DESCRIPTION

THIS IS A PRESOLICITATION NOTICE OF A SET-ASIDE FOR SDVOSB BB Repair Steam Piping in Manhole Near Building 1. This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.

Set aside for service disable veterans owned small business (SDVOSB) This is a pre-solicitation notice only. No contract shall be awarded from this pre-solicitation notice. A request for proposal will be posted on or about August 5, 2026. (PROJ 516-26-117) BB Repair Steam Piping in Manhole Near Building 1. Located at Bay Pines VAMC 10000 Bay Pines Blvd. St Petersburg FL 33744- RFQ# 36C24827Q0004.

THE BID/BUILD CONTRACTOR shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials to perform general construction, alterations, roads, walks, grading, drainage necessary removal of existing structures and construction and certain other items for BB Repair Steam Piping in Manhole Near Building 1 as required by SOW, drawings and specifications.

Background There is a steam manhole between buildings 1 and 111 on the Bay Pines VHA campus. This manhole is the junction point for the steam as it leaves the energy plant and goes to Buildings 1, 71/101, 2, 37, 23 and 22. The steam at this location splits and goes to Buildings 1, 22 and 23 via one pipe and the remainder of the buildings via another pipe. There is an active steam leak in this steam manhole. The only way to safely evaluate this leak (determine the extent of the leak and thus the material needed to fix the leak) is to shut the steam down to this manhole from the energy plant. Due to the extent of the leak, it is thought (by in house, steam subject matter experts) that the steam will not be able to be turned back on to this manhole once it has been shut down, until the repair is made. This will leave no heat to the buildings listed above until the leak is fixed. It is anticipated this leak will take several months of time to repair due to lead time for materials and the amount of work to be done.

The piping on the exterior of this manhole is a proprietary jacketed system. Some of this pipe needs to be replaced to fix this leak, that is known. This pipe has a long lead time of months. In order to reduce the downtime for this repair new sections of this pipe will be ordered to ensure all possible leak and repair situations are covered before shutdowns happen and repairs begin.

The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction with a small business size standard of $45M. The VAAR 836.204 magnitude of this project is between $5,000,000.00 and $10,000,000.00. The project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. All businesses desiring to be considered must be registered with SAM.gov prior to contract award, during contract period of performance, and must continue to remain registered through the final invoice payment. Business size and NAICS will be verified at Small Business Search (https://search.certifications.sba.gov/ ). The Contracting Officer for this project will be David Hernandez.

This is a pre-solicitation notice only. No contract shall be awarded from this pre-solicitation notice. The request for Quote (RFQ) with SPECs and further details will be published after the closing of the synopsis. All responsible sources may submit a proposal when requested, which shall be considered by the agency.

SDVOSBs are encouraged to respond to communicate interest in competing for this requirement to support requirement set-aside.

Repair and replacement of Steam pipes inside and outside of underground manhole structure at Bay Pines VA medical Center.

POP 270 calendar days

STATEMENT OF WORK (SOW)

Authority & Governing Guidance This SOW is developed in accordance with FAR Part 36, FAR Part 11, VAAR Part 836, VAAR 852 construction clauses, and the VA Acquisition Manual (VAAM).

1. Background / Purpose Bay Pines VHA uses steam to create hot water used for heating buildings and to make domestic hot water. The pipes that carry this steam leave the boiler plant (Building #100F) and go underground out to locations where the steam is used. If there are locations where this underground steam diverges and goes to two separate buildings this is done in a manhole.

There is a steam manhole between buildings 1 and 111 on the Bay Pines VHA campus. This manhole is the junction point for the steam as it leaves the energy plant and splits to feed buildings 1, 22 and 23 via one pipe and buildings 71/101, 2, and 37 via another pipe. There is an active steam leak in this manhole. The evaluation of this leak will rely heavily on facility drawings, facility Subject Matter Experts (SMEs) and what can safely be assessed without shutting off steam in this area. Due to the extent of the leak, facility SMEs recommend only shutting off the steam once repairs are in progress otherwise it is unlikely that the steam line can be recharged without further extensive damage. Shutting down this steam line will leave no heat to the buildings listed above until the leak is fixed. It is anticipated this leak will take several months to repair due to long lead times expected for materials and the amount of work to be done. The piping on the exterior of this manhole is a proprietary jacketed system.

