About this file
This document is Amendment A0005 to a Federal Acquisition Regulation (FAR) solicitation for home oxygen services issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) in Tampa, Florida. The amendment extends the proposal due date to September 9, 2026, at 4:00 PM EDT and provides vendor questions and answers addressing clarifications on contract requirements.
The solicitation (36C24826R0088) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for James A. Haley Veterans Hospital in Tampa, Florida, structured as a Firm-Fixed-Price, Indefinite Quantity contract with minimum order of $500.00 and a combination maximum of $2,000,000 per order. The contract requires comprehensive home oxygen services including concentrator maintenance and repair, initial setup and monthly rental of oxygen concentrators (5L and 10L models), portable oxygen concentrator rental for travel, liquid oxygen equipment rental and refill/delivery, and cylinder refill/delivery services for B, C, D, and E cylinders to the VA warehouse. The Government-furnished equipment baseline includes approximately 2,000 concentrators (1,300–1,400 in use with Veterans), specific makes and models from manufacturers including Invacare, Drive DeVilbiss, Philips Respironics, and GCE Group, 500–550 H-tanks, and 400 aluminum E-cylinders for hurricane season readiness (June 1 through November 30). Key service standards include two-hour acknowledgment of service requests and six-hour emergency delivery. The contract covers the service area of Hillsborough, Pasco, Polk, Hernando, Citrus, and Pinellas counties in Florida with applicable wage determinations. Contractors must provide loaner equipment when VA-owned stock is unavailable, perform bi-annual maintenance on concentrators, and maintain tracking reports using vendor-provided software at no cost to the Government.

RFQ ID: 36C24826R0088 Tampa Home Oxygen New Contract Amendment A0005 Questions and answers:
# QUESTION ANSWER
1 A. Government-Furnished Equipment, Maintenance, Tracking, and Payment
Government-Furnished Concentrator Inventory and Transfer Baseline Question: Amendment 0003 requires the Contractor to use, maintain, track, and account for Government-furnished concentrators, but the existing D.4 GFP Attachment does not identify concentrators and B.4 Section 5 provides no concentrator quantity. Please provide or identify the Government's best available estimated inventory to be transferred at contract start, including 5L, 10L, and any portable concentrators, by manufacturer/model, quantity assigned to Veterans versus warehouse stock, and serviceable condition. Please also confirm that the transfer will be documented through the GFP Transfer & Receipt Log and that the Government and Contractor will establish the accepted condition of transferred equipment before Contractor maintenance responsibility begins. If serial-level data are not available before award, please provide the best available quantities and model mix for pricing, with final serial-level reconciliation at transition.
Our current Concentrators are estimated at 2000, 1300 – 1400 are currently in use at Veteran’s home.
Currently the Government does not have finalized quantities for the GFP. Offerors should prepare their proposals based on the current solicitation requirements and any reasonable assumptions. If additional information becomes available, it will be shared with all offerors.
Below are the following makes and models of the Concentrators and Portable Oxygen Concentrators are included but not limited to:
Concentrators:
Invacare Platinum 10 Invacare Perfecto2 V Drive DeVilbiss 10L (Model 1025DS) Drive DeVilbiss 5L EverFlo 5 TruAIRE-5 (Model 02C5L) Philips Respironics Millenium 10 M10
Portable Oxygen Concentrator Freedom Inogen Oxygo Oxygen Concentrators O2 Concepts Oxlife Independence and Oxlife Liberty/Liberty 2 GCE Group Zen-O (Model RS-00502)
Serial-level data will be provided after the award.
2 CLIN 0015 - Maintenance of VAMC Equipment Monthly Question: Please define what constitutes one billable 'EA' under CLIN 0015, 'Maintenance of VAMC Equipment Monthly.' Is one EA one item of Government-furnished equipment maintained for one month, one completed maintenance event, or another unit of service? Please also identify the VA-owned equipment covered and whether the unit price must include preventive maintenance, corrective repair, labor, travel, parts, filters/consumables, manufacturer-required
One billable EA represents a single maintenance event. The VA-owned equipment covered under this CLIN includes all manufacturer-required servicing, as well as filters, parts, and labor. Amendment 0003 supersedes Amendment 0001; therefore, the vendor is responsible for performing repairs on VA-issued equipment. While government owned equipment is under warranty, send to the manufacturer for repairs. They will use the required vendor for repair during the warranty period and will be responsible for performing the repairs once the servicing, and pickup or exchange.
Amendment 0001 previously stated that the VA facility would perform preventive maintenance. Please confirm whether Amendment 0003 supersedes that response for VA-issued equipment.
warranty has ended.
