Amendment 0008 is being issued to clarify RFI Questions.
See Below.
Robert Pritchard Contracting Officer
RFI Question Clarification
Question Answer
20. When working in one (1) elevator in a bank of elevators, all other elevators in operation, the 24/7 emergency calls and service are covered and provided by the VA and not the contractor, even though all elevators listed in this scope of work are in the contractor's scope of work. In other words, the contractor is not required to assume the 24/7 emergency calls and service of the VA elevators.
Clarification: RFI 020 states that the contractor is responsible for all service and emergency calls for all elevators in an elevator bank, even if only one of the three elevators is under construction. This is creating a financial risk for the elevator contractors and will be reflected in their bids. Please confirm the government wants servicing of all elevators in a bank to be the responsibility of the contractor even if only one elevator at a time is turned over to the contractor to upgrade.
The contractor assumes the responsibility for the operation and service of all of the elevators in a bank that have been turned over for construction even when only one elevator is taken out of service for the project work.
Confirmed.
22. 01 35 26 1.7 indicates superintendent or CQC manager can dual role as SSHO. 01 45 00 3.4B indicates the CQC manager can have the duties of superintendent and CQC. Will this project be required to have two persons on the project at all times, such as a Superintendent and a CQC Manager with either person performing the role of SSHO? Or can a superintendent also perform SSHO and CQC roles in one person on site?
Clarification: RFI 022 states the superintendent can be the SSHO but not the CQCM, but the CQCM does not need to be on site at all times. Typically, on projects such as this, the CQCM role is fulfilled by the project manager who handles all submittals, RFI’s, etc., and
Specifications allow for Superintendent to be Safety Officer but cannot be CQC also.
The CQC doesn’t need to be on site at all times.
Replace previous response with the following response, 01 35 26, 1.7 does not indicate superintendent or CQC manager can dual
Question Answer makes frequent site visits. Please confirm if the contractors project manager can also be the CQCM or if an employee dedicated as CQCM is needed for this project.
role as SSHO.
01 35 26, 1.7, C. states the SSHO is “a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager.”
01 35 26, 1.7, D. states “SSHO or an equally qualified Designated Representative/alternate will maintain a presence on the site during construction operations.”
01 45 00, 3.4, B. states “CQC System manager is on the site at all times during construction” and “CQC System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.”
47. Can you confirm that there is no commissioning required for the project? If yes provide specs. If yes, will 3rd party commissioning will be provided by the VA and that the Contractor will only be required to participate/coordinate with the Commissioning Agent?
Clarification: RFI 047 response refers to fire sprinklers, but the RFI is asking about project commissioning. Please correct his responses.
Elevator hoistways to have fire sprinkler heads installed where required by NFPA 13.
Plans indicate general scope. Contractor to provide detailed working drawings, calculations, and qualifications per Specification 21 1313. Existing sprinkler heads to be replaced only if requiring relocation due to conflicts with new systems.
Replace previous response with the following response, The new mechanical work for this project includes only the installation of new split systems and therefore only testing listed for that new equipment shall be completed.
48. Can you confirm that there are no requirements to provide structural bracings
The existing rails shall be reused during this modernization. Confirmation of existing and seismic upgrades to the existing building structure as a result of upgrading the elevators? The elevator railings and attachments are to remain in place as shown on demo drawings where the elevator cabs and equipment are upgraded. The contractor assumes that the existing structure in place is adequate not requiring modifications and engineering.
Clarification: RFI 048 response is unclear.
This RFI will attempt to clear up the confusion.
a. The plans show existing elevator hoist beams to remain at all elevators in buildings 1 and 1A.
The plans show hoist beam replacement only for the 6 elevators in building 7. Is this correct?
hoistway elevator beams for placement of elevator equipment for traction elevators must be coordinated with equipment supplier.
Correct.
50. Can Starcwall fireblock temporary panels be used for the temporary barriers around the elevator lobby space in lieu of walls shown on the drawings where negative air machines and dust control measures are used? Use of Starcwall panels for containment will minimize impacts to the existing ceilings and floors over installing a temporary metal stud wall system with drywall. And fire ratings can be obtained by these types of temp wall panels.
Clarification: RFI 050 response identifies temporary barriers as 1 hour rated. Just to clarify, the Star wall fireblock panels are only fire rated if they extend to a fire rated ceiling. Since the elevator lobbies are ACT, and not fire rated, that would require the wall panel to extend to deck. Since this is not possible, are gypsum wall barriers required?
All temporary barriers must meet both Infection Control and 1 hour fire ratings as per the drawings and the specifications. Fire rating must meet ASTM E84 and E119.
Existing sprinklers must be maintained.
Response as previously stated.
51. Can you confirm that the existing elevator pit ladders are ok and will not need to be replaced?
Clarification: RFI 051 response says, “Modification of existing pit ladders if only deficient to meet codes or if interference with new equipment occurs.” Since this is not a design build project, the Government should instruct bidders to either replace or not replace the ladders.
Modification of existing pit ladders if only deficient to meet codes or if interference with new equipment occurs.
If found deficient or interferes with new equipment, a contract change will be issued for the corrective work.
56. Can you confirm that all traction and hydraulic guide rails and support system remains unchanged for this project? Can we assume that these existing guide rails and support systems meet current seismic requirements as note in spec section provided 1983 documents?
Clarification: RFI 056 response states “Per specifications works in building 1 and 7 shall reuse existing car and guide rails but must be cleaned or adjusted as necessary.” Does this mean that elevator rails in Building 1A are to be replaced?
Per specifications works in building 1 and 7 shall reuse existing car and guide rails but must be cleaned or adjusted as necessary.
No.
149. Electrical gen note C says to install new lightning protection on all new roof top HVAC units. Does this apply to the small split system roof units?
The RFI 149 response says to provide new lightning protection on new roof top HVAC units. The plan call for the lightning protection system to be tested. Is this testing referring to a testing the new components to be added to the lightning protection system or does the entire lightning protection system in the affected
Yes, provide lightning protection for all roof mounted mechanical equipment.

This is not a request for a certification/listing of the entire system.
163. Detail C3/A-501 says to refer to plan for hoist beam size. However, there does not appear to be a size listed anywhere in the plans. Please provide the beam size for each hoist beam.
Clarification: RFI 163 response refers to answer 48. However, the plans call for new hoist beams in building 7. If the beams in building 7 are to be replaced the bidders must have beam sizes. Please provide.
See response to Question 48 above.
Provide W8X35.
185. It appears a discrepancy exists in the elevator specifications. There is a spec section for elevators P5, P6, S2 and S3 in building 1, however the plans identify the elevators in building 1 as P6, P7, S2 and S3. Please confirm if the elevator in question is P5 or P7.
Correct typographical error, Section 01 00 00 General Requirements and Section 14 21 00 Modernization of Traction Elevators, replace “P5” with “P7”.