To reduce the downtime for both the pipe inside and outside the manhole new sections of this pipe, valves and other anticipated fittings will need to be ordered to ensure all possible leak and repair situations are covered before shutdowns happen and repairs begin. This work is necessary to eliminate the safety risk posed by the active leak. Additionally, these repairs will enhance the reliability of the steam/condensate system at the facility.

2. Scope of Work The objective of this work is twofold.

First is to install two (2) rental boilers in B71 and 101 to provide hot water for these buildings during the repair. These are the only buildings fed by this steam leg that houses patients overnight and therefore the primary focus of heating requirements. Even with preordering the exterior piping before shutting down the steam to this manhole, this repair will take weeks to complete. These boilers will need to be powered from diesel powered generator(s) as there is not sufficient available electrical power in the buildings.

Second is to purchase, install and test/commission all required steam piping to repair this leak including the Rovanco piping sections. This will include digging up the ground at least 6 foot away from this manhole to replace 2 sets of pipes that go into and come out of this manhole as well as replacing all piping and fittings inside the manhole.

A. SCOPE OF WORK (RENTAL)

NOTE: Before the rental systems are procured and put into operation, all new underground piping needs to be ordered from Rovanco. Planning for and obtaining of the items needed for the rental systems can be done to coincide with an anticipated delivery date of the pipe. Once these new pipes have been received on site is when rental systems can be installed and started up. Communication of these events to VHA FMS staff is critical.

1. To keep heat and domestic hot water to the patient occupied buildings of the CLC (71 and 101) vendor shall provide all required systems and piping connections to provide heating hot water and domestic hot water to these buildings.

2. Vendor will provide/install electric powered hot water boilers. These boilers will be located inside the mechanical rooms of B71 and B101. During similar recent repairs of this line, a Lattner, S165 LW (16.5 HP) and a TB-209 (27.5 HP) boiler were used for this purpose.

a. It is responsibility of the vendor to verify the sizing of each of these boilers based on the heating hot water and domestic hot water heat exchanger sizes in the buildings as these temporary boilers will be used for both heating hot water and domestic hot water. The above can be used for reference.

b. Spool pieces of piping are available on site to be used to connect these boilers to the buildings heating hot water systems. Spool pieces are VA property and will be returned to the VA at the end of the rental period.

c. Final connection from the boiler to the spool piece needs to be done with high temperature rubber hose. Vendor will be responsible for fabricating and installing this hose for each boiler.

d. Vendor will be responsible for all required maintenance of these boilers for the duration of the rental.

e. In the event of a failure that is not repairable within 24 hours vendor will provide replacement boiler(s) within 36 hours.

3. Vendor shall provide/install a diesel generator(s) large enough to power these boilers.

a. Vendor is responsible for sizing of these generators to ensure they are the right size and power (Volts, amps, phase) for the boilers.

b. Vendor will NOT be responsible for keeping these generator(s) fueled. VHA staff will ensure the fuel level in these generator(s) is checked daily and filled as needed. This will include checking the oil level while the generator is off for refueling.

c. Vendor will be responsible for all other required maintenance of these generator(s) for the duration of the rental. Oil changes, coolant level inspections /changes and other preventive maintenance required by the manufacturer.

d. In the event of a failure that is not repairable within 12 hours vendor will provide a replacement generator within 24 hours.

4. Maintenance of the boilers and generators shall be planned to coincide with each other, when possible, to limit down time.

· All planned maintenance shall be communicated to the COR for this project at least 1 week in advance and any emergency maintenance shall be communicated as soon as possible.

5. Vendor will provide all electrical power cords needed to safety go between generator(s) and boilers.

· This will include any cable protection needed for areas power cords will cross walkways, roads, loading docks or other paths.

6. Vendor shall provide/install temporary fence around generator(s) for duration of the rental period. Minimum height: 6 feet. Double locked with vendor and VA lock to allow VA access.

7. Vendor will start up and verify full operation of this rental system. This start up can be done on a weekday.

· All systems (generator and boiler) shall be tested for full operation before final connections are made to reduce downtime.

8. Once the rental systems to provide hot water (heating and domestic) are complete to B101 and B71 then the steam to the manhole can be shut down and Locked Out-Tagged Out (LOTO).