3 CLIN 0016 - Monthly Inventory and Tracking Question: Please define what constitutes one billable 'EA' under CLIN 0016, 'Monthly Inventory and Tracking.' Does one EA represent one tracked item for one month, one Veteran account for one month, one monthly report, or another unit of service?
Please also clarify the basis for the estimated quantity of 1,200 EA per ordering period.
When issued vendor should notate patient, device and serial number. Report should be easily provided monthly as this is a feature of tracking software. No fee should be charged.
CLIN 0016 - Monthly Inventory and Tracking, has been removed.
4 Government-Furnished Equipment vs.
Contractor-Furnished Loaner/Rental CLINs Question: B.4 Section 2 requires the Contractor to provide loaner or rental equipment when VA-owned equipment is unavailable or unserviceable, and Section 6 identifies regulators and stands as Government-furnished property. B.2 nevertheless includes contractor-priced regulator CLINs 0013 and 0014 and 5L/10L concentrator monthly rental CLINs 0017 and 0018. Please clarify the circumstances under which each of these CLINs is authorized for billing, whether CLINs 0017 and 0018 are intended for temporary Contractor-owned concentrators pending availability of VA-owned equipment, and what constitutes one billable EA under each monthly rental CLIN.
Each billable EA represents one month of rental for a contractor-furnished concentrator assigned to a Veteran. These CLINs may be billed only when VA-owned equipment is not available through the VA warehouse. When HRCP needs to replace a concentrator for a Veteran and a VA-owned unit is not in stock, the Contractor must provide a loaner concentrator to HRCP so the Veteran can receive the required education and training. The Contractor must maintain sufficient inventory to meet these needs.
Once the Government can supply a replacement VA-owned concentrator, the loaned unit will be retrieved and returned.
5 Liquid Oxygen Recurring Rental and CLIN 0001 Quantity Question: Amendment 0003 changed CLIN 0001 from an initial setup plus monthly rental CLIN to an 'Initial set-up' CLIN, while B.4 Section 5 continues to estimate 100-150 liquid reservoir rentals per month and Section 6 requires Contractor-provided liquid oxygen equipment. Please identify the CLIN under which recurring monthly rental of Contractor-provided liquid reservoirs and portable systems should be billed after the
Amendment 0003 revised CLIN 0001 to reflect only the initial setup activity. To eliminate any ambiguity regarding the appropriate billing mechanism for recurring monthly rentals of Contractor-provided liquid reservoirs and portable systems, a separate CLIN 4016 was added specifically for ongoing monthly rental costs following the initial setup.
Amendment 0004 provided an updated Price/Cost Schedule.
initial setup. Please also clarify whether the 1,200 EA estimated quantity for CLIN 0001 represents initial setup events or another unit of service. If CLIN 0001 is intended to include recurring rental despite its revised description, please confirm.
B. Transition and Service Standards
6 H-Tank Ownership and Transition Requirement Question: B.4 Section 12(f) states that the Contractor must replace or purchase 500- 550 H tanks owned by the outgoing contractor, while the existing D.4 GFP Attachment identifies 'VA-Owned H- Cylinders' in a quantity of 500-550 transitioning from the outgoing contractor.
Amendment 0001 Q&A No. 24 also stated that H tanks used under the requirement are vendor-owned. Please confirm the current ownership of the 500-550 transition H tanks, whether the incoming Contractor may replace those tanks with its own compliant H tanks rather than purchase the outgoing contractor's tanks, and whether D.4 will be revised if the VA-owned designation no longer applies.
Yes. The incoming Contractor may provide its own compliant H tanks in lieu of purchasing the outgoing Contractor’s tanks.
7 Two-Hour Response, Six-Hour Emergency Delivery, and Routine Setup Timing Question: B.4 Section 3 requires the Contractor to 'respond' to unscheduled service requests within two hours, while Section 10 requires emergency oxygen delivery within six hours of notification. The QASP separately measures Initial Setup Delivery 'within required timeframe' at a 95% AQL and Emergency Delivery within six hours. Please confirm whether the two-hour requirement means acknowledgment, contact, and/or dispatch rather than physical delivery, and identify the required physical completion timeframe for routine unscheduled initial setups or deliveries.
The Contractor must provide acknowledgment of the request within two hours and communicate the anticipated delivery time window.
8 VA Monitoring and Countersignature of Veteran Home Deliveries Question: Section 9 states that all deliveries shall be monitored by authorized VA personnel regardless of time or day, and Section 9(e) requires delivery
Provide documentation of the home delivery and submit it to the VA for oversight. The VA will perform a record review of the delivery tickets.
documentation to be countersigned by the facility representative. Please clarify how these requirements apply to routine and emergency deliveries made directly to Veterans' residences. Specifically, does 'monitored' mean VA oversight or record review rather than physical presence at the home, and who is authorized to sign or countersign the delivery documentation for a Veteran home delivery?
