About this file
This is Amendment A0001 to RFP 36C24826R0088 for home oxygen delivery services at the James A. Haley Veterans Hospital in Tampa, Florida. The amendment extends the proposal due date from April 30, 2026, to May 15, 2026, at 3:00 PM EDT and provides responses to 28 vendor questions, a revised Statement of Work (Section B.4), and a revised Price/Cost Schedule (Section B.2). The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) in Tampa is administering the solicitation.
The contract requires comprehensive home oxygen delivery and equipment rental services for approximately 1,000 veterans receiving home oxygen services, including 60 receiving active liquid oxygen. Services include initial setup and monthly rental of liquid oxygen reservoirs and portable systems, H-tank rentals and refills, cylinder refills, ultrasonic examination and testing, emergency/after-hours delivery, equipment replacement for non-retrievable items, and oxygen supplies and accessories. The contract includes one base year (October 1, 2026 – September 30, 2027) and four one-year option periods. Standard delivery hours are Monday-Friday, 8:00 AM – 5:00 PM, with after-hours service available. The contractor must complete H-tank transition within 2-3 weeks of award, maintain 24/7 emergency response capability, comply with FDA CGMP regulations and DOT/OSHA requirements, provide quarterly quality assurance reports, and maintain hand hygiene and influenza vaccination programs. Key amendments clarify equipment specifications (liquid oxygen equipment must be patient-ready rather than restricted to two-year-old equipment), specify cylinder refill quantities, add valve replacement CLINs, and address billing procedures for concentrator rentals and non-retrievable equipment. The service area encompasses Hillsborough, Pasco, Polk, Hernando, Citrus, and Pinellas counties. All offerors must acknowledge this amendment prior to proposal submission.

Amendment A0001 Questions and answers:
# QUESTION ANSWER
1 B.4 (4) Place of Performance: Home
Respiratory Care Program (HRCP) 5910-E Breckenridge Park Tampa, FL 33610.
Home deliveries will occur at Veteran residences within the HRCP service area as directed by the Government (Reference Wage Rates Tampa Counties Attachment under Section D). Question: Is there a county listing for the service area of this contract? Can this be included in the SOW?
The James A. Haley Veterans’ Hospital provides services to veterans residing in Hillsborough, Pasco, Polk, Hernando, Citrus, and Pinellas counties. This service-area description has been added to B.4 (4) of the Statement of Work
(SOW).
2 B.4 (5) Estimated Quantities (Non- Guaranteed): The quantities below are estimates only and do not constitute a guarantee of purchase. Question: Please clarify the current approximate number of Veterans receiving home oxygen services under this contract and the anticipated average patient census.
The James A. Haley Veterans’ Hospital has approximately 1,000 Veterans receiving home oxygen services. 60 of which receive active liquid oxygen.
3 B.4 (7) Annual tank testing (hydrostatic or pressure testing per NFPA standards) shall be coordinated with the COR.
Question 1: The FDA/DOT requirement for H tank hydrostatic testing is every 5 years for aluminum tanks and every 10 years for steel tanks. What is the annual testing requirement referring to?
Question 2: Can this requirement be changed to reflect the current FDA requirements for hydrostatic testing of tanks which is every 5 years for aluminum tanks and every 10 years for steel tanks.?
Question 3: If the H tanks are contractor owned, what coordination for hydrostatic testing must be done with the COR?
1. The annual testing annual requirement does not refer to hydrostatic re-testing.
Instead, it refers to the required visual inspections and leak checks conducted each year under DOT regulations— specifically 49 CFR 180.407.
2. No—the annual requirement cannot be changed to match hydrostatic testing intervals. They serve different regulatory purposes: Hydrostatic re-testing is prescribed by 49 CFR 180.209, defining intervals (5 years for aluminum, 10 years for steel) and procedures for full-pressure testing and marking. Annual inspections are set by 49 CFR 180.407, which mandates yearly checks and condition-based inspections regardless of hydrostatic test date.
