About this file

This document is a 47th Semi-Annual Groundwater Quality Report for the Veterans Affairs Medical Center located at 7305 North Military Trail in West Palm Beach, Florida. The report details groundwater sampling results from September 2024, focusing on arsenic and iron concentrations in monitoring wells within two primary areas: the Entrance Ramp Area and the Nursing Home Parking Lot Area. Key findings include continued arsenic concentration exceedances in multiple monitoring wells, specifically DMW-15RN (0.25 mg/L), DMW-15DN (0.061 mg/L), DMW-11 (0.14 mg/L), and DMW-14 (0.064 mg/L), which exceed the site-specific groundwater cleanup target level of 0.05 mg/L. The report notes that while arsenic concentrations have historically shown a decreasing trend, the current sampling event indicates localized increases, with DMW-14 experiencing its first exceedance since monitoring began in 2009.

The document recommends continuation of the semi-annual groundwater quality monitoring program, with specific focus on total arsenic and total iron sampling in the Entrance Ramp and Nursing Home Parking Lot areas. Additionally, the report suggests continued analysis of manganese in specific wells (DMW-3N, DMW-11, DMW-12) and total dissolved solids in others (DMW-22, DMW-23, DMW-24). The VA management is considering pursuing a "No Further Action with Conditions" request for the arsenic-impacted areas using Risk Management Option II criteria. AECOM, the environmental consulting firm preparing the report, emphasizes that while arsenic concentrations fluctuate seasonally, the impacted groundwater remains localized within the VA Medical Center property and has not migrated offsite.

Dear Mr. Perez:

AECOM Technical Services Inc. (AECOM) is pleased to present this 47th Groundwater Quality Report for the VA Medical Center site located at 7305 North Military Trail, West Palm Beach, Florida.

This report summarizes the September 2024 groundwater quality sampling results. The September 2024 data indicates that total arsenic concentrations continue to exceed the site-specific arsenic Groundwater Cleanup Target Level (GCTL) of 0.05 milligrams per liter (mg/L) within core area groundwater monitoring wells located at the Entrance Ramp Area (DMW-15RN and DMW-15DN) and at the Nursing Home Parking Lot Area (DMW-11 and DMW-14).

The current groundwater quality data for the Entrance Ramp Area remains consistent with historical trends, indicating that arsenic-impacted zones are confined to the immediate vicinity of core monitoring wells. However, the arsenic concentrations were observed to increase in the Nursing Home Parking Lot, where two monitoring wells reported an exceedance of the site-specific arsenic GCTL. While DMW-11 has a history of exceeding the arsenic GCTL, arsenic concentration exceeded the GCTL at DMW-14 for the first time in 15 years of monitoring,.

AECOM appreciates the opportunity to provide our services to the Department of Veterans Affairs on this important project. If you have any questions or require further clarification to any of the information provided in this report, please contact us at your convenience. It is AECOM’s understanding that the VA management is currently considering to pursue a request for No Further Action with Conditions for the arsenic impacted areas at the Entrance Ramp and Nursing Home Parking Lot areas using Risk Management Option II criteria per Chapter 62-780 Florida Administrative Code.

Respectfully submitted, AECOM Technical Services Inc.

47th Semi-Annual Event-Groundwater Quality Report VA Medical Center

October 8, 2024

1.0 INTRODUCTION

On September 10 and September 11, 2024, AECOM Technical Services (AECOM) completed a semi-annual groundwater quality testing event at the Veterans Affairs (VA) Medical Center (Site NO.: ERIC_10627; formerly COM_121287). A site plan of the VA Medical Center property is shown on Figure 1.

This is the 47th groundwater quality monitoring event. Since 1997, arsenic groundwater concentrations have fluctuated in the two impacted areas: the Entrance Ramp Area (Figure 2) and the Nursing Home Parking Lot Area (Figure 3).

After the 36th Semi-Annual Groundwater Quality event (December 1, 2017) requested the Florida Department of Environmental Protection (FDEP) to discontinue analyzing dissolved arsenic, total iron, dissolved iron, manganese, sulfate, and total dissolved solids (TDS), and not to replace the perimeter groundwater monitor well VA-3. On April 11, 2018, the FDEP issued a letter approving discontinuation of analysis for dissolved arsenic, dissolved iron, and sulfate. The FDEP approved discontinuation of analysis for manganese with the exception of monitoring well DMW-3N, DMW-11, and DMW-12. The FDEP also approved of discontinuation of analysis for TDS with the exception of DMW- 22, DMW-23, and DMW-24. Additionally, the FDEP approved the recommendation to not replace the perimeter groundwater monitoring well VA-3.

During the 46th groundwater quality testing event conducted in March 2024, groundwater concentrations exceeded the site-specific Groundwater Cleanup Target Level (GCTL) of

0.05 milligrams per liter (mg/l) for arsenic in the Entrance Ramp monitor wells DMW-15RN and DMW-15DN. On April 10, 2024, the FDEP issued a deliverable review letter recommending continuing the semi-annual groundwater quality monitoring of the Entrance Ramp and Nursing Home Parking Lot areas for total arsenic and total iron, and further analysis of monitoring wells DMW-3N, DMW-11, and DMW-12 for manganese, and monitoring wells DMW-22, DMW-23, and DMW-24 for TDS. A copy of the April 3, 2024, FDEP deliverable review letter is included in Appendix A.

