About this file
This document is a Justification for Single Source Awards under Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs, Network Contracting Office 10, Battle Creek Medical Center. The justification is for the procurement of KABA cores with a unique keyway cut, which is required for a project to renovate restrooms at the Battle Creek VA Medical Center. The justification states that the VA is mandated to have a unique keying system, and IDN Industries is the sole source manufacturer of the KABA cores with the required keyway. The estimated value of the procurement is not provided. The justification certifies that the purchase is approved in accordance with FAR 13.106-1(b).
The related federal contract opportunity is for the Renovate Restrooms project, 515-22-101, at the VA Medical Center in Battle Creek, Michigan. The project is planned to be awarded as a Firm Fixed Price contract, with an estimated value between $2,000,000 and $5,000,000. The contract will be set aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). An Invitation for Bid (IFB) is planned to be issued on or about August 15, 2024, and the Government intends to award the contract within 120 days from the bid opening date.

Acquisition Plan Action ID: 36C250-23-AP-2814 2237: 515-23-3-155-0025
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 10, Battle Creek Medical Center
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Project:
515-22-101 - Renovate Restrooms will completely renovate a number of restrooms across the campus in various buildings in order to provide barrier-free accessibility and updated finishes to improve infection control. KABA cores with key waycut is needed specifically for the Battle Creek

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA is mandated by Federal Policy to have a unique keying system to control physical access. This was accomplished by contracting IDN Industries to provide a keyway uniquely keyed to a system only used by the Battle Creek VAMC. The Battle Creek VA Medical Center is requesting a sole source for KABA Cores through IDN Industries. This sole source is necessary to conform to the station wide mandate to standardize a unique keying system.
4. Description of market research conducted and results or statement why it was not conducted: IDN Industries is the sole source manufacture of the KABA Cores keyway used at the Battle Creek
VAMC.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