3. Coordination with the COR involves providing them with documentation that verifies the hydrostatic testing has been completed. The Statement of
Work has been updated
4 B.4 (9) Standard delivery hours: Monday– Friday, 7:30 a.m.–3:00 p.m. Weekend delivery shall be provided when needed to support patient discharges.
Question 1: Is any delivery after 3:00pm considered to be an after-hours delivery?
Question 2: There does not appear to be information in the Statement of Work (SOW) regarding the expected frequency of visits for equipment maintenance. Please clarify the Government’s expectations for preventative maintenance visits and whether specific equipment types (e.g., concentrators, liquid oxygen equipment, compressors, or ventilators) require scheduled maintenance visits during the contract period.
1. Standard delivery hours have been modified in the Statement of Work B4.
Section 9 to 8:00 – 5:00pm. Any delivery after 5:00pm will be considered after hours.
2. The VA facility will be responsible for performing preventive maintenance on the equipment.
5 B.4 (9-d) Delivery Terms: FOB Destination, Contractor shall bear all transportation costs and risk of loss until acceptance at the point of delivery (veterans’ homes and VA facilities). Question: What VA facilities is this referring to?
Place of Performance: Home Respiratory Care Program (HRCP) 5910-E Breckenridge Park Tampa, FL 33610.
6 B.4 (12-F) The Contractor shall participate in quarterly QA meetings held at the VA or the Contractor’s location. The Contractor shall provide required quarterly reports per the QA program. During each meeting, the Contractor shall provide:
• Inventory of all equipment
• Detailed list of disposed equipment and supplies Question: Can clarification be provided on what type of equipment if GFP (government furnished property) and the quantities of each one?
The Government Furnished Property is listed in Request for Proposal (RFP) Section D.4 Tampa Home Oxygen Government-Furnished Property (GPF) page 80 of 116. Currently the Government does not have finalized quantities for the GFP. Offerors should prepare their proposals based on the current solicitation requirements and any reasonable assumptions. If additional information becomes available, it will be shared with all offerors.
7 B.4 (25) Security and Background Checks:
The Contractor shall bear the cost of all background investigations and comply with VA security procedures. Costs for OPM investigations may be deducted from the first invoice.
Question: Does every contractor employee have to undergo an OPM investigation? If so, what is the cost of this that will be deducted from the invoice?
The cost associated with background investigations is contingent upon the investigation tier assigned to the position and may vary accordingly. Specific pricing will be determined in accordance with applicable federal investigative service rates.
8 B.4 Question 1: There does not appear to be information in the Statement of Work (SOW) regarding procedures for Veterans who travel outside of the contractor’s defined service area. Please clarify the
(1) The VA will arrange services through the destination VA facility.
(2) Services provided for traveling Veterans is not required and will not be billed under this contract.
Government’s expectations for providing oxygen services to Tampa VA Veterans who are traveling outside of the service area, including whether the Contractor is expected to coordinate services with another vendor or if the VA will arrange services through the destination VA facility.
Question 2: Please clarify how services provided for traveling Veterans should be authorized and billed under this contract.
9 CLIN 0001 – 4001: Regular Hours: Initial set-up and monthly rental of two (2) 100-pound liquid oxygen reservoirs and 2-3 portable Helios reservoirs or equal.
Question 1: Would the Government consider separating this CLIN into two individual line items: (1) Liquid Oxygen Reservoirs and (2) Liquid Oxygen Portable Systems?
Liquid oxygen patients often require varying quantities of stationary reservoirs and portable systems depending on their prescribed oxygen flow rates and usage needs. Separating these components into individual line items would allow the Contractor to bill per unit when quantities differ from the standard package configuration.
This would help ensure billing accurately reflects the equipment being provided to the Veteran and would provide greater flexibility in situations where additional reservoirs or portable systems are medically necessary.
