For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Brand Name Only Justification

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Battle Creek Medical Center, 2237: 515-22-2-155-0017

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Project#: 515-21-105; Project Title: Upgrade Physical Security, Campus Wide; Statement of Work:

The Contractor shall furnish all labor, material, equipment, supervision, As-Built Documentation, and all other related information for Project 515-21-105, Upgrade Physical Security, Campus Wide, at the VA Medical Center in Battle Creek, Michigan. The project replaces perimeter fencing, gates;

upgrades security requirements on doors campus wide and installs a guard shack.

PACS – MX-8 Controller, Hirsch. This item will be used to interface our new card readers to our existing campus PACS system. Hirsch Velocity system, estimated value is $8,000.00 and is specified in Volume 2 of the Specifications in Section 28 13 00, 1.1 B. and 2.1 D.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The campus system for PACS is Hirsch Velocity. This system controls all the access control of the multiple buildings on campus. We contracted to install a single PACS system to standardize the controls for the benefit of the veteran population and staff. Having one system allows seamless control of the multiple buildings by one control system. We can monitor thousands of access control points through one platform, and one computer monitoring system. We must include this same system in all future projects to efficiently control and maintain the security for the patients and staff. PACS systems are proprietary and introducing a second system would require duplication of training, parts, and labor for the maintenance of our facilities. It would require separate computer systems and software. We must maintain complete interoperability of our PACS systems controls and therefore require that this project and all others maintain the Hirsch Velocity system. Battle Creek VAMC, Facilities Management requests the use of a sole source for the PACS system). Our sole source/Brand Name Only is Hirsch Velocity.

4. Description of market research conducted and results or statement why it was not conducted:

No contracting market research was conducted as the Facility provided the justification for this Brand Name Only requirement.
