About this file

This document is a Request for Questions and Request for Extension for the Frankfort CBOC (Community-Based Outpatient Clinic) Lease 2.0 procurement (Solicitation No. RE 36C249-26-AP-0006). The document contains two primary questions from a potential offeror regarding the Acquisition Strategy Report (ASR) for the project. The first question seeks clarification on discrepancies between the design program and sample floor plan, with the VA responding that the ASR design schematic is intended to provide a general floorplan concept for the PACT (Primary Care Transformation) model. The second question requests more details on emergency backup power requirements, with the VA specifying that the generator should power the entire building and providing additional protection guidelines for the emergency generator, including secure location, standoff distances, and utility protection measures.

The document includes specific emergency generator protection details, such as securing the generator against unauthorized access, locating it at least 25 feet away from loading docks, ensuring standoff and venting methods, and protecting critical interior areas. An additional note indicates that exterior power backup, including lighting for egress, walkways, parking lots, and parking structures, must have emergency power backup to ensure safe building evacuation. The document is part of a VA leasing procurement process and appears to be seeking clarification and additional information from potential offerors before finalizing the solicitation.

RE 36C249-26-AP-0006 - Frankfort CBOC Lease 2.0 - ASR Questions and Request for Extension

1. While preparing the Initial Offer for this procurement, our team noticed the following discrepancies between the program for design and sample floor plan provided in the ASR (Exhibit B), and has the three following questions/requests:

Could VA please clarify the below?

Spaces in ASR program but not in the ASR Concept plan:

Spaces in ASR Concept plan but not in the ASR program:

They are meant to follow the space plan in ASR program. The ASR design schematic is there so they can get an idea of the floorplan for the PACT model.

2. Additionally, would it be possible for VA to provide more detail on the emergency backup power requirement mentioned on Page 9 of the ASR under Section 3.02 (runtimes, generator-type, etc.)?

The generator should power the entire building on emergency power.
