simultaneously.

RFI Question 4: What Class on Infection Control is required? It is not stated in Spec.

Section 01 25 36 Page 17. What are the requirements per building and for each toilet room?

Answer 4: GI002 detail 1 indicates Class III Infection control. Infection control partition shall be Type C ( 4/ GI002 ). See Infection Control Plan Notes #1 description of Infection / Dust Control Partition and General Demolition Notes #8.

RFI Question 5: Is this project State Sales Tax exempt. VA hospitals have been considered State Sales Tax exempt recently.

Answer 5: Special Notes regarding FAR 52.229-3: Federal, State and Local Taxes:

Offerors are hereby notified that under Michigan Compiled Laws, Chapter 205 Taxation, Sections 205.54w & 205.54s, Michigan exempts from sales and use taxes personal property purchased by construction contractors that will be affixed to and made a structural part of a non-profit hospital. A “non-profit hospital” is defined as that portion of a building owned or operated by a governmental unit in which medical attention is provided, as well as that portion of real property necessary and related to a such a building. Therefore, VA has determined that the contractor’s purchase of such building and construction materials that will be affixed to or made a structural part of this particular VA construction project is exempt from Michigan Sales or Use Tax. To take advantage of the tax exemption the successful offeror under this solicitation must complete a Michigan Sales and Use Tax Certificate of Exemption and keep on file as required by the Michigan Tax Code.

Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect any tax benefit that may be realized upon the execution of the exemption certificate.

The Link to the State of Michigan Sales Tax Exemption Form is: 3372, Michigan Sales and Use Tax Certificate of Exemption. URL is: https://www.michigan.gov/taxes/- /media/Project/Websites/taxes/Forms/2007/2007_3372.pdf?rev=f31828b81c1a4d1fb3144ca 3f47ca7db&hash=79508DBC3FD550D40428001EA6E19C69.

RFI Question 6: What is the meaning of Note #17 on Drawing GI003? We assume that the note indicates that protective floor covering is by others.

Answer 6: Floor areas not included in the scope of work shall be 100% covered. The intent of the note is that the Contractor(s) shall be responsible to 100% cover / protect the flooring which is in the path of travel by the contractor(s) to enter and leave the restroom to the exterior of the building. The ‘cover’ shall be sealed and secured to prevent dust and debris from infiltrating covered items. Contractor shall be responsible for damage to flooring and items not properly protected.
