About this file

This document contains questions and answers regarding solicitation number 36C24W23R0060 from the Department of Veterans Affairs to replace the Clovis VA Community Based Outpatient Clinic. The solicitation seeks competitive proposals from offerors for the clinic space, but does not specify tenant improvement or building specific amortized capital allowance amounts. Offerors are instructed to propose these values. The agency requirements and space plan are to be defined by the offerors' proposals. No broker commissions will be paid as it was intentionally deleted from the lease. The space must meet all requirements outlined in the attached Statement of Work, including any special medical systems. Parking requirements are one space per 300 square feet of space rather than the erroneous amount listed in the solicitation.

a. Can the Agency clarify what the BSAC allowance is for this procurement? In competitive bidding we would require offerors to propose “per ABOA SF” for BSAC amount.

5. The Agency Specific Requirements were released but looked to be just a template that is missing information.

a. Can the Agency supply an updated Agency Specific Requirements Page? Yes, please see SOW

b. Can the Agency supply a Space Plan? The RLP is requesting offerors to propose based on agency requirements.

6. Section 1.08 of the Lease lists Broker Commission and Commission Credit, but this section (1.07 Broker Commission and Commission Credit) is deleted in the RLP.

a. Can the Agency clarify if there will be any Broker Commission for this project? No

b. If there is to be no Broker Commission, can the Agency amend the Lease to reflect that? It was Intentionally Deleted, and the government does not intend to pay for broker commission.

7. The Lease that has been released is a SLAT Lease.

GSA? Yes

i. Typically we don’t see SLAT for clinic space due to the rent thresholds.
