QUESTION AND ANSWER (RFI)

CORRECTION AND CLARIFICATION

(Continuation 46 thru 78)

Question #46:

Can you provide existing as-built drawings for this area so that we can see the floor-to-deck heights, partition types, existing conditions, above-ceiling items, and other items for pricing, scheduling, and scope review?

Answer #46:

The contractor shall comply with the drawings and specifications provided in the solicitation.

Question #47:

Can you confirm that the Government will be responsible for monitoring the fire during the absence of the fire suppression system?

Answer #47:

During the system outage, the contractor must have and follow a fire watch plan. The plan will be reviewed by the COR. The COR will also verify that the job site is free of potential fire hazards before, during, and after the outage.

Question #48:

Can you confirm that the Government will be contracting directly with a third-party commissioning agent for commissioning the project and that the Contractor is only to include participation /coordination with the Commissioning Agent?

Answer #48:

This project does not require any third-party commissioning.

Question #49:

Is it permissible to request an additional RFI submission period if the RFI answers elicit a follow-up question?

Answer #49:

If the CO/COR determines that the follow-up RFI requires extra time, extra time can be given.

Question # 50:

Has the Facility Operation & Maintenance team checked the Contract Documents for operability to avoid change orders?

Answer #50:

The appropriate personnel have reviewed the project.

Question #51:

Is it permissible for the contractor to utilize the existing restroom facilities in the work area or the nearby adjacent ones?

Answer #51:

The contractor is required to provide these facilities for their workers on-site.

Question #52:

Many VA campuses are beginning to address tuberculosis protocols on VA campus projects.

Are there any TB required protocols for this campus/project?

Answer #52:

VHA requires contractors to document their tuberculosis (TB) risk assessment, and based on their level of risk, they shall also document their TB testing results and follow-up of those with positive results. There is a low to no risk, therefore no screening will be necessary for contractor personnel.

Question #53:

Will the Government provide a copy of the attendance and sign-in sheet for the site visit?

Answer #53:

The attendance list has been uploaded to SAM.gov.

Question #54:

Can the existing service and/or public elevators be used for construction activities related to work in basement to support 1st floor? Are there any restrictions or time constraints?

Answer #54:

Coordinate with the COR to ensure contractors can use an elevator.

Question #55:

Can you verify that the plastic lam lockers, along with any bases, and benches, are furnished and installed by the Government?

Answer #55:

It is the responsibility of the vendor or Government to furnish and install the lockers.

There are no benches in the project, and if there are, the vendor/Government must furnish and install them as furniture items.

Question #56

Can you verify that curtain track and curtains are furnished and installed by the Government?

Answer #56

The VA would like the track to be purchased and installed by a contractor. The VA will purchase and install the curtains (Privacy Panels) for the exam rooms.

Question #57

According to note 23 on drawing AE110, it is necessary to have a 1/4" plexiglass panel over the furniture reception desk, which will be suspended using aircraft cable attached to the structure above. Is the VA/Government responsible for providing and installing this? If not, could you please provide the specifications and details as there isn't one provided or shown?

Answer #57

The contractor is responsible for furnishing and installing the plexiglass. There is more information regarding the design intent, product, and installation in the Lobby Desk Elevation (20/AE201).

Question #58

On drawing AE102 on column line 22.5 above column line B there is a window type not marked.

(between a W1 and W6). What window type is this window?

Answer #58

Yes. This shall be window type W6.

Question #59

AE101 at OIT room 161, a window is removed per demo drawing AD121. What is this window type as it is not labled?

Answer #59:

This shall be window type W3.

Question #60

According to the interior elevations and casework on AE202, the Government furnishes and installs all pre-manufactured casework. Details present plastic laminated bases and cabinets, as well as elevated cabinets. Are all cabinets, drawers, elevated, base cabinets on these drawings furnished and installed by the Government? It appears that there are a mix of pre-made casework and plam type millwork cabinets. Can you confirm that this scope will be provided by the contractor?