Question 2: This CLIN references the initial set-up only. How should billing be handled if a revision to the Veteran’s therapy requires additional liquid oxygen equipment after the initial set-up (e.g., additional reservoirs or portable systems due to increased oxygen needs)?
Should the Contractor bill the additional equipment under the same CLIN, or does the Government intend for additional units to be billed separately? If the intent is for the CLIN to function as a package, please clarify how revisions requiring quantities beyond the standard configuration should be invoiced.
(1) The package setup fee is intended to cover the complete setup of the liquid oxygen reservoir and portable system as a single unit. For this reason, the Government requires this CLIN to remain combined, as the setup is billed as one unit cost rather than separate line items.
(2) This CLIN covers the initial setup only.
If a Veteran’s therapy is revised and requires additional liquid oxygen equipment beyond the original configuration, those items should be billed separately under the applicable equipment CLINs. The initial setup CLIN functions as a one-time package, and any additional units will be determined by the VA clinicians and invoiced separately.
10 CLIN 0002 – 4002: Regular Hours: Pick-up of two Portables Helios reservoir or equal and two 100-pound liquid oxygen reservoirs. This is an Question 1: This CLIN references the pick-up of two (2) portable Helios reservoirs and two (2) 100-pound liquid oxygen reservoirs.
Please clarify whether this CLIN is intended to be billed as a single package pick-up or if the Government intends for pick-up services to be billed per unit of equipment retrieved.
Additionally, please clarify how the Contractor should invoice if the Veteran has fewer or greater quantities of equipment than the configuration listed in this CLIN at the time of pick-up.
Question 2: Additional Clarification: The CLIN description appears to end with “This is an…”. Please confirm whether the full CLIN description is complete in the solicitation.
(1) The pickup billed per package not per unit.
(2) The incomplete sentence has been removed. Reference B.2 Revised Price/Cost Schedule.
11 CLIN 0003 – 4003: Liquid Pounds refill for 100- pound reservoir. Question: Please clarify the unit of measure for CLIN 0003 (Liquid Pounds refill for 100-pound reservoir) and how the Contractor is expected to bill for liquid oxygen refills (e.g., per pound delivered or per refill event).
Per pound.
12 CLIN 0004 – 4004: Regular Hours: Delivery and set-up H tanks including tank stand and regulator (stand and regulator provided by VA). Question: Is this fee used for every H Tank delivery, including primary and backup?
Yes.
13 CLIN 0005 – 4005: H Tank Rentals.
Question: Is this line item intended for every H tank, including primary and backup?
This line item is for every H tank.
14 CLIN 0007 – 4007: Average tank refills at VA warehouse and Veterans homes. This is an estimated quantity.
Question 1: Please clarify what type of tanks are being referenced in this CLIN (e.g., portable oxygen cylinders such as E, D, or M6/B cylinders).
Question 2: Would the Government consider separating these into individual line items by cylinder size to ensure pricing accurately reflects the equipment being refilled or exchanged? This would help
(1) List of oxygen cylinders include M6, M9, E, C, and A
(2) Refills for VA owned cylinders are charged at a flat rate.
(3) Per tank
(4) The Contractor is expected to refill the tanks at their own facilities. No cylinder refills will be done at the Veteran’s home.
ensure pricing accurately reflects the equipment being provided.
Question 3: Please confirm whether the unit of measure for this CLIN is intended to be per tank refill/exchange.
Question 4: The CLIN references tank refills occurring at both VA warehouse locations and Veterans’ homes. Please clarify whether the Contractor is expected to perform oxygen tank refills at VA facilities and, if so, what equipment or infrastructure will be provided by the Government to support this service.
15 CLIN 0008 – 4008: Ultrasonic Examination to include cleaning, testing, and stamping the cylinder with the new retest date.
Question 1: Please clarify whether this CLIN applies to Government-owned cylinders.
