About this file
This document is an Amendment 0001 to Solicitation 36C24925R0005 for a comprehensive Fire Alarm System Upgrade project at the Tennessee Valley Healthcare System in Murfreesboro, TN. The solicitation requires a contractor to furnish labor, materials, equipment, and supervision to demolish and construct a new fire alarm system across multiple campus buildings, with a total project duration of 550 calendar days. The project scope involves installing new fire alarm control panels, network loops, conduits, wiring, devices, and interfaces with existing systems, with work to be performed primarily during normal working hours (6 a.m. to 4:30 p.m. CT) with potential night and weekend work.
The amendment extends the proposal due date to April 8, 2025, at 1:00 PM CT and includes responses to 255 contractor questions covering technical specifications, installation requirements, site conditions, and project details. Key technical requirements include providing a completely new fire alarm system with addressable devices, network connectivity between buildings, underground conduit installations, and interfaces with existing Simplex systems. The project is estimated to be between $10-20 million, requires compliance with VA specifications, and involves work across multiple campus buildings with specific infection control and restoration requirements. Contractors must submit technical and price proposals with strict page limitations and provide detailed past performance information.

RFI Questions and Answers 626A4-23-203 Upgrade Fire Alarm System Project Location: Tennessee Valley Health Care System Nashville VA Medical Center 1310 24th Ave S, Nashville, TN 37212-2637
Q1: SPEC/DWG. REFERENCE: Solicitation, Page 15 of 67 The first paragraph on Page 15 of 67 of the solicitation says, “The Offeror’s price proposal shall be no more than 25 pages total inclusions of the bid bond required”. The price proposal shall not exceed 92 pages in total (e.g. original solicitation of 67 pages plus 25). Further, the same paragraph says “The Offeror is hereby advised that the attached Pricing Breakout Schedule worksheet shall be considered as 20 pages, regardless of the overall total. Price Breakout Schedule is only 3 pages once converted from excel spreadsheet to pdf. Please note, the Offeror has to include in the price proposal the completed SF1442 (2 pages) SF 1442 is part of the original solicitation and is excluded from the 25 pages, bid bond (our bid bond is 5 pages), Section K Representations and Certifications (30-plus pages), Attachment 4 Calculation of Contractor Self-Performed Work (1 page + 10-plus pages for OSHA Logs and additional required safety letters), and a Joint Venture Agreement (30-plus pages). Will the VA please wave this 25-page limit for the price volume or, increase the price volume page limit to 80 pages (to include the SF1442, Bid Bond, Section K Representations and Certifications, Safety Documentation, and Joint Venture Agreement). No, the VA will not wave the 25-page limit.
Q2: SPEC/DWG. REFERENCE: Solicitation, Page 15 of 67 Please confirm that the proposal cover page, proposal cover letter, table of contents, list of tables and figures, and page dividers in the price and technical proposal will not count against any page limits for the price and technical proposal. All pages will be counted excluding the original solicitation of 67 pages.
Q3: SPEC/DWG. REFERENCE: Solicitation, Page 15 of 67 Please confirm that the Past Performance Questionnaires don’t count against the 50-page limit allowed for the Technical proposal. Past Performance Questionnaires (PPQ) will not be counted towards the page limit since they are directly emailed to the Contract Specialist.
Q4: SPEC/DWG. REFERENCE: Solicitation, Page 17 of 67 Page 17 of 67 of the solicitation, Subfactor 2a Project Schedule, states to prepare and submit a practicable construction cost loaded schedule of value etc. Historically, pricing from manufacturers and subcontractors isn’t released to the Offeror’s until 30 minutes to 1 hour before proposals are due to the Government. Typically, on VA projects, cost loaded schedules are not submitted during the pre-bid phase and are to be submitted during the pre-construction phase. We respectfully request Offerors are allowed to submit construction schedules that aren’t cost loaded in our proposal to the VA, but cost loaded schedules be required only after award. Cost loaded schedule not needed for evaluation factors. Submit a typical project schedule.
Q5: SPEC/DWG. REFERENCE: 01000
Would it be possible to obtain a copy of the Pre-Bid Meeting / Site Visit Sign-In Sheet? Yes, see Attachment 11, Site Visit Sign-In Sheet
Q6: SPEC/DWG. REFERENCE: 01000
Is there a Geotechnical Report available? If so, would it be possible to obtain a copy if it? A geotechnical report from a recent project has been provided as an attachment: Geotech Report - Proposed MCR (Main Computer Room) Additions on VAMC–Alvin C. York Campus Terracon Geo Report 18235020
Q7: SPEC/DWG. REFERENCE: 01000
Is there an ACM Report available? If so, would it be possible to obtain a copy if it? ACM is not expected for this project.
