About this file

This is a Questions and Answers document clarifying requirements for a federal contract solicitation for Magnetic Resonance Safety Expert (MRSE) services to be provided at multiple Veterans Health Administration (VHA/VISN) facility locations.

The contract is structured with monthly billing units ("MO") for a one-year period plus four ordering periods, with the Schedule of Items requiring a quantity of 12 to reflect monthly invoicing. The solicitation includes two separate Contract Line Item Numbers (CLINs) for Routine and Emergency MRSE consultations, which the Government may order independently as circumstances arise. The firm-fixed price for each CLIN covers an unlimited number of consultations during each ordering period, with no maximum annual volume specified. The contractor must attend up to 24 MRI safety committee meetings per quarter across all facility locations. Government personnel determine whether consultations are classified as Routine or Emergency, with Emergency consultations defined as those involving active MRI scan questions, unexpected device or equipment safety issues, or any situation where delay could compromise patient safety, and these require a one-hour response time. A previously referenced $293,000 figure does not apply as a spending limit or CLIN maximum but was removed from the revised RFP language. No historical utilization data is available as this represents a new requirement for both VISNs.

Questions/Answers

Question 1: The solicitation says quantity 1, unit month. Should that be quantity

12 since the contract is for the entire year plus four?

Answer: Yes, the Schedule of Items should reflect a quantity of 12, since invoices are expected to be received monthly. This section will be revised.

Question 2: Section C.3 of the RFP document indicates that there is an order size-standard of $293,000. The intent of this is not clear. Is this specific to this solicitation, defining either a monthly or annual spending limit?

Answer: The $293K min/max amounts does not apply to this solicitation and language has been revised. This is not a spending limit based on a monthly or annual basis; this amount is based on a minimum/maximum order amount that protects the offeror for any given order the government anticipates spending.

Question 3: If the $293,000 figure is not prescribing a CLIN or annual contract value maximum, is there any budgetary information about this solicitation available?

Answer: See the answer to Question 2.

Question 4: The B2 Price / Cost Schedule appears to list “MO” as the Unit. Is this “month of service” inclusive of all time spent / service provided?

Answer: Yes, the Unit type “MO” represents a month of service (inclusive of all time spent and service provided).

Question 5: Is any historical information on the utilization of MRSE services available for the modeling of time commitment involved?

Answer: There is no historical information available as this is a new requirement for both VISN’s.

Question 6: There are twenty-four (24) separate facility locations identified.

Would there be twenty-four (24) separate MRI safety committee meetings to be attended quarterly by the contractor?

Answer: Yes. Up to twenty-four (24) MRI safety meetings per quarter are expected.

Question 7: Will the Government order both the Routine and Emergency CLINs for each ordering period, or does it reserve the right to order either CLIN independently?

Answer: The Government reserves the right to order each CLIN independently, within the same ordering period, as circumstances arise.

Question 8: Who determines whether an MRSE consultation is Routine under PWS §6.4.1 or Emergency under §6.4.2, and what procedure applies if the contractor believes a request designated Emergency does not meet §6.4.2's definition? The concern is that the Government could accept only the Emergency CLIN (to reduce overall contract costs) and categorize all requests as emergent.

Answer: Government personnel shall determine whether an MRSE consultation is “Routine” or “Emergency”.

An Emergency MRSE consultation typically involves situations such as:

✓ Questions arising during an active MRI scan (e.g., conditional implant concerns while the patient is already positioned).

✓ Unexpected device, equipment, or safety issues requiring immediate MR-level expertise.

✓ Any event where delay may compromise patient safety or procedural integrity.

These scenarios trigger the one-hour response requirement to ensure safety-critical guidance is available in real time.

Question 9: Does the firm-fixed price for each CLIN cover an unlimited number of consultations during the applicable ordering period, or does the Government have an estimated/maximum annual volume of Routine and Emergency consultations?

Answer: Within each ordering period, the Government will have an unlimited number of consultations.