Question 2: Please clarify which cylinder types this CLIN applies to (e.g., portable cylinders such as E, D, or M6/B cylinders, or larger cylinders such as H tanks).
Because the cost and process for ultrasonic examination and retesting can vary significantly based on cylinder size, would the Government consider separating this requirement into separate line items by cylinder type (e.g., portable cylinders and H cylinders)? This would help ensure pricing accurately reflects the equipment being tested.
(1) Yes, government owned cylinders.
(2) The Government intends for this CLIN to be applied to government owned cylinders as a single, standardized requirement across all cylinder types;
therefore, it will not be divided into separate line items.
16 CLIN 0009 – 4009: Emergency/After- Hour/Weekend/Holiday Hours: Initial set-up and monthly rental of two (2) 100-pound liquid oxygen reservoirs and 2-3 portable Helios reservoirs or equal. Pick–up of H – Tank Question 1: This CLIN appears to include multiple services, including the initial setup and monthly rental of liquid oxygen reservoirs and portable Helios systems, as well as the pickup of an H tank, all under an emergency/after-hours service designation.
Please clarify whether this CLIN is intended to cover after-hours service for the initial setup of liquid oxygen equipment, monthly rental, H tank pickup, or a combination of these services.
Question 2: Would the Government consider separating these services into individual line items (e.g., emergency setup, Liquid Oxygen Reservoir, Liquid
1. This CLIN is to cover any initial set-ups that occur after standard work hours.
“Pick up of H-tank” and “initial set-up” has been removed from CLINs 0009, 1009, 2009, 3009, 4009 and replaced with “replacement of equipment”.
There is a separate CLIN for monthly H-tank rentals. There will be no need for after-hour pick-ups of H-tanks.
2. The Government does not intend to separate these services into individual line items. We appreciate the feedback and understand the rationale; however, the requirement will remain as currently structured.
Oxygen Portable System and equipment pickup)? Separating these services would help ensure billing accurately reflects the specific service being provided during emergency or after-hours situations.
17 CLIN 0010 – 4010: For tanks that are non-retrievable:
Question 1: Please clarify whether this CLIN applies to Contractor-owned cylinders or Government Furnished Property (GFP).
Question 2: Please clarify which types of tanks this CLIN applies to (e.g., portable cylinders such as E, D, or M6/B cylinders, or larger cylinders such as H tanks) Question 3: Because the replacement cost varies significantly depending on the cylinder size, would the Government consider separating this requirement into individual line items by cylinder type to ensure pricing accurately reflects the equipment being replaced when tanks cannot be retrieved?
Question 4: Please clarify what documentation or process the Government requires for determining that tanks are considered non-retrievable prior to billing under this CLIN.
1. CLINs 0010, 1010, 2010, 3010, 4010) applies specifically to Contractor-owned H-tanks.
2. This CLIN pertains to Contractor-owned cylinders only.
3. CLIN 0010 covers non-retrievable H-tanks; all tanks under this CLIN are the same size.
4. The Contractor should provide the VA with the delivery ticket along with a brief explanation documenting the circumstances that resulted in the tank being non-retrievable.
18 CLIN 0011 – 4011: For tanks that are non-retrievable: Liquid 100 # Res Question 1: Please clarify whether this CLIN applies to Contractor-owned liquid oxygen reservoirs or Government Furnished Property (GFP).
Question 2: Please clarify what documentation or process the Government requires for determining that a 100-pound liquid oxygen reservoir is considered non-retrievable prior to billing under this CLIN.
1. CLINs 0011, 1011, 2011, 3011, 4011 applies to Contractor-owned liquid oxygen reservoirs.
2. The Contractor should provide the Government with the delivery ticket along with a brief explanation detailing the circumstances that rendered the 100-pound liquid oxygen reservoir non-retrievable prior to billing under this CLIN.
19 CLIN 0012 – 4012: For tanks that are non-retrievable:
Question 1: Please clarify how this CLIN differs from CLIN 0010, which also references non-retrievable tanks.
