REMODEL 1ST FLOOR, BUILDING 138
VA NORTHERN INDIANA HEALTH CARE SYSTEM--MARION, IN
PROJECT NUMBER: 610-19-103
QUESTION AND ANSWER (RFI)
CORRECTION AND CLARIFICATION
(Continuation 6 thru 45)
Question #6:
Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only?
Answer #6:
A dedicated superintendent is necessary due to the project's size.
Question #7:
Can the Superintendent fulfill multiple roles?
a) If so, can they also fulfill the Quality Control role?
b) What about the SSHO role?
Answer #7:
The Superintendent is permitted to have multiple roles if the following exists:
a) OSHA requirement and training certificate are adhered to.
b) Alternate is identified in writing with training certification as well.
c) Approved through government staff (i.e., Contracting Officer Representative)
Question #8:
Will the VA provide a spot for the Prime Contractor to set up a temp office?
a) Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate).
b) Will staging and/or parking be an issue for this project?
Answer #8:
No, the VA does not provide office space for the contractors.
a) The contractor can use a space within the construction area for an office space.
Coordinating with the COR for a location is necessary if a contractor trailer is required.
The contractor will still be able to use the active utilities in the building.
b) At the start of construction, staging will be provided and coordinated through the COR.
Question #9:
Does the VA anticipate this project will require off hours work? If so, what trades or scopes will be required to perform off-hour work?
Answer #9:
Prior coordination with the COR is necessary if the work is to be performed outside normal business hours. It is necessary to submit and approve the schedule two weeks in advance.
Question # 10:
AE Elevations and SB Details require Concrete for this opening. What specification will be needed?
Answer #10:
SB501 calls for 3000 psi concrete. A spec can be provided if requested.
Question #11:
Is it permissible for the VA to use Edge Guard ICRA panels instead of the hard wall panels depicted in the drawings?
Answer #11:
During construction, these panels can be utilized as an ICRA barrier.
Question #12:
Note #1 requires the installation of (350) new cables from relocated switches to existing technology devices. Are the new drop locations shown on Drawings EY101, EY111, EY112, and EY113 included in this?
Answer #12:
No. The floor plans display all data drop locations. We were pointing out that the pharmacy area is included in the project scope for data cabling.
Question #13:
Can you clarify the equipment and quantity that needs to be moved from Room D142 and TR D144 to TR 161?
Answer #13:
There is one data rack in TR D144 which has about two switches, a light interface unit, and (6) data port plates. This is a rough estimation because our video of this rack is not clear. D142 does not contain any items that need to be moved.
Question #14:
Can you provide the name(s) of the existing cabling and connectivity manufacturer that is currently on site or provide the preferred structured cabling system required? (Proprietary Contractor for the BMS)
Answer #14:
The VA BMS system is serviced by Havel.
Question #15:
Is the contractor responsible for providing and installing the UPS shown in Drawing E102, Detail #4? If that's the case, can you provide me with the necessary manufacturer and model number?
Answer #15:
The contractor is accountable for the UPSs. No particular manufacturer is named for this project. The OIT design manual 4.0 indicates that the APC SMX3000RMLV 2U or equivalent should be mounted on a rack.
Question #16
a) Regarding partition wall demolition, which walls are concrete masonry unit (CMU) and are their full height of the deck?
b) Are the elevator and dumbwaiter shaft walls continuous from pit to roof or are they floor to underside of deck?
c) Has the elevator car been removed from the shaft? Is there a hydraulic cylinder in the bottom of pit? If components remain on the shaft, what specific components does the contractor need to remove?
d) Is there clear access to inside of elevator shaft from floor below? How far does the elevator shaft extend down below the 3rd level?
e) Is the existing elevator shaft 2-hour rating?
Answer #16
Field observation was used to create the existing documentation. The current wall construction, rating, and whether they extend from and outside what is shown are unknown. We show that the elevator equipment has already been at some point.
Question #17
The material specification called for lay-in tile and a typical grid of 15/16" for the acoustical ceilings. What is the expected brand name or material for this project?
Answer #17
The standard for the ACT-1 product specification is the Armstrong Ultima Health zone.
