About this file

This is a Quality Assurance Surveillance Plan (QASP) attachment to a Department of Veterans Affairs solicitation for a Digital Signage System. The file establishes the Government's quality assurance and performance monitoring framework for contractor performance throughout the contract term.

The QASP document outlines specific performance metrics and surveillance activities that the Government will employ to monitor contractor compliance with contract requirements. Key performance standards include a 98% system availability/uptime requirement, 24-hour response times for service requests, 24/7 help desk support, and equipment restoration within 24 hours of failure notification. Installation must be completed within 60 days of contract award during standard business hours (Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays). The plan establishes the mechanisms by which the Government will verify that the contractor meets contractual obligations related to reliability, uptime capability, service responsiveness, and system restoration, with surveillance activities tied to the Performance Standards Matrix referenced in Attachment B of the solicitation.
