About this file
This document is a Single Source Justification for Simplified Acquisition Procedures for a federal contract opportunity above the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000. The contract is for the procurement of temperature and humidity control systems for approximately 32 Sterile Processing Services (SPS) secondary storage areas at the Louis Stokes Cleveland VA Medical Center. The justification states that the medical center currently uses a Corbin Russwin key management system, and changing to a different locking system would require numerous master keys, potentially causing delays in accessing areas in emergencies. The procurement will be competed through an Invitation for Bid that will indicate the requirement for the Corbin Russwin brand name specification. It is anticipated that two or more bids will be received, and the cost of the entire project will be considered fair and reasonable based on competition.

Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price. It is anticipated that two (2) or more bids will be received through the sealed bidding process. If two (2) or more bids are received than the cost of the entire project will be considered fair and reasonable to the government based on competition. Medical center has investigated the ability of other lock manufactures to operate within the requirement to have the ability to open all doors with one single grand master key and have not found this to be a possibility. Corbin-Russwin locks are a national known manufacturer with numerous distributors available. A Market Survey will be completed on the entire construction project.