Answer #60:

The contractor is responsible for purchasing and installing pre-manufactured casework listed on our documents. The contractor shall purchase and install custom casework for the elevations where the casework is not noted as pre-manufactured.

Question #61:

The premanufactured casework includes solid surface tops on details. The casework is denoted as furnished and installed by Government. Are these solid surface tops furnish and installed by owener too?

Answer #61:

Where pre-manufactured casework is listed on our documents, shall be purchased and installed by the contractor. The elevations where the casework is not noted to be pre-manufactured, shall be custom casework to be purchased and installed by the contractor.

Question #62:

Drawing AE601 exhibits borrowed lights B01, B02, B03, and B04. The details of cut 17/AE202 are displayed in B01 and B02. The similarities between details 17 and 16 on AE202 are striking.

Where is the location/requirement for decorative glass for B01 to B04, as it cannot be found in phase 1A, 1B, or 2. These details seem to not apply to Nurse Station 122 or Entry 164 where there are desks for patient check-in.

Answer #62:

Correct, these details do not apply to Nurse Station 122 or Entry 154. All of these borrowed elevations and details are no longer applicable to this project and shall be deleted.

Question #63:

The drawings note that the Government is to furnish and install the manufactured casework. In order to manage the shop drawings, approval process, fabrication, delivery, and installation for schedule, the contractor would typically include and control cabinets/casework in the contract.

Has the contract for the casework been signed? How many days shall the contractor include in the contract project schedule for this critical path item for the Government to provide shop drawings, approve fabrication, and install it?

Answer #63:

Pre-manufactured casework listed on our documents shall be purchased and installed by the contractor. The contractor shall purchase and install custom casework for the elevations where it is not noted that the casework is pre-manufactured.

Question #64:

Window types WE9 and W10 without dimensions are listed in the window schedule table on AE402. Can we assume that there are no windows with these markings because there are no dimensions or notes?

Answer # 64:

These are the windows that will remain in the project. It is necessary to remove these window tags from the schedule.

Question #65:

The window head, sill, and jamb details show spray foam insulation on the inside of exterior masonry walls; however, the wall types noted on plans and wall types on drawing G1001 do not show spray foam insulation. There isn't a spec section for spray foam insulation. Do all exterior masonry walls inside face require spray foam insulation with metal furring and gyp sheathing?

Does the spray foam go to ceiling deck above? If so, will you provide a spec section?

Answer #65:

For all interior furring walls, batts can be used in lieu of spray foam at these locations as shown on GI001.

Question #66:

Note 4 says reuse salvaged APC Netboltz room monitoring in OIT room D144 in New work.

Where is room D144 as we don’t see on drawings??

Answer #66:

The APC Netbotz camera is located in the existing data closet. Salvage and reinstall in the new OIT 161 room.

Question #67:

Drawing EY112 shows a dashed box with notes for RM D142 Comm. What is the location of the room in relation to this project since it is not shown on the drawings? Just reference

Answer #67

The location of rooms D142 and D144 is indicated by the dotted box. At the time of the design, this area was not yet constructed. It is currently in existence.

Question #68:

Unit B is the location where work is shown in Drawing Ey101. The work scope not A says to provide new data devices and cat 6a cabling and extend cabling to the new TR room. What is the path/plan to add this scope of work? Is there an existing cable tray? Existing runs of conduit? Are these new data outlets in the walls? Is it acceptable to run the cables inside the wall or use surface mount wireway with surface-mounted data boxes?

Answer #68:

All of these data boxes are already present and are wired to the IT closet next to room 121, as shown on sheet ED111. The new design will remove this room, so all cabling will have to be rerouted from each data outlet to the new data closet room 161.

Question #69:

Note 1 on plan view shows what appears to be a cable tray from room 163 down corridor C101- 4 then down corridor C102 and on around back to building 127. is this cable tray existing?

