Project 614-22-105, Upgrade Elevators, Buildings 1, 1A and 7 at the Memphis VA Medical Center

1. Page 18, third paragraph. Under the heading Evaluation Process, the RFP states: “The Vendor Information Pages (VetBiz registry) will be checked to ensure that any offeror submitting a proposal to perform the work is both listed and verified.” Please confirm that this should reference the Veteran Small Business Certification (SBA VetCert). This is a critical update needed in the solicitation, as it is the first compliance verification in the evaluation process, and the VA is no longer responsible for certifying SDVOSB firms.

Answer – Correct, VetCert

2. Please confirm that the email confirmation of the VETS-4212 report filing is not required in the proposal submission. This is not stated as a requirement in the paragraph on page 14.

Answer – VETS-4212 is required with submission.

3. Page 19, the RFP states that the proposals are to be submitted as two sections. The answer to question 69 stated that the SF1442 and amendments should go in the price section. Page 12 describes a list of documents that are required in the submission, but did not provide information on which section to include them in. Please confirm or correct our understanding that the following items should be included in the price section:

Answer – Contractor shall also include Attachment 8 – Calc. of Contractors Self Performed Work in the technical section.

a. One (1) electronic copy of an original, fully completed and signed and dated SF 1442 Offer page, acknowledgment of all amendments issued by completing block 19 of the SF1442 and providing them with the SF 1442 Offer page; prices online item(s) listed on the Price/Cost Schedule

Answer – in the price section.

b. Completed Representations and Certifications section (FAR 52.204-8, 52.209-5 (Deviation), and 52.209-7)

Answer – in the technical section

c. Fully completed Contractor Experience Modification Rate (EMR) Certification documents.

Answer – in the technical section

d. OSHA Logs

Answer – in the technical section

e. One (1) electronic copy of an original completed and signed SF 24 Bid Bond or other allowable Bid Security

Answer – in the price section

f. “Solicitation Attachment-Price Schedule” worksheet

Answer – in the price section

4. The answer to Q73 states: “You can exclude the pricing schedule from the page count.

Pricing page count will be increased from 25 pages to 30 pages.” Are all RFI answers taken into the consideration by the evaluators? Or will they only see actual redline changes made to the solicitation? Because this change was not made to the solicitation itself, please clarify if the evaluators need the solicitation to be modified.

Answer – All Amendments will be provided to the evaluation board. Yes, the solicitation was changed via amendments to the solicitation.