Q8: SPEC/DWG. REFERENCE: 28 31 00 Fire Detection and Alarm Are fire alarm notification devices to show ALERT lettering instead of the typical FIRE lettering? Please advise. No, FIRE is specified.
Q9: Is this project tax exempt and if so will a certificate be issued? No
Q10: Payment for materials: FAR 52.232-5(b)(2) states, “In the preparation of estimates, the Contracting Officer may authorize material…” VAAR 852.232-70(d) states: “The Contracting Officer will consider for monthly progress payments material and/or equipment procured by the Contractor…” We have seen contract officers refuse payment for materials because their interpretation is that payment is optional and they simply prefer not to pay for materials. Question - will payments for uninstalled materials be approved on this project? If the answer is no, contractors need to know this at time of bid so they can include storage and carrying costs. Yes, as long as the contractor can provide proof of materials and coordinate with the COR.
Q11: CQCM - Is the Contractor Quality Control Manager required to be onsite full-time with no other duties? Yes, the CQCM role can be performed by the Superintendent.
Q12: CQCS - The individual Quality Control Specialists that are required for each trade and for Structural, Civil, and Environmental, etc., are to work directly for the Prime Contractor. Can they be part-time employees? See Specification Section 01 45 00 Quality Control
Q13: SSHO – Is the Site Safety and Health Officer required to be onsite full time with no other duties? Yes, the SSHO role can be performed by the Superintendent.
Q14: Sustainable Construction Requirements – This is very comprehensive and costly. Will the government consider scaling this back to fit the scope of the project? Not required, references to Sustainable Construction Requirements have been removed.
Q15: Change order pricing – will change orders be approved with the standard 10% OH +10% profit? The approval of change orders with the standard 10% overhead (OH) and 10% profit is not guaranteed and depends on the specific terms and conditions outlined in the contract.
Q16: Are there any major demolition work elements required that are not listed/depicted in the demolition drawings that need to occur in order for new finishes to be installed. If so, will they be identified on the demolition drawings? See Attachment 2 Drawings 03112025 and Attachment 3 Specifications 03262025 Note: All existing accessible conduit associated with demolished fire alarm devices is required to be demolished.
Q17: Are any of the rooms that we will be working in Patient Rooms? Yes
Q18: Will all the work be done during regular hours or will off-hours work be required? See Attachment 2 Drawings 03112025
Q19: SPEC/DWG. REFERENCE: Solicitation Page – Page 16 – Subfactor 1a There does not appear to be any specific deliverables provided for Subfactor 1a. Does the VA just want the Prime Contractor to list (at least 2 or max 5) relevant past performance projects along with the Contract Number so the VA can look up the CPARS Reports on each or, is there a specific format for the past performance projects we plan to submit? Subfactor 1a does not mention anything about providing Past Performance or CPARS. Prime Contractor is to provide project examples of technical qualifications and experience using the parameters given.
Q20: SPEC/DWG. REFERENCE: Solicitation – Page 17 – Subfactors 1b, 1c, and 1d.
These subfactors identify three (3) specific resumes for the Prime Contractor’s management team that will supervise and manage the construction phases of the project. Only the Superintendent is specifically identified as required to be “on-site”.
1. Is the QCM/Project Manager required to be on-site at all times?
1. Is the Safety Officer required to be on-site at all times?
QCM and SSHO should be on site at all times but may be combined with the superintendent. The PM does not need to be on site at all times.
Q21: SPEC/DWG. REFERENCE: Solicitation – Page 7 – Section “Solicitation Submission” This section appears to be regarding the deliverables for the Price Proposal. On page 15 of the solicitation, the Price Proposal is limited to 25 pages where the “pricing breakout schedule” alone accounts for 20 of the 25 pages. Price Breakout Schedule is only 3 pages once converted from excel spreadsheet to pdf. In order to provide the requested deliverables, it would help to allow a higher page count for the Price Proposal. For example, the Safety EMR page with the required supporting three-year OSHA 300 and 300a forms alone is 7 pages. This information falls under technical proposal. The Reps and Certs are another 5 pages. This information falls under technical proposal. The bid bond is another 3 pages. Add the “Pricing Breakout Schedule” which counts for 20 pages and we are at 35 pages and we still need to add the SF1442 (1 page) SF1442 is part of the original solicitation and is excluded from the 25 pages, Amendments (total amendments is unknown at this point) Amendment(s) is part of the original solicitation and is excluded from the 25 pages plus Price/Cost Schedule (1 page), Bidders Insurance Carrier EMR Letter (see page 11 of solicitation) This information falls under technical proposal., etc..
