About this file

This document is Standard Form 30 Amendment 0003 to solicitation 36C24826R0088, issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) at the Orlando VA Healthcare System. The amendment revises government requirements to include government-furnished concentrator equipment that the contractor must manage, track, maintain, and account for. The hour and date for receipt of offers is extended to September 2, 2026, 4:00 PM EDT. Offerors must submit revised price/cost proposals using the new B.2 (A0003) Revised Price/Cost Schedule by the extended deadline. Previously submitted past-performance questionnaires need not be resubmitted unless revised or replaced. Questions are due by August 21, 2026, 3:00 PM EST, submitted in writing to the contracting officer in bulleted format identifying relevant Statement of Work sections.

The revised B.4 (A0003) Tampa Oxygen Statement of Work details the contractor's comprehensive responsibilities for providing home oxygen delivery services to veterans in the Tampa area served by James A. Haley Veterans Hospital. Services include furnishing all labor, materials, equipment, supplies, supervision, permits, and transportation for liquid and cylinder oxygen delivery, setup, maintenance, equipment tracking and inventory management, and 24/7 emergency support. The contractor must manage all VA-issued equipment, monitor its full lifecycle, maintain accurate tracking information including current equipment location and veteran assignment, and provide loaner or rental equipment if VA equipment becomes unavailable. Monthly reports detailing equipment and supply issuance, device counts, and device types are required. The contract includes a one-year base period (October 1, 2026 – September 30, 2027) with four one-year option periods. The revised B.2 (A0003) Price/Cost Schedule lists 20 line items for the base period and corresponding option periods (items 1001–1019 for Option 1, 2001–2019 for Option 2, 3001–3019 for Option 3, and 4001–4019 for Option 4) covering initial setup of liquid oxygen reservoirs, pickups, liquid pound refills, H-tank delivery and rental, tank refills, ultrasonic examinations, emergency/after-hours service, regulator supplies, equipment maintenance, inventory tracking, and concentrator rentals. The estimated quantities are non-guaranteed but include 100–150 liquid reservoir rentals monthly, 700–800 H-tank rentals monthly, approximately 10,000 cylinder refills monthly, and concentrator rentals. Delivery shall be FOB Destination to the Home Respiratory Care Program (HRCP) at 5910-E Breckenridge Park, Tampa, Florida 33610, with home deliveries to veteran residences within the HRCP service area as directed by the government. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
