This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled ‘Upgrade Physical Security, Campus Wide – Project No. 515-21-105’ to be accomplished at the Battle Creek Veterans Administration Medical Center (VAMC) located in Battle Creek, MI. An Invitation for Bid (IFB) is planned to be issued on or about May 27, 2022.

The project’s general scope of work is to furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications project for the upgrading of physical security deficiencies across the campus of the Battle Creek VA Medical Center. The project will upgrade campus security based on the VA’s new Physical Security Guidelines and will cover multiple buildings and exterior areas across campus. The project will also include a new permanent guard shelter to replace the current shelter. The new guard shelter will provide both vehicular and pedestrian screening. The period of performance for the project is Four Hundred Twenty (420) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided via issuance of the solicitation.

The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction with a small business size standard of $39.5 million. Magnitude of cost for this project is between $1,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date.

This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB’s registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award.

This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities.

As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about May 27, 2022. Further details of all dates and events, including site visit and bid due date, will be available in the solicitation. Contract Opportunities website is the only official location to obtain solicitation information and documents.

A bidders list is not maintained. Offerors are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation. Prospective contractors shall complete their electronic Annual Representations and Certifications and shall be registered in the System for Award Management (SAM) at https://beta.sam.gov and shall be verified in the Vendor Information Pages located at https://vetbiz.va.gov prior to submitting an offer. The eventual awardee shall also have on file a current Department of Labor VETS4212 Federal Contractor Reporting filing at https://www.dol.gov/agencies/vets/programs/vets4212 (if applicable).