Can the Price Proposal page limit be increased to 50 pages max to ensure Prime Contractors can provide all the required deliverables? No, the max limit is 25 pages. SF 1442 and ALL Amendments are part of the original solicitation and is excluded from the 25 pages.
Q22: SPEC/DWG. REFERENCE: Solicitation – Page 18 Past Performance There appears to be no specific deliverable for this section. However, there is an ATTACHMENT 7 - Past Performance Questionnaire Form provided. If the Prime Contractor has a signed PPQ that is less than one (1) year old from a project that they plan to submit for VA evaluation, and the original Assessor (i.e., COR) is no longer with the VA (due to all that is happening in Washington DC at this time), can the Prime Contractor submit it? Yes, a contractor can use previously completed Past Performance Questionnaires (PPQs) or available Contractor Performance Assessment Reporting System (CPARS) evaluations within their proposal, provided that the information is relevant and meets the requirements of the current solicitation. Additionally, the contractor should ensure that the previously completed PPQs or CPARS evaluations are up-to-date and accurately reflect the performance.
If less than 1 year old PPQs are acceptable, do we provide them within our Price Proposal (which will add 4 more pages per PPQ) or can we just email them directly to the Contracting Officer/Contracting Specialist prior to the bid due date? Provide with proposal or email directly.
Q23: SPEC/DWG. REFERENCE: Solicitation – Page 7 – Site Specific Training On the bottom of Page 7 of the solicitation, it lists seven (7) bullets of training/deliverables of training. About how much time per person (in hours) does it take for each employee of the Prime Contractor and their subcontractors to complete this training? The course is one (1) hour long.
Q24: SPEC/DWG. REFERENCE: Tax Exemption Is the VA going to provide a tax exemption certificate for this project? No
Q25: SPEC/DWG. REFERENCE: ACMs/Lead Does the Government anticipate Asbestos Containing Materials and/or Lead Containing Materials within any of the workspaces? If so, can the VA provide the reports for all bldgs. within this scope of work, to include the applicable specifications from the TIL tailored to the project? If no reports are available for each bldg, will we be required to test all locations for penetration, either on the wall and floors and each area will then be treated as a change in condition? ACM and LCM are not expected for this project.
Q26: SPEC/DWG. REFERENCE: Interior Conduits/Raceways The buildings are concrete block construction. Is it required to conceal all interior conduits, or will there be some anticipated exposed conduits and or connections? Conduits are to be run above ceilings where present. Most devices in finished areas are shown as ceiling mounted. Where devices are shown as wall-mounted in unfinished areas, such as mechanical and electrical equipment rooms, it is expected these will be surface-mounted.
Q27: SPEC/DWG. REFERENCE: Warranty When does the warranty start, when devices are installed or after Substantial Completion? The warranty period for construction contracts typically starts after the date of final acceptance of the work, as specified in FAR clause 52.246-21, Warranty of Construction. The warranty period generally begins after the final acceptance of the entire work.
Q28: SPEC/DWG. REFERENCE: Paying for Stored Materials Will the VA pay for stored materials? Yes, the VA can consider payments for stored materials, whether on-site or off-site, but it's subject to the contracting officer's approval and certain conditions.
If so, do they have to be on-site or stored offsite within a bonded warehouse?
There will be space on campus for the contractor to place a shipping container for storing materials. If materials are stored off-site, the VA may require the contractor to use a bonded warehouse or other approved location to ensure the safety and security of the stored materials.
Q29: SPEC/DWG. REFERENCE: Existing Conditions – Fire Wall Sealing Is it anticipated that all penetrations of firewalls be sealed INCLUDING those that were not caused by the performance of this contract? The contractor is responsible for repairing all penetrations caused by the demolition or installation requirements of this project. The contractor is not responsible for repairing existing deficient penetrations unrelated to this project.
