About this file

This document contains questions and answers regarding a federal contract opportunity to install a sterile processing supply water filtration system at a Veterans Affairs medical center. The scope of work involves demolishing an existing housekeeping aids closet and installing a VERDA water filtration system to provide a fully functional sterile processing supply facility. The contractor must engage the VERDA equipment manufacturer for installation, commissioning, and start-up of the filtration system. Clarification was provided that a mobile sterile processing supply facility is not required. The contractor must use copper piping and meet all current codes and standards.

CONTRACTOR QUESTIONS & GOVERNMENT ANSWERS

1. Please provide more specific manufacturer information related to the items listed in section

2.1.1.10. Listed below.

Government Response: Manufactures data is given for the items that need to be from a specific manufacture. All other items should match existing finishes in the hospital and comply with TIL specifications.

2. Please confirm the wall finishes for the 2 areas as shown in the image below.

Government Response: Drywall and paint to match existing corridor walls.

3. What is the make and model of the 3 phase 480 volt electrical panel that the over current protection device will be installed for the ? What is the breaker requirements (I.e. series, frame type, connection type).

Government Response: Electrical subcontractor shall propose what breaker they would like to connect to for approval by Government.

4. Are there any hazardous substances that the contractor will encounter (I.e. lead, asbestos)?

Government Response: There is no known lead or asbestos in this construction area.

5. On page 01 91 00-21 and 01 91 00-22 of the Combined Specs, sec6on 1.8 COMMISSIONING TEAM, it states “The VA will engage the CxA under a separate contract.” This conflicts with the SOW requiring the contractor to “engage the equipment manufacture and contract with them to install and commission / Start up the equip-ment”. If the contractor is still supposed to provide the CxA, will you provide a email contact for the quote from VERDA for startup/commissioning?

Government Response: Rhonda 802-748-2322

6. Is there a seismic requirement for this project? If so, what are the requirements?

Government Response: There are no seismic requirements for this project.

7. Are construction sings required for this project? If so, where would they go and would they be modified to fit inside the building?

Government Response: We are assuming this question is asking about construction signs that are typically installed at a contractors lay down area displaying company information and/or accident-free days etc. This type of construction sign is not necessary. To provide some additional clarification, please review the document titled “Pre-Demolition Checklist” for construction signs required at the job location and are posted on the contractors’ job board.

NOTE: For the sake of continuity, the first round of questions is copied below.

1) Could you provide the data sheet on the SPS water filtration system to include:

1) Weight

2) All dimensions

3) Input and output water flow rate requirements

4) Inlet and outlet size

5) Electrical requirements

6) Drawings and or pictures to show locations of connection points on the filtration system

Government Response: See attached spec. titled VA mountain Home VERDA Utility Water System Specification.

2) Could you please provide a pictures of the connection point that will feed the new water filtration system?

3) Could you please provide a pictures for connection point / points that the filtration system will tie into the VA SPS systems?

4) Could you please provide scalable prints showing all work locations and routs?

Government Response: See attached floor plans for Building 77 Ground Titled “MTH-77-0GAR”.

Work area Approximate distances have been provided on the revised scope of work. Routes to be determined by the contractor as the contractors means and methods. The work area will also encompass the crawl space below building 77.

5) Can PVC pipe be used for the water lines? If not, what type is required?

Government Response: Copper Pipe shall be used to tie in equipment to the existing utility (i.e.

from main water supply line to the equipment inlet and from the equipment outlet to the tie in locations). All piping between the equipment inlet and outlet shall be determined by the equipment manufacturer.

6) Will the manufacture be providing the VA with a start-up technician?

Government Response: The contractor shall engage the equipment manufacture and contract with them to install and commission / start up the equipment.

7) Will the VA be responsible for moving the filtration system to the HAC room from wherever it’s stored when needed? If not, what will be needed by the contractor to facilitate this?

Government Response: No, the VA will not be responsible for moving the filtration system to the HAC room. Contractor shall engage the equipment manufacturer to determine any logistical requirements.

8) In the combined specs under 1.3 statement of bid items, it states "This will involve renting and setting up a fully functional on-site mobile SPS facility, removal of all the SPS equipment and other equipment in the SPS area, removal of all equipment from scope room, storage of the equipment, demolition, and removal of old flooring, installing the new flooring in SPS area and scope room area, reinstalling the SPS equipment, commissioning of the equipment, and removal of the mobile SPS facility, and complete cleanup of site".

Is this an accurate statment? During the site visit, providing a mobile SPS facility was not discussed and the SPS was currently operating. If this is accurate, what are the SPS requirements? When and how long would the mobile unit be needed? Where would it be located? And, What utilities are available for the mobile unit?

Government Response: Spec section 01 00 00 1.3 verbiage shall be replaced with the following verbiage :

“The Sterile Processing Supply (SPS) area is used to sterilize medical equipment for the VA hospital. The scope of this project is to perform a complete installation of a VERDA SPS Water Filtration System.

This project will involve construction services that include, at a minimum, the demolition and restoration of a HAC closet, and the installation and tie-in of the VERDA SPS Water Filtration System to create a fully functional SPS Water Filtration System to feed the current capacity of the SPS facility that meets all current codes and standards. This will also include commissioning of the equipment and complete cleanup of site.”

9) In the solicitation document, under site investigation, 1.1.6. states "Contractor shall Contract with VERDA to commission the filtration system". Dose this fulfill the requirements of 1.18 Tests and other commission requirements in the combined specs?

Government Response: Yes, this will satisfy 1.18 Tests and other commission requirements in the combined specs