Drawing EY111 shows what appears to be new cable tray, but only to the end of corridor C102.

Are there any existing cables in the corridor overhead at this location? The plans do not accurately show what is existing related to new work.

Answer #69:

This will be a new basket tray for the fiber and copper backbone. A basket tray that is 4"W x 2"H is acceptable.

Question #70:

In drawing MH101, note 6 shows a new exhaust system that extends up 4 floors to the roof 1/MH104 and detail 3/MH301. Coordinating the as built or floor plans on floors 2 to the roof is not feasible. The duct appears to run through the lower roof above floors 2 to 4, then over the parapet. Is this correct? Is it possible for you to provide drawings for the lower roof to coordinate?

Answer #70:

The plans are 1/MH104 for the lower roof and 2/MH104 for the upper roof. The section cuts on MH301 represent the length of ductwork up the side of the building on the floors between it. Floors 3 or 4 do not have any plans available.

Question #71:

Can you provide basement and 1st-floor as-built drawings in order to coordinate 1st-floor work required overhead ceiling work in the basement level and how that impacts other VA functions?

Answer #71:

No, the contractor shall follow the drawings and specifications provided in the solicitation. In order to ensure accuracy of the specification, the awardee shall conduct a survey before beginning the project.

Question #72:

Can you provide existing as-built drawings on this area so we can see the floor-to-deck heights, partition types, existing conditions, above ceiling items, etc. for pricing, scheduling, and scope review?

Answer #72:

No, the contractor shall follow the drawings and specifications provided in the solicitation. To ensure accuracy of the specification, the awardee shall conduct a survey before starting the project.

Question #73:

Borrowed light details indicate that borrowed lights B01- 6 are required, B02- 1 is required, B03- 1 and B04 are required. What rooms are these borrowed lights installed in as they don't appear on the floor plan? If it's applicable, can they be added to the floor plan?

Answer #73:

All of these borrowed elevations and details are no longer applicable to this project and shall be deleted.

Question #74:

Note 13 on G000 stipulates that the contractor is accountable for patching all spray-on fire protection during removals. Does the current structure have spray-on fire protection? If so where? Can you provide as-builts that show where this could be applied?

Answer #74:

Spray-on fire protection is not something the VA will provide. However, these general notes are in place to inform the contractors that they require attention and how to address them.

Question #75:

Note 19 and 20 on G000 state that any existing openings in ceilings, floors, and walls discovered in the existing structure must be patched with new materials. Can you verify that any discovered items for note 20 will be labeled as unforeseen conditions and fixed during modification? The contractor cannot assume to include repair item costs in this solicitation bid for unforeseen or unknown existing conditions.

Answer #75:

Agreed, these are in place to inform contractors about how they shall be addressed. The contractor is responsible for bringing any issues to the attention of the Government (VA) in a timely manner so that they can take appropriate action.

Question #76:

Referring to drawing AE202, which rooms are these details applicable to?

Answer #76:

All of these borrowed light elevations and details are not applicable to this project anymore and shall be deleted.

Question #77:

Note 5 at entry 164 on demo AD103 states to remove the existing flooring and ceilings. The reflected demo drawing AD123 shows the ceiling as light gray, which would indicate that the ceiling shall be left in place. Reflected drawings AE123 and AE110 show ceilings with added drywall soffit area. Note 7 on the ceiling key notes AE110 states to provide new acoustical tiles in the existing grid. Is the requirement for the entry 164 area to leave the existing acoustical ceiling grid during demolition, modify existing celing grid to add the drywall soffit, and add new acoustical tiles in the existing system??

Answer #77:

As part of Phase 2 work, the ceilings (including grids and pads) must be demolished for Entry 164. New ceilings (grid, pads, lights, diffusers, and equipment) shall be installed during this phase and maintained/protected during other phases of work.

Question #78:

Is the government willing to conduct a second site visit?

Answer #78:

For this project, we only authorized a single site visit. Estimators are to rely on drawings and specifications.