Q30: SPEC/DWG. REFERENCE: Existing Conditions – Use of stainless-steel cover plates During the site visit, in newly renovated areas, we observed some stainless-steel cover plates on the walls. After demolition and removal of old devices, do the mountings have to be repaired “in-kind” with closely matching materials of the surrounding areas or can stainless-steel cover plates be utilized? Surfaces after demo must be patched and painted to match existing.
Q31: SPEC/DWG. REFERENCE: Existing Conditions – Demolition within Historical Buildings It was noted during the site visit that the campus is on the Historical Preservation List for buildings. It is noted that both existing and new FAS systems and devices are required to operate for a “burn-in time” prior to removal of the existing system. Where devices are to be removed and not reinstalled in walls constructed of concrete block, and where walls may be covered with tile, may the abandoned control boxes be sealed with an appropriate stainless-steel cover plate instead of being patched to match adjacent surfaces? Stainless steel plates are acceptable in cases where patching to match existing is not possible.
Q32: SPEC/DWG. REFERENCE: Existing Conditions – Public Address System Do any of the buildings have a public address system? Yes, there is a PA system across campus.
If yes, will it be used in conjunction with the fire alarm voice evacuation system? No, the fire alarm voice system will function as a separate system entirely.
Q33: SPEC/DWG. REFERENCE: Existing Conditions – conduit raceways between buildings The drawings show the communication path for underground concrete duct bank between buildings. Are there ANY existing communication paths between buildings that have spare conduits that can be utilized? The scope of work requires new ductbanks to be installed.
If so, where specifically (between which buildings) might those exist? Not applicable.
Q34: SPEC/DWG. REFERENCE: Existing Conditions – ACT Ceiling Locations Drawings – Can the VA please provide ARCH reflected ceiling floor plans per building to include ceiling heights and deck heights. Typical ceiling heights at 8’. Field verify remaining
Q35: SPEC/DWG. REFERENCE: Existing Conditions – Hard Ceiling Locations Drawings (General) – Please provide a list of Room Numbers for rooms that have a hard ceiling. Field verify.

If so, please provide contact information for the “VA-Selected” elevator contractor(s) that will be required to make the interconnection with the elevator controls.
Panacea Construction Group: Austin Kraeger / C: 715-551-3031/ E: austin@pan-gro.com
Q38: SPEC/DWG. REFERENCE: Scope of Work – Smoke Dampers During the site visit, someone mentioned smoke dampers. Are any of the existing smoke dampers required to be replaced as a part of this project? No, only interfaces with the fire alarm system.
Q39: SPEC/DWG. REFERENCE: Scope of Work – Fire Dampers During the site visit, someone mentioned fire dampers. Are any of the existing fire dampers required to be replaced as a part of this project? No
Q40: SPEC/DWG. REFERENCE: Scope of Work – Combination Fire/Smoke Dampers During the site visit, someone mentioned combination fire/smoke dampers. Are any of the existing combination fire/smoke dampers required to be replaced as a part of this project? No, only interfaces with the fire alarm system.
Q41: SPEC/DWG. REFERENCE: Scope of Work – Tamper Switches on PIV During the site visit, it was said that tamper switches on PIV’s were not needed. Are there any new tamper switches required for this project? Tamper switches are existing to remain with new addressable interface modules for monitoring by the new fire alarm system.
Q42: SPEC/DWG. REFERENCE: Solicitation – Page 15 – Last paragraph – Offerors Submission The last paragraph states “Offerors submission shall contain all pages of solicitation 36C24925R0005……”
Does the VA expect a copy of the 67-page (all pages of the) solicitation to be provided with our proposals? Yes
If so, is that part of the Price Proposal, or part of the Technical Proposal, or a separate document to be emailed to the Contracting Specialist? Technical and Price proposal needs to be separate documents since they will be evaluated independently.
Q43: SPEC/DWG. REFERENCE: Drawings FA-011-G The drawing set included one panel schedule for the new panel EP11A. Can the VA provide the location for the busbar this panel is required to be grounded to? New panel EP11A is fed from panel EP11 located within same room. No additional ground is necessary.
