DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval

For

Other Than Full and Open Competition

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland VAMC, will enter into a construction contract that requires the procurement of this item which requires justification for other than full and open competition. A purchase request number is not yet available.

2. Nature and/or Description of the Action Being Processed: This project is named “Upgrade Smart Building System” and the purpose is to upgrade the existing Tridium building automation system. The project includes upgrades to the software, fiber network infrastructure, graphic and analytic packages as well help close the FCA gap indicated during the last FCA inspection.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Wade Park is heavily invested in a centralized building automation system called Tridium. The existing system is being expanded not replaced, and the new equipment needs to be compatible with the existing. For this reason, the new servers and switches need to be Dell Servers and Cisco Switches. If a different brand switch or server were to be purchased, we would need to replace all of the existing equipment greatly costing the government unnecessarily. The estimated value of materials for this project is $ .

4. Statutory Authority Permitting Other than Full and Open Competition: The product is being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1 (a) (2).

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be competed/synopsized on www.fbo.gov and will indicate the requirement for brand name specification regarding the Tridium system network. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
