About this file
This document contains responses to requests for information (RFI) related to a federal design-build contract opportunity for installing cardiac catheterization laboratory equipment at the Memphis VA Medical Center. Key details include that the project involves renovating approximately 1,560 square feet of space on the second floor to install new equipment in two cardiac cath labs, with work split into two phases over a 210-day performance period. The RFI responses provide clarification on the scope of work regarding mechanical, electrical and architectural plans; equipment to be furnished by the incumbent equipment provider versus the contractor; design review and submittal timelines; and other construction-related logistics.

Currently there is a strut arrangement installed above the drop ceiling which appears to be a strongback support for equipment rails. This arrangement should be used if it is deemed suitable by designer. See photos.
Philip’s drawings show on sheet A2, the new UPS and BC in the bottom left corner. This equipment is shown to have exact location coordinated by the Customer (i.e. the GOV). However, our experience tells us that this equipment is limited on the distance it can be located away from the imaging equipment. Since there is no apparent location within the Cath Lab suite for this equipment to be located, there will need to be an adjacent room within this distance requirement to be converted for this equipment. In the past we have used a nearby office or storage room. Please identify this location and if any work is needed to renovate the space to accommodate the equipment.
It is permissible for the G221C SU room to be used for UPS and BC if the equipment can be placed within the required limits of the operating equipment. The corridor door needs to be removed and replaced with a wall so that the door swing path does not interfere with support equipment placement. See sketch.
We need full existing MEP Drawings, additional to what has been provided. Existing will be made available.
Will laminar flow air systems be required for either the existing Cath Lab 1 or the new Cath Lab 2? Yes. See response below.
Please provide a roof plan showing location of chillers and other necessary HVAC equipment Refer to HVAC drawings provided in the solicitation. Intent is to use existing 1-HS6 currently serving the spaces. Changes are to be made to the air distribution to the rooms to comply with the lastest VA HVAC Design Manual for Cardiac Catheterization Laboratory.
Will we be required to update wall finishes in the Control Room or any of the other support spaces for this Cath Lab?
SOW, C. General Requirements, 1.c. Finishes.
Is pre-tab needed for the existing rooms? Yes Where are the Med Gas Compressors located? The scope of work does not include replacing these systems.
Please provide as-builts showing the location of the med gas compressors and associated equipment. The scope of work does not include replacing these systems.
Will the Control/Data room get new floor finishes? The SOW does not list this as a room to get new finishes.
No new floor finish for G221B Control/Data. G221B is listed as a room within the SOW. It is not identified as being excluded from any finish work except flooring.
What doors will be replaced or will have new hardware? If hardware is needed on a door, what kind does it need?
No new door hardware.
Can the chiller be suspended in the Soiled Utility Room?
If this is required, GC is permitted to investigate suspending this in the SU room, however, this would need to be done with countermeasures in place to prevent damage to the electrical equipment in case of a leak. Also if this is to be investigated, there must also be concessions made in the design for maintenance to be safely performed.
What rooms need new windows? None.
Can walls be demoed and moved as required so equipment can fit? Equipment can be moved in with existing walls and doors intact.
What accessories, if any, does the VA need to go with imaging equipment? None.
Please define any phasing requirements of construction and working hours that are restricted.
Work to be accomplished during normal business hours 7:30 a.m. to 4:00 p.m. Monday through Friday, except federal holidays. Work will have to be coordinated for other than business hours for activities that maybe disruptive to normal operations for the medical center, i.e. excessive noise or vibration, obstructing access for personnel.
What is the ICRA level Class III
Is there an existing exhaust duct to tie into for negative air No, but there are operable windows that can be fitted for the exhaust duct to route through. Route exhaust above ceiling and drop down to the window locations west of the project location facing the building center courtyard.
Please provide the most current asbestos and lead survey reports for the area, to include abatement reports. 4a. If abatement (lead or asbestos) is required, will VA or the contractor be responsible for the costs?
Building newly constructed and activated in 2000. No renovation of the project space has taken place. No abatement is expected based on this. If any suspect material is encountered during the process of demolition or new work, then VA will investigate. If it is determained that abatement is required, then a contract modification will be requested.
Shielding requirements for glass view windows and drywall. Station is unable to provide reports at this time.
SSM workstation tops required or is PLAM acceptable? SSM
Does VA have a required flooring manufacturer? VA is not dictating flooring manufacturer at this point due to changing lead times and availability.
Door finish requirements, hardware requirements, auto-openers? None.
ACT ceilings or Gyp Board required? SOW, C. General Requirements, 1.c. Finishes.
Do existing sprinkler lines need to be demolished back to the mains and replaced with all new? Existing sprinkler lines shall be demolished back to steel main and then replaced with steel.

Please provide all vendor drawings to be used for design, electrical being priority Philips drawings provided in the solicitation.
Please provide structural drawings of the floor the cath lab is on and the floor directly above. 13a. Does VA want the contractor to provide slab x-ray services in the base bid?
Yes. It is the contractor's responsibility to verify existing conditions.
Please define the design period, with milestones expected VA response times and also submittal review times and construction periods that will be contractually required.
SOW, C. General Requirements, 1.a. has 150 calendar days for Phase 1 and 60 calendar days for Phase 2. The Phase 1 period is inclusive of the design and review times. Allow 30 calendar days between Phase 1 and Phase 2 for installation of VA equipment, activation of Phase 1, and turnover of Phase 2. This time is not included in the performance period for Phase 1 or Phase 2. Allow VA 7 calendar days for each design submission review and 7 up to 21 calendar days for submittal review, depending upon the number of products and complexity for each submittal division. If most or all submittals are transmitted simultaneously, then the review time will be extended. Submittals that inadequately identify the products proposed or lack sufficient detail will be rejected immediately.
