1 – 6 strand 62.5/125 Fiber Optic Cable - Audio 2 – Red/Black #14 THHN Pairs for Strobe Sync 4 – Red 16-2 Shielded Cables – SLC Loop Drawing FA-R-0.1 shows the following cables being required between the new FANE and FAZE panels:

Amplifier Network Loop – (2) 9/125 Single Mode Fiber Optic Cables Signaling Line Circuit (SLC) Loop – (1) #16 unshielded twisted pair with overall jacket Please advise the following:

In general, it should be noted that the wiring shown is for reference and scope conceptualization only. The fire alarm system vendor shall verify cabling requirements and submit wiring diagrams for approval. Contractor is required to coordinate cabling with vendor and provide all required cabling for a complete system per specifications. Fire alarm vendor shall be permitted to make cabling recommendations that differ from drawings along with description of recommendation for consideration during the shop drawing review process.

1. Is the fiber cable required to 62.5/125 (Multimode) or 9/125 Single Mode?

Provide 6-strands of single-mode. Utilize (2) strands for connection and coil (4) strands as spare.

1. Are the strobe sync #14 THHN pairs required?

It is assumed that some areas may have strobes from multiple zones visible at the same time. Provide strobe sync. If there are alternative methods to achieve strobe sync, vendor shall provide information during shop drawing submittal process.

1. Is the SLC loop wiring to be shielded or unshielded?

Specifications require shielded cabling unless specifically accepted by the manufacturer in writing.

1. Per the specifications any existing fire alarm conduit that is not being utilized is to be removed complete. Please confirm capping or plugging the conduits when they are above existing ceiling is acceptable.

Existing raceway (conduit, junction boxes, pullboxes, hangers, conduit racks, other support methods, etc) above accessible ceilings shall be removed complete. Conduit above inaccessible ceilings (hard ceilings) or within existing walls shall be capped/plugged after removal of existing cabling and tagged as abandoned. COR shall make determination regarding ceiling accessibility if the contractor has questions regarding a specific area.

1. Per specification section 010000 – 1.9.3 the contractor is to cleaned and maintained mechanical equipment when being utilized for temporary use. If the system is not modified in anyway however just utilized as currently designed will this maintenance be required?

The use of the equipment for temporary means should be coordinated with the VA COR and M&O staff.

1. In regards to utilizing the elevators, will the VA be designating specific elevators for usage specifically for this contract that we will be required to protect, or is it assumed the VA will specify service elevators that this contract will be allowed to utilize that are common use?

For all work-related activities, the service elevators located centrally in the hospital shall be used. Contractor should not use patient elevators for construction related activities.

1. Will the VA be designating specific toilets for use as part of this contract? Or since the work is all over the entire facility will we be sharing toilets with rest of the public? In addition, if we are sharing toilet facilities is cleaning of these toilets part of this contract responsibility?

Contractor is welcome to use the public restrooms in the facility, however, personnel are expected be clean when using them and not leave behind construction dust/debris/etc. No cleaning of facilities is required.

1. The specifications call out for mechanical balance testing as part of this project, please confirm this only applies to the items that are being construction modified by the project and not every mechanical unit where a duct detector is being replaced.

HVAC Testing and Balancing is only necessary for work illustrated on the mechanical drawings. For new duct branch lines, contractor shall verify existing Min/Max setpoints of VAV terminals and increase setpoints in order to accommodate the added branch line air flows.

1. Does the VA anticipate any asbestos removal as part of this project?

As the work is throughout the existing facility, there is a chance that asbestos may be present. The VA asbestos survey is attached to this amendment.

1. Does the VA anticipate any asbestos being disturbed as part of performing the work required with this project? If so, please define where.

Refer to the attached asbestos survey. Pipe insulation is a common material having ACM that may be above ceiling. Typically, if there is no known ACM in an area, the Contractor must inform the COR of suspicious material and the VA will have it tested.

1. Section 014500 speaks in great detail about CQC personnel, specifically the need for a mechanical engineer, testing and balancing, etc. Is this work to be performed on every piece of mechanical equipment that is having the duct detectors replaced?

Where duct detectors are utilized for unit shutdown, the equipment should be tested to verify operation. If duct detectors only signal an alarm, mech or TAB testing of units where duct detectors were replaced is not necessary.

1. In section 019100 is it the intention of the VA to commission the system by zone and then turn over to the VA that zone, where the warranty system will then begin?

Warranty shall begin when all panels have been installed, all existing devices have been cutover for all buildings, and all buildings have been tested individually and together as a complete system.

1. Per specification section 280500 – 1.9A-1 says to “maintain the entire integrated electronic security system in an operational state . for a period of one year” Please confirm that maintaining of the security system is not to be included within this contract.

“Security System” applies to systems under the umbrella of the Division 28 “Electronic Safety and Security System” specifications. In this case, the 1-year maintenance period shall apply to the fire alarm system.

1. Can you confirm Specification section 280500-1.9B is not applicable to this contract?

“Security System” applies to systems under the umbrella of the Division 28 “Electronic Safety and Security System” specifications. In this case, description of work shall apply to the fire alarm system and any integration points between the fire alarm system and other systems. An amended version of this section will be issued.

1. Specification section 280513 2.11 and 3.2 speak to utilizing 2-Hour UL rated fire alarm cabling. Is that a requirement or just an approved wiring method since all of the wiring is within conduit?

Per VA Fire Protection Design Manual, “wiring installed in metal raceway within buildings that are protected throughout by sprinklers are considered to meet the NFPA 72 requirements for Pathway Survivability as a 2-hour performance alternative that has been approved by the authority having jurisdiction and is permitted for voice communication systems in VA facilities”. This does not preclude the use of 2-hour rated cabling in special circumstances, however, the manual also states that all fire alarm cabling shall be installed in conduit, which may not be an approved installation for 2-hour rated cabling. Contractor shall make a formal request for variance for review by the VA if they wish to use 2-hour rated cabling in lieu of conduit and conductors in a specific area/case.

1. Will it be the responsibility of this contractor to perform a smoke test for every duct detector replaced or would standard testing methods be sufficient?

All replaced duct detectors shall be tested via smoke test.

1. Will it be the responsibility of this contractor to a full-scale functionality test to ensure all of the smoke barriers operate properly, or will this contract just be responsible to ensure the new fire alarm wiring works appropriately?

The contractor is not responsible for inspecting and ensuring the integrity of each existing smoke barrier. However, the contractor shall be responsible for all new penetrations through existing barriers and for the correct operation of fire/smoke shutters, doors, door holds, etc. that are re-connected to the new system from an operations perspective. The contractor is not responsible for replacing an existing door, shutter, closer, etc. under the base scope if it is not functioning. These situations shall be reported to the COR for further consideration.

1. Specification section 283100 1.6 B says the all inspection, testing, maintenance, etc. for the sprinkler system alarm, elevator, HVAC shutdown, extinguishing systems, shall be part of this contract. However, in 283100 1.6A it says NFPA testing of the system is only required for the fire alarm system for one year after final acceptance by the COR, which section is correct?

Any potential contract resulting out of this solicitation shall contain FAR Clause 52.246-21 Warranty of Construction. Existing systems shall be covered under existing service agreements.

1. The Solicitation states under item 12a that a performance and payment bond is not required, however in item 12b it says the bond is to be furnished within 10 days, which is accurate?

Bond is required on this project. Solicitation will be corrected by amendment reflecting the correct bond requirement information.