Question 2: Please clarify which types of tanks this CLIN applies to (e.g., portable cylinders such as E, D, or M6/B cylinders, or larger cylinders such as H tanks).
Question 3: Does this CLIN apply to Contractor-owned equipment or Government Furnished Property (GFP)?
Question 4: If this CLIN is intended to address a specific tank type, would the Government consider defining the
1. CLINs 0012, 1012, 2012, 3012, 4012 apply to portable liquid oxygen tanks, whereas CLIN 0010 applies specifically to H-tanks.
2. CLINs 0012, 1012, 2012, 3012, 4012 cover portable liquid oxygen gas tanks.
3. CLINs 0012, 1012, 2012, 3012, 4012 refer to Government Furnished Property (GFP).
4. CLINs 0010,1010, 2010, 3010, 4010 description has been changed from “For tanks that are non-retrievable” to applicable cylinder type or separating non-retrievable equipment into distinct line items by tank type to ensure clarity in billing?
“For H-tanks that are non-retrievable”.
20 CLIN 0013 – CLIN 4013: Concentrator 5L (30 day Patient) Monthly Rental Includes 30-day rental, (E, B, C) Tanks up to 12 tanks of veterans choice and Pickup.
Question 1: The CLIN references a “Concentrator 5L (30 day Patient) Monthly Rental.” Please confirm that the “30 day” reference is intended to indicate the monthly billing period, and not a limitation on the duration of therapy for the Veteran.
Question 2: Please clarify how the Contractor should bill if the Veteran’s prescription requires more than 12 cylinders during the rental period, as there does not appear to be a separate CLIN for additional cylinder quantities.
Question 3: Would the Government consider adding a separate line item for additional cylinders beyond the 12 included in this CLIN, broken out by cylinder size?
Question 4 Does this indicate that the Contractor provides the concentrator for an initial 30-day rental period, after which the VA would provide a VA-owned concentrator for the patient?
1. The “30-day” reference is meant to indicate a one-month period during which the Veteran is expected to schedule an appointment with the VA Respiratory Department for evaluation and an updated prescription. Any additional need for equipment needed after the 30 day therapy will be charged at pro-rated basis.
2. CLINs 0014,1014, 2014, 3014, 4014 description has been changed from “Tanks up to 12 tanks” to “cylinders up to 16 cylinders”
3. No.
4. Yes. The 30-day rental period is intended to cover the Veteran until they can be seen by VA clinicians. After that appointment, the VA will provide the patient with a government-owned concentrator.
21 CLIN 0014 – 4014: Concentrator 10L (30 day Patient) Monthly Rental Includes 30 day rental, (E,B,C) Tanks up to 12 tanks of veterans choice and Pickup.
Question 1: The CLIN references a “Concentrator 10L (30 day Patient) Monthly Rental.” Please confirm that the “30 day” reference is intended to indicate the monthly billing period, and not a limitation on the duration of therapy for the Veteran.
1. The “30-day” reference is meant to indicate a one-month period during which the Veteran is expected to schedule an appointment with the VA Respiratory Department for evaluation and an updated prescription. Any additional need for equipment needed after the 30 day therapy will be charged at pro-rated basis.
2. CLINs 0014,1014, 2014, 3014, 4014 description has been changed from “Tanks up to 12 tanks” to “cylinders up to 16 cylinders”.
3. CLINs 0014,1014, 2014, 3014, 4014 description has been changed from “Tanks up to 12 tanks” to “cylinders up to 16 cylinders”.
