3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

All core cylinders are to be keyed into the existing Station wide KABA Removable Core System. As a security measure, core cylinders that are removable only with a special key or tool without disassembly of knob or lockset are required to match and only KABA Cores can be utilized in the existing system. This sole source is necessary to completely conform to MCM No. 138-1005 Space Lock and Key Control.

The VA is mandated by Federal Policy to have a unique keying system to control physical access. This was accomplished by contracting IDN Industries to provide a keyway uniquely keyed to a system only used by the Battle Creek VAMC. The Battle Creek VA Medical Center is requesting a sole source for KABA Cores through IDN Industries. This sole source/Brand Name Only is necessary to conform to the station wide mandate to standardize a unique keying system. IDN Industries is the sole source manufacture of the keyway used at the Battle Creek VAMC.

4. Description of market research conducted and results or statement why it was not conducted:

No contracting market research was conducted as the Facility provided the justification for this Brand Name Only requirement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