Approved manufacturers and products that meet or exceed that standard are also acceptable.
Question #18
Will the Government/Stakeholders accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project?
Answer #18
Yes. Once vetted through the COR, any project management software used by the awardee is acceptable.
Question #19
Phase 1B shows work on both sides of the main corridor on G1003 & G1004. There are two sets/locations of ICRA barriers down the corridor: east and west side. Can both work areas of Phase 1B (east & west) be worked at the same time in Phase 1B? That would mean two ICRA partitions on the east and west at the same time. What is the minimum width that should be maintained in the corridor by working both sides and two containment walls in the corridor?
Answer #19:
Both sides can be worked on at the same time. However, the wall closest to the corridor will have to be done separately to allow the adjustment of the barrier. Please see GI003, it shows a minimum of 5'-1" distance with the barriers being adjusted out per side.
Question #20
Are the ICRA temporary partition walls in corridor 1-hr rated and go to the metal floor deck above? If so, what is the floor to the upper floor deck above?
Answer #20:
The ICRA temporary partition walls do not have to be rated and must be fully sealed to prevent the transfer of dust from the construction area. It is acceptable to do this to the ceiling above if you can do it. If not, it's necessary to extend the partition to the underside of the floor above. To confirm, you can request as-builts, but the floor construction is concrete.
Question #21:
Signage is shown on drawing AW101; however, there are no specifications in the IFB. Can you provide a specification section for signage?
Answer #21:
AW102 has information and details on signage needs and requirements, even though we don't have signage specifications.
Question #22:
There is miscellaneous steel work at detail 1/AE403 and on drawings SB101/SB501; however, there are no steel specifications in the IFB. Can you provide the specifications for the miscellaneous steel?
Answer #22:
Review the general notes on SB501
Question #23:
How many calendar days should be included in the critical-path method schedule for Government submittal review?
Answer #23:
The critical path is the longest sequence of tasks that must be completed to execute a project, by definition. When the tasks on the critical path are delayed, the entire project completion will be delayed, which is why they are called critical activities. The preferred time frame is 7-10 calendar days prior to submission, with the exception of Federal Holidays.
Question #24:
Can the AISC certification for fabrication and installation be waived from steel specifications since this work is mainly miscellaneous steel work?
Answer # 24:
American Institute of Steel Construction (AISC) Specification provides the generally applicable requirements for the design and construction of structural steel buildings and other structures.
Therefore, NO, the requirement cannot be waived.
Question #25:
There is concrete work at detail 1/AE403 and on drawings SB101/SB501; however, there are no concrete specs in RFP. Can you provide concrete specs?
Answer #25:
SB501 calls for 3000 psi concrete
Question #26:
Note #9 on drawing AD101 states to confirm that all elevator components have been removed as required. Can we assume that the elevator demo and removal was completed under a different contract and not part of this contract?
Answer #26:
We are aware that the elevator equipment was previously demolished.
Question #27:
Can you provide existing as-built drawings for this area so that we can see the floor-to-deck heights, partition types, existing conditions, above-ceiling items, and other details for pricing, scheduling, and scope review?
Answer #27
This building is an older building that has gone through several changes. All documents that the contractor may require will be provided by the VA. Some of these documents are digital, but many are located on the second floor of Building 52 in the engineering department's flat files.
Question #28:
Where will the designated parking and lay-down area be for workers accessing the construction site?
Answer #28:
Prior to the start of construction, the COR should coordinate these locations and other details.
Question #29:
Will the VA / End-user remove all furniture and fixtures before the notice to proceed (NTP) of the contract / demolition phase? Or after the completion of the construction. What time should be included in the Contractor's critical path for the VA/End-user to remove furnishings and fixtures after NTP?
Answer #29:
Before the NTP, the VA will dispose of all non-fixed furniture items. Please refer to the demolition drawings for any items that may be returned to the VA. They can either be used in other buildings, reused in accordance with the COR, or disposed of.
Question #30:
Is it permissible for the contractor to construct a temporary office inside the space instead of renting an office trailer for the duration of the project?
Answer #30:
The contractor may use a space that is within the construction area for a temporary office space.
Question #31:
Can the scope of work be performed during normal day shifts from 7:00AM to 3:30PM?