22 CLIN 0015 – 4015: O2 Supplies including Conservers, regulators, Disposables (Cannulas, Connectors, Fire Safe Valves, Racks, Stands, Carry bags / Carts etc Question 1: Please clarify what the unit of
1. The unit of measure (EA) represents the package of accessories that accompany oxygen related supplies
2. No. The government will keep the measure (EA) represents for this CLIN.
Question 2: Because this CLIN includes a variety of oxygen-related supplies and equipment, including both disposable items (e.g., cannulas, connectors, fire safe valves) and durable items (e.g., conservers, regulators, racks, stands, and carry bags/carts), would the Government consider separating these items into individual CLINs to ensure pricing and billing accurately reflect the equipment or supplies being provided?
oxygen-related supplies as a single package charge.
23 Section 6: Equipment Requirements Rental liquid oxygen equipment shall be no more than two (2) years old at installation. For each Veteran on liquid oxygen, the Contractor shall provide two (2) 100 lb companion reservoirs and two portable systems with nasal cannula and carrying bag or portable transport cart. H tanks, regulators, and stands shall be provided as required; regulators and stands are Government furnished property (GFP). All GFP equipment must be managed per FAR 52.245-1 and the GFP Transfer Log (Reference GFP Attachment under Section D). All Government-furnished and rented oxygen tanks shall be labeled according to any applicable FDA, DOT, OSHA, or other requirements.
Question: Currently, CAIRE is the only manufacturer producing liquid oxygen equipment in the United States. Due to the industry's overall shift away from liquid oxygen systems, new equipment orders often have extended lead times, sometimes several months. As a result, refurbished liquid oxygen equipment from qualified aftermarket sources is frequently utilized within the industry. Would the VA consider revising this requirement to state that all liquid oxygen equipment must be patient-ready, properly maintained, and in good working condition, rather than requiring the equipment to be no more than two (2) years old at the time of installation?
Section 6 of the Statement of Work has been revised to reflect the recommended change, ensuring that liquid oxygen equipment requirements now align with current industry availability and patient-ready standards. See B.4 Revised Statement of Work.
24 Section 7: Contractor Responsibilities Section 7 states that the Contractor shall:
Complete H tank transition within 2–3 weeks of award without service interruption Question 1: Can the VA confirm whether all H tanks are VA or Vendor owned?
Question 2: If the Contractor is responsible
1. All H tanks utilized under this requirement are vendor-owned.
2. The VA requires a 2–3 week transition period to ensure continuity of services without interruption.
for supplying H tanks for a large patient population, procurement and delivery timelines may exceed the 2–3 week transition period identified in the solicitation.
For large-volume transitions, a 90-day transition period is more consistent with typical VA contract implementation timelines. Would the VA consider revising the transition timeframe to up to 90 days following contract award to ensure adequate time for equipment procurement and patient transition without disruption of services?
25 Will you consider adding a CLIN to cover valve replacement on Government-owned cylinders?
CLINs 0016, 1016, 2016, 3016, 4016 has been added to cover the valve replacements. Reference B.2 Revised Price/Cost Schedule.
26 Will you consider changing the verbiage in paragraph 6 "Rental liquid oxygen equipment shall be no more than two (2) years old at installation." to "Rental liquid oxygen equipment will be recertified within two (2) years old at installation."
Rationale: 100-pound liquid oxygen reservoirs have a service life of 20-30 years, and the cost of these reservoirs is over $1,000 each. Portable liquid reservoirs have a service life of 5-10 years.
Section 6 of the Statement of Work has been revised to reflect the recommended change, ensuring that liquid oxygen equipment requirements now align with current industry availability and patient-ready standards.
27 Will you consider adding a CLIN for emergency deliveries (as defined as after 4:00 PM on workdays, weekends, and holidays). This will allow to cover the additional costs related to call back and overtime?
Emergencies deliveries are under CLIN 0009. After hour deliveries on weekdays begin at 5:00pm. B.4 Revised Statement of Work Section 9.
28 Will you specify the time expectations for installation for initial setups and routine deliveries?
The Contractor shall respond to unscheduled service requests within two
(2) hours.
B.4 (A0001) REVISED TAMPA HOME OXYGEN STATEMENT OF WORK