9. Once the need for the rental system is complete, vendor will be responsible for disconnecting the boilers from the piping systems and restoring hot water systems to their original configurations. This cannot be done until steam line has been repaired and steam is restored to B71and B101 mechanical rooms.

SCOPE OF WORK (LEAK REPAIR)

NOTE: All piping, fittings, valves, welding and other associated work done for this repair shall follow VHA TIL specs associated with this Statement of work. There are other requirements throughout this section that are above and beyond these specs.

1. All HPS (high pressure steam) and PC (pumped condensate) pipes are being replaced. This applies for pipes internal and external to the manhole. (External to ~6 feet of the manholes or to the anchors, whichever is further)

2. Investigations/assessments of the pipe outside the manhole are permissible before the steam system is shut down.

a. No shutdown of the existing system to investigate the inside of the manhole is allowed.

b. Investigation holes are not required to be back filled, install 6-foot-tall chain link fence around the investigation locations.

3. Vendor shall work with Rovanco piping company to obtain 4 pieces of jacketed pipe to be used to replace the pipe on the exterior of the manhole.

a. Pipe must match the pipe defined in Rovanco drawings in Appendix B located in drawings section of this package.

b. For the pipes that go to the West of the manhole (to Building 1) and to the North of the manhole (from B100) there is a concrete anchor (thrust block) within 5 feet of the manhole. Enough pipe will have to be ordered to allow this anchor to be replaced and these sections of pipe will need the anchor detail (from drawing set) to allow the anchor to be replaced.

· If exploratory digs are necessary to determine the exact location of these anchors and the amount of pipe to be ordered, that is allowed. Holes will not have to be refilled, just will need to be protected by fencing. (6’ chain-link)

c. All pipes that go to the south of the manhole (to B71) do not need to be replaced.

d. The underground High Pressure Condensate pipes (From b100 into Manhole and from Manhole to B71) are not being replaced. They shall be labeled/marked and abandoned in place.

e. Rovanco will determine the amount of total pipe that needs to be ordered and the materials and procedures to be followed for installing these sections of pipe. Pipe will not be ordered from Rovanco without them creating a drawing set for this order with installation instructions.

f. These sections of pipe shall all have Rovanco manufactured above ground end seals on the ends going into the manhole.

· Carrier pipe for each pipe section shall extend at least 3 foot past the end plate for connection of the piping inside the manhole.

g. This step (ordering the pipe) is critical to happen first. This pipe has a long lead time, and no other work can happen on this project until this pipe has an anticipated delivery date, or the pipe has been delivered to the site.

h. It is critical to follow all Rovanco handling and storage recommendations for this pipe. Damage to the pipe, rusting of the pipe, wet insulation will render this section of pipe unusable, and they will have to be replaced at vendors cost.

· This includes unloading of the pipe, when the pipe is being stored on site and while it is being installed.

4. Vendor shall work with the COR to provide a LOTO procedure for the steam to the manhole. This shall include all HPS, HPC, PC and electrical sources of energy into that manhole.

· LOTO procedure shall include photos of all valves that will be locked

5. The exterior work around this manhole will need a dewatering system to ensure water is removed from the excavations. Vendor needs to plan for that.

6. Once ends of the underground PC pipes are exposed vendor shall hydrostatically pressure test all pipes to 113 PSIG. These pipes are

a. the PC pipe from B100 towards Manhole

b. the PC pipe to B1 from Manhole

c. the PC pipe to B71/101 from Manhole

d. This test has to be done in conjunction with the FMS plumbing shop to prevent damage to systems. A work plan submission will be required for this test. (All valves from / to these buildings should be off and LOTO prior to work starting)

7. Vendor shall install four new sections of Rovanco pipe.

· Care shall be taken to ensure water does enter the jacketed part of the pipe left underground, does not saturate the insulation of the pipe remaining in the ground and that debris or water does not enter steam or PC carrier pipes.

8. The contractor is required to coordinate having a Rovanco representative on site at least twice during the installation to inspect the installation. Once after the welding of the carrier pipe to inspect the weld and installation of the carrier insulation and once during the installation of the field applied foam insulation, HDPE split mold and Polyethylene wrap shrink material.
