About this file
This is Amendment A00002 to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs Regional Procurement Office – West for the New Horizon Community Based Outpatient Clinic (CBOC), effective March 27, 2026. The amendment replaces Exhibit B (Agency Service Requirements) and provides clarifications through sixteen questions and answers addressing facility design and operational requirements.
Key facility requirements confirmed include: one PACT patient toilet (not four as initially questioned), two Women's Health Exam Room patient toilets with individual accessibility from each exam room, four staff restrooms, one data drop into a 2-port base plate on two walls per room, FGI (Facility Guidelines Institute) standards compliance for STC 50 ratings and security setbacks, no secure file room requirement, no wireless duress alarm system (VA clinics use Lynx system), and no backup generator requirement. The amendment establishes a Tenant Improvement (TI) allowance of $250 per Assignable Building Occupancy Area (ABOA) square foot. The government's intent is for the project to meet federal high-performance sustainable building requirements, with offerors permitted to propose alternative compliance methods subject to government review and approval. Evaluators will assess "close proximity" site locations based on criteria of professional, safe, and compatible environments and overall area character, evaluated individually. Seismic requirements are included as cited in the RLP requirements. Exhibit K was updated to include a security price list. The amendment was signed by Jeffrey R. Deering, Lease Contracting Officer, with the United States of America as the party.