Q44: SPEC/DWG. REFERENCE: Drawings The drawing set nor do the specifications include any geotechnical report for the existing subsurface conditions. Can the VA provide the applicable geotechnical report for this project? A geotechnical report from a recent project has been provided as an attachment: Geotech Report - Proposed MCR (Main Computer Room) Additions on VAMC–Alvin C. York Campus Terracon Geo Report 18235020
Q45: SPEC/DWG. REFERENCE: Drawing CG-001, GENERAL NOTES: III. EROSION CONTROL NOTES “E” The note states “A STORMWATER POLLUTION PREVENTION PLAN (SWPPP) IS NOT REQUIRED FOR THIS PROJECT”. Is a SWPPP required for this project (Yes or No)? SWPP is required. Protective measures are required to minimize erosion and protect pedestrian and vehicular traffic from construction scope.
Q46: SPEC/DWG. REFERENCE: Drawing CG-001, GENERAL NOTES: IV. EROSION CONTROL MEASURES “G” The note states “TREES TO BE REMOVED SHALL BE CLEARLY MARKED FOR REMOVAL.” Can the VA confirm which trees are required to be removed for this project? This note serves as guidance in the event that during construction, a tree removal comes in scope. The current design does not deliberately conflict with existing trees.
Q47: SPEC/DWG. REFERENCE: Specification 31 20 11 – para 3.1 SITE PREPARATION: “C” The para states “Trees and Shrubs: Trees and shrubs, not shown for removal, may be removed from the areas within 4500 mm (15 feet) of new construction and 2250 mm (7’-6”) of utility lines if such removal is approved in advance by the Resident Engineer.” Can the VA confirm that the Contractor is responsible in the removal and disposal of any tree that will be within the (7’-6”) of utility lines to be installed per the drawings; and that all costs associated with this is to be included in the proposal? This note serves as guidance in the event that during construction, a tree removal comes in scope. The current design does not deliberately conflict with existing trees.
Q48: SPEC/DWG. REFERENCE: Drawing CG-001, GENERAL NOTES: IV. EROSION CONTROL MEASURES “G” The para states “TREES TO BE SAVED SHALL BE FENCED WITH BARRICADE FENCE AT THE DRIP LINE (OUTER EDGE OF TREE BRANCHES).” Can the VA confirm specifically which trees are required to remain for this project? Trees within 15’ diameter of the ductbank shall be protected during construction.
Q49: SPEC/DWG. REFERENCE: Drawing CG-001, GENERAL NOTES: IV. EROSION CONTROL MEASURES “H” The para states “SOME VEGETATION, TREES, AND PLANTS MAY BE HISTORICAL IN NATURE AND WILL REQUIRE SPECIAL PERMITS AND SPECIAL PROTECTION WITH TEMPORARY WATERING AT THE RESPONSIBILITY OF THE CONTRACTOR.” Can the VA confirm specifically which vegetation, trees and plants are historical in nature on the drawings and provide the special permitting process for this project? There is no historical vegetation.
Q50: SPEC/DWG. REFERENCE: Drawing CS-100 The drawings appear to have included precautions and/or prevention measures for the existing trees. Typically excavating within a trees drip line is prohibited when installing UG utilities. Several areas seem to have drip lines overlapping the route(s) shown for this project. If conditions arise that require the route(s) to change due to either drip line conflicts or historical issues, this may constitute a change in conditions post award.
Can the VA confirm that the A/E’s routing as shown in their drawings have taken drip lines into consideration? The plans call for root barriers to be installed with ductbanks encroaching into the drip lines.
Q51: SPEC/DWG. REFERENCE: Drawing CG-001, GENERAL NOTES: VI. PAVING “F” The para states “F. PAVEMENT MARKINGS AND SIGNAGE SHALL BE IN ACCORDANCE WITH THE 32 17 23 PAVEMENT MARKINGS VA STANDARD SPECIFICATIONS.” Can the VA provide drawings reflecting the extent of pavement markings required for this project? The plans show the limits of trenching. The scope of repair and replacement of the pavement markings is what is disturbed by the trenching efforts.
Q52: SPEC/DWG. REFERENCE: Drawing CE-100, NOTES: 8 The para states “CONTRACTOR IS RESPONSIBLE FOR PROVIDING AND IMPLEMENTING SWPPP.” Elsewhere on the drawings it states no SWPPP is required for this project. Can the VA confirm no SWPPP is required for this project? SWPPP is required. Protective measures are required to minimize erosion and protect pedestrian and vehicular traffic from construction scope.
Q53: SPEC/DWG. REFERENCE: Drawing CJ-101, PRECAST VAULT DETAIL The details include options for the vault. Can the VA confirm which, if any, of the options are to be included for this project? Detail calls for 504-BL h-20 rated
