About this file
This document contains a Statement of Work and related federal contract opportunity notice. The Statement of Work outlines requirements for a design-build project to install miscellaneous high-tech, high-cost equipment for a cardiac catheterization lab at the Memphis VA Medical Center. The project involves renovating approximately 1,560 square feet of existing space over two phases within 210 calendar days. The contractor must provide design, construction, mechanical, electrical and other services. Key deliverables include design submissions, submittals, and project work performed to minimize medical center impacts. The related federal contract opportunity is a pre-solicitation notice for the project with an anticipated construction cost between $1,000,000 and $2,000,000. The procurement is a 100% set-aside for service-disabled veteran-owned small businesses. The solicitation will be available on May 16, 2022 on sam.gov and proposals will be evaluated for best value with award potentially made without discussion.

3. Background: The Building 1A Bed Tower originally built 2000, included the build-out of a Cardiac Catheterization suite to accommodate two (2) Cardiac Catheterization Labs.
Only one of the two labs was ever equipped and activated for use. In late FY2021, the purchase of a Philips Azurion 3 was completed to be installed and made ready for use in the 2nd Cardiac
Catheterization Lab.

a. Accomplish design-build to complete work required for the Cardiac
Catheterization Labs as follows:
Phase 1 (150 calendar days): G221, G221A, G221B, and G221C
Phase 2 (60 calendar days): G224 and G224A
b. Accomplish work as required by the Philips drawings, dated 7/12/2019, with revision date of 8/30/2019. The design-build encompasses all work identified on the drawings as the responsibility of the customer/contractor, general contractor, and architect. Excluded from the design-build are the services identified on
Drawing AN, General Specifications, Radiation Protection.
c. Finishes
1) Prepare existing painted surfaces and apply new finish. For Cardiac
Catheterization Lab walls and soffit, use high build glazed special coating.
2) Replace existing acoustical ceiling tile and grid. For Cardiac Catheterization
Lab, use scrubbable, non-textured mylar coated tile.
3) Replace existing flooring in G221, G221A, and G221C, only. Use welded seam resilient flooring with integral cove base specifically made for invasive healthcare setting.
4) Remove G221C ceramic tile and prepare surfaces to receive new finishes
5) Where millwork is identified, use solid surface materials for work surfaces and plastic laminate on all other surfaces.
d. Plumbing
1) Remove plumbing fixtures and piping G221C
e. HVAC
1) In conjunction with work required by C1b above, modify existing HVAC ductwork, piping, and controls to comply with current VA HVAC design standards for Cardiac Catheterization and supporting spaces listed under A2 above. Provide HEPA filtration of SA for Cardiac Catheterization Lab.

1. Positive with respect to clean core during occupied and unoccupied modes of operation.
2. Use only laminar flow diffusers in this room.
3. Carefully design large sterile field to keep velocity low enough to preclude the possibility of turbulent flow over the imaging equipment gantry. Mechanical engineer is responsible for maintaining sterile flow aseptic field and minimizing turbulence.
4. Transfer air should not be more than 100 CFM per undercut door.
f. Electrical
1) Replace existing fluorescent and incandescent lighting fixtures with LED lighting fixtures, including control devices. 5000K typical depending upon fixture type and placement. CRI of 85 for Cardiac Catheterization Lab.
2. ITEM II, same as Bid Item I, except delete Phase 2 work. Work necessary to maintain existing air balance for Phase 2 rooms is not deleted. Reduce performance period to 150 calendar days.
D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES
Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of this
SOW.
Task One: Design Submissions
Deliverable One: Provide design submissions for review at Schematic Design, 35%
Design Development, 65% Construction Documents, and 95% Construction Documents stages.
Allow up to10 calendar days with each submission for VA review and design submission review meeting.
Once the design reaches the 35% Design Development stage, limited demolition can begin, including any abatement. Further design development maybe required before demolition can proceed on systems such as the mechanical ductwork and piping.
Task Two: Submittals
Deliverable Two: Provide submittals in PDF for VA review. VA will not act until the
Design-Build A/E has completed initial review. Allow up to 10 calendar days for VA response.
Response time will vary and will exceed this time frame when transmittals are more complex or poorly prepared. Quantity will also have an impact.
Task Three: Work performance.
Deliverable Three: Work shall be performed in a manner to minimize the impact of
Medical Center operations. Most of the workspace will be turned over for construction at the same time. Normal work time can be coordinated between the hours of 7:00 a.m. and 4:30 p.m.
Monday through Friday. Work will typically not be performed during federal holidays. The areas above and below the construction areas both provide clinical care services. Activities that require access for work in these spaces or generate noise and vibration that impacts operations of these areas must be coordinated and performed at other than normal work times.
E. SCHEDULE FOR DELIVERABLES
1. The contractor shall complete the Delivery Date column in Attachment A for each deliverable specified.
2. Unless otherwise specified, the number of draft copies and the number of final copies shall be the same.
3. If for any reason any deliverable cannot be delivered within the scheduled time frame, the contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. If deliverable cannot be delivered within the scheduled time frame, compensation may be taken from the contractor.
