About this file

This document contains responses to questions regarding a solicitation to remodel the first floor of Building 138 at the VA Northern Indiana Health Care System in Marion, Indiana. Key details include:

  • The solicitation number is 36C25023B0075. Bids are due on November 15, 2023 at 1:30 PM EST via an audio-only conference call.

  • Questions were asked regarding casework, the nurse call and code blue systems used on campus, warranty and service requirements, and the scope of inspections and training needed.

  • Responses clarified that the contractor must purchase and install all casework unless otherwise specified. The existing nurse call, code blue, and paging systems are provided by TCSI/PSI and use Rauland and Vocera brands.

  • Warranty is one year for repairs but emergency response is required within two hours for the first year. Inspections are only needed for modified areas. No new training is required as staff were previously trained on existing systems.

QUESTION AND ANSWER (RFI)

CORRECTION AND CLARIFICATION

Question #63:

The drawings note that the owner is to furnish and install the manufactured casework. In order to manage the shop drawings, approval process, fabrication, delivery, and installation for schedule, the contractor would typically include and control cabinets/casework in the contract.

Has the contract for the casework been signed? How many days should the contractor include in the contract project schedule for this critical path item for the owner to provide shop drawings, approve fabrication, and install it.

Answer #63 (Clarification):

Pre-manufactured casework listed on our documents should be purchased and installed by the contractor. The contractor should purchase and install custom casework for the elevations where it is not noted that the casework is pre-manufactured. See Attachment D

Question #42:

What is the name of the provider of Nurse Call and Code Blue at the VA campus?

Answer #42 (Correction):

TCSI Companies: PSI

System Names: Rauland Responder 5, Wanderguard, & Biomed Vocera System

Code Blue Paging:

Brand Name - Rauland Responder 5

Supplier/Vendor – PSI

Service Contract Provider – PSI

Overhead Paging:

Brand Name - Wanderguard/Vocera

Nurse Call System:

Brand Name - Rauland Responder 5

Supplier/Vendor – PSI

Service Contract Provider –PSI

Each system is separate.

Question #79:

Warranty states this should be for 1-year, but guaranty period reads as 5 years. Please clarify?

Answer #79:

The 5-year period has been reduced to 1 year.

Question #80:

2. Since this is an extension of an existing system are inspections limited to the new area, entire building or the entire campus since it is a networked system?

Answer #80:

Only those parts of the system that were modified or finished for this project are necessary.

Question #81:

3. Overtime emergency call-back would not be in alignment with a 1-year warranty. Please confirm what is required?

Answer #81:

Repair service, maintenance, inspection, and testing for the system must be provided by the FA contractor for a period of 5 years from the date of acceptance 1.6A. 1.6G and F require the FA contractor to provide a 2-hour emergency response during the first year of the warranty. See Attachment E

Question #82:

4. Would spare parts and a storage cabinet be required since this was part of the original contract?

Answer #82:

Spare parts shall be included as per 28 31 00 2.8, except for the keys, if any are used.

Only two will be needed. If none is used in this project, then 0 should be provided. There will be no need for fire alarm cable under item 7. There is no need for a storage cabinet for fire alarms.

Question #83:

Is training required as this is an existing system that hospital personnel have been previously trained on?

Answer #83:

There are no new systems being added to this project, so there is no need for training.

Question #84:

Drawings show multiple scope items that are currently under contract for different projects ongoing at the VA campus. Please advise on how to estimate this to avoid going over budget.

Answer #84:

All quotes and bids need to be based on the drawings and specifications in the solicitation. The VA will be credited back for any work completed during construction that is verified.
