About this file

This document is an Amendment (A0005) to a Department of Veterans Affairs solicitation for Savannah Community-Based Outpatient Clinic (CBOC) Services in Tennessee. The amendment extends the proposal due date to January 23, 2026 at 10:00 AM Central Time, provides answers to vendor questions, updates wage determination attachments, and revises the price schedule's period of performance for all contract line items from the original dates to a new base period of 10-01-2026 to 09-30-2027, with subsequent nine option periods extending through 09-30-2036.

The solicitation covers primary and mental health care services, with pricing structured as per-member-per-month (PMPM) rates for primary and mental health care, plus a line item for injectable medications. The contract includes a base period and nine option periods, with gradually increasing patient population estimates across each period (e.g., primary health care ranging from 1,645 to 1,760 PMPM). Vendors are required to submit proposals and past performance surveys via email to olivia.cloutier@va.gov, and must acknowledge the addition of Davis-Bacon Act Wage Determination (WD TN20260162) and an updated Service Contract Act Wage Determination.

We acknowledge that Section 12 of the Wage Determination states as follows regarding Davis-Bacon Wages:

“For any buildout/construction that might be required to prepare space for performance of this contract, Davis-Bacon Wages (https://www.dol.gov/agencies/whd/government-contracts/construction) must be paid to any personnel working on the buildout/construction of the space and certified payrolls for all buildout/construction workers are due to the COR and Contracting Officer, no later than 10 business days prior to the clinic opening.”

Recent research has revealed to us that the Davis-Bacon Act, like the Service Contract Act, includes the requirement that specific Wage Determinations be included in the relevant Federal procurement.

That way we and all Offerors are advised of the actual rates that we will have to pay for finalization of our cost.

So that all Offerors know that know the minimum required wages that Offerors must price and pay, we would respectfully request that the Government furnish the applicable Wage Determination with such Wage Determination being part of the upcoming Contract.

We would respectfully request that the Government provide a copy of the applicable Davis-Bacon Wages for the work and designated location that will be required.

We respectfully note that it is important that this information be furnished prior to binding costs by the Offeror.

Updating RFP to include applicable Davis-Bacon Wage Determination via ‘ATTACHMENT D.20 Davis-Bacon Act WD # TN20260162’.

CLINs 0001, 0002, and 0003 list the following period of performance:

“POP Begin: 10-01-2025 POP End: 09-30-2026”

We very respectfully note that the date of “10-01-2025” has passed.

We would very respectfully request that the period of performance for CLINs 0001, 0002, and 0003 be updated to reflect the correct period of performance for the base period.

Additionally, we would very respectfully request that the Government also update the period of performance for CLINs 1001, 1002, 1003, 2001, 2002, 2003, 3001, 3002, 3003, 4001, 4002, 4003, 5001, 5002, 5003, 6001, 6002, 6003, 7001, 7002, 7003, 8001, 8002, 8003, 9001, 9002, and 9003 which may need updated upon correction of the period of performance for CLINs 0001, 0002, and 0003.

We very respectfully note that an accurate period of performance is required so that all Offerors can provide an accurate Transition Plan as required under Section 1 – Factor 2: Technical Capabilities, Subfactor D: Coordination and Continuity of Care.

Line item POP’s are updated in the price schedule included below.

The following updates are incorporated via this amendment:

1. Updated Price Schedule to reflect accurate Period of Performance. The following price schedule replaces the schedule in the original RFP.
