About this file
This document is a Single Source Justification for a Simplified Acquisition under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO) 10. The justification is for the procurement of temperature and humidity controls for approximately 32 Sterile Processing Services (SPS) secondary storage areas at the Louis Stokes Cleveland Medical Center. The project will bring the SPS storage areas into compliance with the latest SPS requirements, including the Office of Construction & Facilities Management HVAC Design Manual and VHA Directives 1116 and 1761. The justification cites that the medical center is heavily invested in a centralized Tridium building automation system, which requires that any subsequent HVAC control projects utilize the Tridium system, necessitating a sole source procurement for the Tridium software, programming, and JACE components. The total estimated value of the materials is $78,359.07. The procurement will be competed as an Invitation for Bid (IFB) on SAM.gov, with the requirement for the Tridium brand name specification.
The related federal contract opportunity is for Project 541-23-201, "Provide Temperature and Humidity Controls to SPS Storage", at the Louis Stokes Veterans Affairs Medical Center in Cleveland, OH. The project will bring the SPS secondary storage areas into compliance with the latest temperature and humidity requirements. The contract will be solicited as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a minimum 15% self-performance requirement.

Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO) 10, Louis Stokes Cleveland Medical Center will enter a construction contract that requires the procurement of this item which requires justification for other than full and open competition. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This project is named “Provide Temperature and Humidity Controls to SPS Storage” and this project will bring approximately 32 Sterile Processing Services (SPS) secondary storage areas, located throughout the medical center, into compliance with the most recent requirements, especially temperature and humidity requirements. The renovation of the SPS rooms will bring all the SPS secondary storage areas into compliance with the latest Sterile Processing Services (SPS) requirements: Office of Construction & Facilities Management HVAC Design Manual Rev.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Wade Park is heavily invested in a centralized building automation system called Tridium. Tridium was selected after extensive investigation of the facility needs and products available. This extensive investigation was performed as a separate project with the sole focus on determining the best path forward for building automation without eliminating competition for installation and maintenance. A sole source justification was submitted previously which facilitated the initial purchase of the Tridium equipment through an energy program project which. The Tridium system is currently operational and requires that on each subsequent project where there is a need for HVAC control, Automation for Lighting, Power Monitoring, Energy Metering, etc. that Tridium will be the platform required in these contracts. The software, programming/analytics, Vykon JACE 8XXX are proprietary and are the only portion of the Tridium system that needs to be sole sourced currently. All the devices such as sensors, meters, etc. that tie into the Tridium system can be purchased with full and open competition by various open source vendors. This system needs to remain a strictly controlled single point of access for building automation for the main campus and all VA controlled properties that will eventually tie into the main campus. Engineering Services was impacted and would be again if they had to procure, train, monitor and maintain on several separate access control systems. The estimated value of materials for this project is $78,359.07.

Description of market research conducted and results or statement why it was not conducted: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. It was found that Tridium Niagara software allows for easy integration of our existing various, electric meters, gas meters, steam meters, flow meters, lighting control, boiler plant controls, chiller plant control, HVAC controls, etc. at Wade Park.
Tridium offers an overarching building automation system with one easy to use interface for engineering service, police service to monitor and control. For those reasons this system was purchased and installed in the facility and is continuing to be upgraded and expanded. This procurement will be competed and synopsized on SAM.gov (https://beta.sam.gov/) as an Invitation for Bid (IFB) and will indicate the requirement for brand name specification for the Tridium Vykon system. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price. The anticipated cost should be fair and reasonable to the government based on the overall project is being competed. Reference FAR