Are there any liquidated damages? Please discuss with Contracting Officer.
Are there any incentives for finishing ahead of schedule? No
If VA delays submittal review periods (to include plans) and the cost of materials increases at no fault of the contractor, will VA be paying the increased cost of materials?
Contractor is resposible to coordinate transmittal of submittals to expedite items of long lead time or volatile market pricing to mitigate any potential impact. If there are no significant issues with design submissions or the submittals and the VA delays completing review responses, then properly supported material cost increases can be taken into consideration.
Will the A&E team be involved in contract administration services? 18a. "yes", please clearly define what the expectations of services are. 18b. If the answer is no, please clearly define when the A&E services will be considered complete.
The AE design team is responsible for assuring the work conforms to the intent of the design documents, responding to issues identified during construction, and providing as-built documents upon completion of construction.
Please provide any VA TIL documents relative to this project for design purposes. TiL documentation is available at the following location: https://www.cfm.va.gov/til/
Please provide dumpster location and acceptable route for debris removal.
Any dumpster shall be placed in the restricted parking lot between the facility Main Cooling Tower and entrance to Building 5 Clinic Annex.
Will VA be providing a lay down area for materials? If so, please provide that location. Limited space can be made available in the same location identified for the dumpster.
How many plan iterations/revisions should the A&E team plan on doing for the space? Should we account for a single submission that will be reviewed and revised or multiple reviews and revisions by various interests (IE safety, interior design etc.)
Schematic plan to address VA standards for Cardiac Cath and how to be met, Design Development providing more construction details, and final Construction Documents. A suficiently developed Design Development can allow for product submittals to proceed.
How many hard copies of complete sets of plans and specs will be required prior to start of construction?
Two (2) half-size sets of drawings, one (1) copy of specifications, and PDF of drawings and specifications.
Please provide closeout documentation requirements.
Complete set of as-built drawings in AutoCAD as well as the documentation required per each specification section to be provided at the completion of work.
Will the cath lab be operational during the design phase or will it be available for selective demolition to uncover existing conditions to aid in the design process?
Yes, the Cardiac Cath Lab will be operational. G221 and G221C will not be in use. If selective demolition is planned, required ICRA work must be in place before starting. Provide VA sufficient notice to vacate the space.
If VA "upgrades" finishes during the design process or adds unaccounted for work from what was budgeted, how will this be handled---Change orders, or will the contractor be responsible for costs above and beyond what was budgeted. For example, if SSM counter tops were figured and VA decided to go with Quartz, will the contractor be made whole for that cost increase?
The VA TIL identifies the standards that must be met. A material selection that might exceed the standard, if not addressed through the solicitation, will be through a contract change.
If there are delays to equipment deliveries, will the contractor be made whole for extended durations?
How will those increased costs be determined?
VA equipment delivery date will be finalized based upon the award/NTP date of the contract. If there is delay, a stop work will be issued. A change order will be issued for restart.
Can construction begin prior to the completion of design documents? See responses above.
If there is a conflict between equipment requirements and VA preferences, what will govern the design/work?
This question is not specific as to what equipment. If this is regarding the Philips equipment, any issue has already been addressed between VA and Philips. There is no way to respond to this question on any item that may come up during the design process without more specifics.
How much advance notice does the A&E team need to give prior to making site visits?
This will be coordinated with the COR to verify their availaibility and the availability of the space.
Access to the active areas will require effort by the COR to obtain up to date information on scheduled procedures. A week's notice in most cases should be sufficient.
Assuming a cost loaded SOV control document is to be utilized, how will progress payments be determined for the design period?
There should be design costs associated with the investigative work and work necessary to complete each submission. The design period is relatively short and shouldn't be difficult to determine for payment based upon progress on the key milestones.
S05 Amendment 004 Attachment 1 Phillips Drawing: The attachment shows two layouts, both of which have a note indicating potential collision between wall/soffit and equipment. The room is indeed small, are these conflicts between walls/soffits that are to remain in place acceptable to both the users and Phillips?
These are noted conflicts that Philips has made VA aware and are unavoidable due to limitations of the space.
S05 Amendment 004 Attachment 1 Phillips Drawing: Phillips has identified two "Planning Issues" as relates to conduit lengths - one on sheet A2 Issue 5 & 6, and on sheet A4 Issue 5. Has Phillips or VA confirmed there is a "most direct route" that is under the maximum allowable length for conduit runs? This may be a limiting factor on the distance from the control room and the equipment room.
No
S05 Amendment 004 Answered Question #8: The answer says that there is no service outlet for NO or WAG. Please confirm if there is NO or WAG piping available nearby that can be connected to, and where that piping is located.
No NO or WAG outlets required.
Does the VA need to comply with Facility Guidelines Institute requirements? Per FGI, 2.2-3.4.8.12 a soiled hold or soiled workroom is required to be provided. The room that is noted to be converted into the Equipment Room is noted on plans to be a Soiled Utility (SU) room but does not currently have a hopper.
Per field visit, this was never a soiled hold or soiled workroom. If FGI needs to be followed, please indicate where the Soiled Hold or Soiled Utility is for this imaging area.
VA operational procedures eliminate the need for soiled utility.
Does the VA need to comply with Facility Guidelines Institute requirements? Per FGI there is a required ratio of imaging rooms to patient care stations in the pre and post procedure patient care areas. If FGI needs to be followed, please confirm that the addition of this Cath Lab remains within the minimum required number of imaging rooms to patient care stations
This is an internal VA decision process on operation on number of Cardiac Cath Labs required and the support space needed.