Answer #31:
During operating hours, the majority of the work can be done. At the discretion of the COR, some work may be performed after hours if it is necessary for work to be done after hours.
Question #32:
As per Phasing note 1 on G1003, will VA temporarily relocate staff and departments to vacate the area? In order for demolition to proceed, how much time should the contractor allocate on the critical path to allow for the relocation of area/work staff?
Answer #32:
Before the NTP, all staff will be relocated.
Question #33:
What is the estimated delivery date for the equipment that was supplied by both the contractor and the Government / Stakeholder?
Answer #33:
Following the award, the contractor must provide a schedule to the VA for approval. At which time, the items that the VA purchased, and the contractor installed will be provided when they are ready to begin the work. VA installed items will be done after acceptance or per discussion after award.
See the attached revised AQ103 Page 33 FURNITURE, FIXTURE AND EQUIPMENT SCHEDULE, the same changes go for page AQ 104-109 Page 34-39 EQUIPMENT
SCHEDULE BY ROOM
Question #34:
Will Government / Stakeholder vendors be providing coordination drawings in addition to approved shop drawings for Government / Stakeholder-furnished equipment for contractor installation and the Government / Stakeholder-furnished and installed equipment?
Answer #34:
All Government / Stakeholder (VA) supplied items that require the contractor to install will be guided by the TIL.
Question #35:
Can phase 1B start prior to completion of phase 1A?
Answer #35:
Before Phase 1B begins, it is necessary to switch the services in these rooms. Once that is done, the other phases can commence. The COR can review and approve the contractor's phasing suggestion.
Question #36:
Will the VA / End-user take possession of any area of phase 1B prior to completion of contract?
Answer #36:
Until the construction and activations are completed, the VA will not move staff back into the area.
Question #37:
The Electrical demo drawing ED111 does not indicate that the existing OIT equipment/layout/items will be removed as part of phase 1A on G1003. Is existing equipment of switches, etc. Is it possible to stay in service during a demo or new construction in phase 1A?
Can you provide the existing as-built of this OIT room 163?
Answer #37:
Until the new OIT room 161 is constructed and fitted out, the existing data rack needs to remain in place. The IT Closet room is located next to room 121. Room 161 currently is not a data closet, so there are no as-built drawings for it.
Question #38:
Drawing EY100 notes to run fiber and copper cables from room 102 of building 127 to room 163 of building 138, which appears to be an existing cable tray. Has the engineer/architect reviewed the existing cable tray and route to ensure that all new required cabling will fit for space and weight?
Answer #38:
Only a small portion of this path has an existing tray. In order to bid this, the contractor should bid on a new tray for the entire length of this run. The basket tray that measures 4"W x 2"H is acceptable.
Question #39:
Has the work area been checked for asbestos, lead based materials and/or other hazardous materials? Is there a report available?
Answer #39:
See Attachment A
Question #40:
Will there be separate NTPs for each phase prior to starting demo-work? If so, how many days shall the contractor include on the scheduled critical path?
Answer #40:
Contracting will only issue one NTP. The COR will make weekly visits to the site and confirm the percent completed on demo and construction. It is crucial to have a discussion with the awardee about the milestones for each phase of the project before it is executed. The contractor should notify the COR via email when each phase is completed, and the COR will verify and respond accordingly.
Question #41:
What is the name of the service provider for the fire alarm system? Can you please provide contact information?
Answer #41:
SIEMENS Industries Inc.
Question #42:
What is the name of the provider of Nurse Call and Code Blue at the VA campus?
Answer #42:
TCSI
Question #43:
Who is the vendor/provider of PACS, Video, and Security systems for the VA campus/building?
Answer #43:
Stanley
Question #44:
The Med gas system has been modified. Is it possible to isolate the Med Gas system for work floor renovations and re-certify it without a complete entire building Med Gas system certification? IE has received re-certification for a localized medical gas system.
Answer #44:
Please review Attachment B
Question #45:
Which windows does detail 1/AE403 apply to? Do you want all windows or just a few?
Answer #45
The windows that are blast resistant and for which these details apply can be found in sheet AE102, note 28.
