36C25024B0051 - Provide Temperature and Humidity Controls to SPS Storage
Questions & Responses:
1) Drawing GI001, Door Schedule – Positive pressure indicator
a) New positive pressure indicators are shown to be provided but there is no other information shown for them. Can a specification or basis of design be provided for the positive pressure Indicators?
AE recommends the use of a ball in the wall Room Pressure Sensor. Additional information about devices can be found in Spec 230923, Direct Digital Control System for HVAC, Section 2.7.
2) 01 00 00 General Requirements - General Phasing
a) The General Phasing in the spec isn’t clear about which rooms are available to work in during standard working hours. It also states that Phase I and Phase II are TBD. Please clarify which rooms can be worked in during the day and which rooms/areas should be worked in during the off shift.
Many rooms are patient care areas and will need to be worked on during second and third shifts due to the high level of patient activity. Access to rooms during first shift will require more coordination with VA staff.
3) 02 82 11 Asbestos; 1.1 Summary of Work
a) The extent of work in the Asbestos spec mentions areas where asbestos is present, but it is unclear in the drawings where these areas are. Please confirm there is no known asbestos to be abated in the areas of work in the drawings.
This cannot be determined, refer to Part 1, item B, 1 for contractors site review. All hazardous abatement documentation was completed by the VA.
4) 07 84 00 Firestop; 1.5 Quality Assurance
a) The firestop spec calls for an approved FM global installer for firestop. Please confirm this requirement or can a manufactures certificate from Hilti, or other, suffice to fulfill the Installer Qualifications.
The spec states “A firm that has been approved by FM Global according to FM Global 4991 or been evaluated by UL and found to comply with UL’s “Qualified Firestop Contractor Program Requirements.”
Either of these qualifications will suffice.
5) Drawing AE401, Note 2
a) The referenced note calls for fill and seal of existing penetrations through walls and floors above ceiling that are currently not sealed. This is difficult to quantify not knowing the type/size of penetration and how many penetrations are passing through the floors versus walls. It’s also difficult to quantify how many of these penetrations pass through rated walls versus nonrated walls. Can additional information be provided on the size/type of each penetration, wall types being passed through for each penetration, quantity of penetrations passing through walls, and quantity of penetration through floors.
The AE is currently unsure how many existing penetrations there are above the ceiling in the scope area for this project. The preference stated by the VA was if there are any existing penetrations found above the ceiling during construction of the project, to seal them. The AE recommends adding an allowance to total cost estimate for if a penetration is found and needs to be sealed. Sealant should be on both sides of the wall for each penetration found. A suggestion of 4 penetrations of duct, pipe, and conduit for a total of 12 per room seems to be a reasonable number of penetrations to consider.
6) Solicitation - Contract Duration
a) The solicitation indicates a 183-calendar day duration. General Note Q on sheet GI000 indicated 90 days for the submittal phase and 183 days for Phase I, totaling 273 days. Please confirm the contract duration.
Submittal Phase: 90 Days Day 001-090
Phase 1: 183 Days Day 091-273
7) Solicitation - Bid Submission
The solicitation indicates that bids are to be hand delivered. Is there an option to allow for bids to be submitted by email?
No, sealed bids must be hand delivered.
8) Can a single individual serve more than one of the following roles simultaneously: CQC Manager, SSHO, and Superintendent? If so, can a single individual perform all three?
The specs states “The project superintendent and the SSHO can be the same person”. However, the spec does not appear to state anything about combining the CQC Manager role as well. It does state “The CQC system Manager is required to be a construction person with a minimum of 6 years in related work. The CQC System Manger is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.”
9) The Solicitation lists completion date of 183 calendar days but drawing G100 lists completion date of 273 calendar days allowing for 90 days for submittals. Which is correct?
Submittal Phase: 90 Days Day 001-090
Phase 1: 183 Days Day 091-273