9 Hurricane Season 400 Aluminum E- Cylinder Requirement Question: B.4 Section 5 requires the Contractor to maintain 400 aluminum E oxygen cylinders from June 1 through November 30. Please clarify whether these 400 cylinders are Government-owned or Contractor-owned and identify the applicable CLIN(s) and payment basis for any required rental, storage, maintenance, tracking, refill/exchange, delivery, and replacement associated with this hurricane-readiness inventory.
The 400 cylinders are Government-owned.
This can be billed under CLIN 0015 for the maintenance as required.
10 C. Contract Structure, Price Schedule Integrity, Labor Compliance, and Submission
IDIQ Guaranteed Minimum and Maximum Ordering Limits Question: E.6 states that the contemplated contract is Firm-Fixed-Price, Indefinite Quantity. C.4 states that the Government shall order at least the quantity designated in the Schedule as the 'minimum' and that the Contractor shall furnish up to the quantity designated as the 'maximum.' C.3 also refers to per-CLIN schedule maximums and a $2,000,000 maximum order for combinations of items. The Amendment 0003 Schedule lists estimated quantities but does not identify quantities as minimums or maximums. Please identify the guaranteed minimum quantity or dollar value and the applicable contract and/or CLIN maximum quantities or ceiling, and clarify how C.3 and C.4 apply to the revised Schedule.
Please see below min/max:
Section C.3 52.216-19 (Order Limitations):
(a) Minimum order remains $500.00.
(b)(1) Single-item maximum: No separate CLIN maximum is established.
(b)(2) Combination maximum: $2,000,000 per order remains unchanged.
(b)(3) Series order limit remains “30 days.”
(d) Return period remains “10 days.”
Section C.4: is unchanged.
11 Option 4 CLIN 4010 and 4012 Description Consistency Question: For the base period and Options
The reversal was not intentional and has been corrected to align with the descriptions used in the base period and
1-3, CLINs ending in '10' apply to non-retrievable H-tanks and CLINs ending in '12' apply to non-retrievable portable liquid oxygen cylinders. In Option 4, CLIN 4010 is described as portable liquid oxygen cylinders and CLIN 4012 as H-tanks.
Please confirm whether the Option 4 reversal is intentional or whether CLINs 4010 and 4012 should follow the same descriptions as the corresponding CLINs in the base period and Options 1-3.
Options 1–3.
12 Portable Oxygen Concentrator Rental
CLIN
Question: B.4 Section 7 lists 'Rental of portable Oxygen Concentrator' as a Contractor responsibility, but the revised B.2 Schedule does not identify a CLIN specifically for portable oxygen concentrator rental. Please identify the applicable CLIN, unit of measure, and payment basis for portable oxygen concentrator rental, delivery, and pickup if this service is ordered.
CLIN 4020 has been added for the Portable Oxygen Concentrator.
Amendment 0004 provided an updated Price/Cost Schedule.
13 Citrus County Wage Determination Question: B.4 Section 4 identifies the service area as Hillsborough, Pasco, Polk, Hernando, Citrus, and Pinellas counties.
The D.2 wage-rate attachment contains Wage Determination 2015-4571 for Hernando, Hillsborough, Pasco, and Pinellas counties and Wage Determination 2015-4541 for Polk County. Please identify the wage determination applicable to Citrus County and confirm whether D.2 will be updated to include it.
Amendment 0004 provided updated D.2 Combined Wage Rates.
14 Contents of Revised Proposal Submission After Amendment 0003 Question: Amendment 0003 directs offerors to submit a revised price/cost proposal and states that previously submitted Past Performance Questionnaires need not be resubmitted unless revised or replaced. E.1 otherwise requires two proposal volumes, including a Past Performance Narrative, and a signed C.11 Limitations on Subcontracting Certificate. For offerors that previously submitted a complete proposal, please confirm whether Amendment 0003 requires a complete two-volume resubmission or
Only a revised Volume I price/cost proposal using the updated B.2 Price/Cost Schedule provided with Amendment 00004 required. Also please make sure your proposals acknowledgment all amendments, including these (A0003, A0004, A0005) are required.
Volume II materials (Past Performance Narrative and C.11 Certificate) remain valid unless the offeror chooses to revise them.
A full resubmission is not required.
only the revised Volume I price/cost proposal and amendment acknowledgment.
If a complete resubmission is not required, please confirm that the Government will continue to rely on the previously submitted Volume II Past Performance Narrative and C.11 certificate.