This report documents the results of the 47th semi-annual groundwater quality sampling event conducted in September 2024.

October 8, 2024

1.1 OBJECTIVE

The long-term objective of the groundwater quality monitoring program at the VA Medical Center has been to develop and define methods for site closure based on the best available alternatives or combination of risk assessment and/or controls to minimize exposures to arsenic contamination. The objective of the groundwater quality monitoring is to collect additional information on residual arsenic and iron impacts in the groundwater at the site for trend analysis.

2.0 GROUNDWATER QUALITY

2.1 GROUNDWATER SAMPLING

On September 10th and 11th, 2024, AECOM collected groundwater samples from monitoring wells DMW-2N, DMW-8R, DMW-9RN, DMW-9DN, DMW-15RN, DMW-15DN, DMW-20, DMW-21, DMW-24, DMW-3N, DMW-3D, DMW-11, DMW-12, DMW-13, DMW-

14, DMW-22, and DMW-23.

Each well was purged using a peristaltic pump until the groundwater appeared clear and free of sediment. AECOM then collected field parameters using a YSI multimeter to record the field parameters, temperature, pH, conductivity, Dissolved Oxygen (DO), and Oxidation Reduction Potential (ORP).

The groundwater samples were placed into laboratory prepared sample containers and then stored in a cooler with ice. Each sample container was labeled with the site and well identification, date, time of collection and the requested analysis. Groundwater samples were submitted under chain-of-custody to Eurofins Test America Laboratories (NELAP #E84282) in Orlando, Florida.

Copies of the groundwater sampling logs are attached in Appendix B. Table 1 provides a summary of the groundwater field parameters. The table below summarizes the monitoring well identification, their respective location, and parameters tested during this sampling event.

3.0 LABORATORY ANALYTICAL RESULTS

3.1 GROUNDWATER ANALYSES

3.1.1 Entrance Ramp Area

Laboratory analytical results indicated a slight increase in the total arsenic concentration from the March to September 2024 in the following monitoring wells:

DMW-2N (from 0.0140 mg/L to 0.021 mg/L), DMW-9RN (from 0.016 mg/L to 0.017 mg/L), DMW-9DN (from 0.0073 mg/L to 0.036 mg/L), DMW-15DN (from 0.054 mg/L to 0.061 mg/L), DMW-20 (from 0.0016 mg/L to 0.0019 mg/L), and DMW-24 (from 0.020 mg/L to 0.023 mg/L).

The total arsenic concentrations decreased from March to September 2024 in the following monitoring wells:

DMW-8R (from 0.012 mg/L to below detection limits), DMW-15RN (from 0.290 mg/L to 0.25 mg/L), and DMW-21 (from 0.0025 mg/L to 0.0024 mg/L).

Total arsenic concentrations exceeded the site-specific GCTL of 0.05 mg/L in DMW- 15RN at 0.25 mg/L and DMW-15DN at 0.061 mg/L. The entrance ramp area arsenic -concentration map is provided as Figure 4.

Total iron concentrations within the Entrance Ramp Area monitoring wells ranged from below detection limits in DMW-8R and DMW-20 to 2.1 mg/L in DMW-15DN. Iron concentrations increased from the March 2024 sampling event (from below the Secondary Drinking Water Standard (SDWS) (Standard) of 0.3 mg/L, to exceeding the Standard in monitoring well DMW-9DN (from 0.120 mg/L to 0.51 mg/L).

The iron groundwater concentration exceeded the SDWS in DMW-2N, DMW- 9DN, DMW- 15RN, DMW-15DN, and DMW-24. Figure 5 illustrates the entrance ramp area iron groundwater concentrations for this sampling event.

The TDS concentration in the Entrance Ramp Area (DMW-24) decreased from above the GCTL of 500 mg/L in March 2024 to 450 mg/L during September 2024 sampling event.

October 8, 2024

A summary of the arsenic analytical results is shown in Table 2, and iron analytical results in Table 3. A summary of the TDS results is provided in Table 8A. A copy of the laboratory analytical reports is included in Appendix C.

3.1.2 Nursing Home Parking Lot Area

Laboratory analytical results indicated an increase of the arsenic concentrations compared to the March 2024 sampling event in the following monitoring wells:

DMW-3N (from 0.0046 mg/L to 0.0082 mg/L), DMW-3D (from 0.0220 mg/L to 0.031 mg/L), DMW-11 (from 0.047 mg/L to 0.14 mg/L), DMW-13 (from 0.0046 mg/L to 0.010 mg/L), DMW-14 (from 0.011 mg/L to 0.064 mg/L), and DMW-22 (from 0.0026 mg/L to 0.0029 mg/L)

The total arsenic concentration decreased from the March 2024 sampling event in DMW- 23, from 0.0020 mg/L to 0.00072 mg/L. Arsenic concentrations in DMW-12 remained the same.

Arsenic concentration increased from the March 2024 sampling event (from below the site specific GCTL of 0.05 mg/L to above the GCTL) in DMW-11 (from 0.047 mg/L to 0.14 mg/L) and DMW-14 (from 0.011 mg/L to 0.064 mg/L).

Arsenic concentrations in DMW-11 and DMW-14 were reported above the site-specific GCTL for arsenic of 0.05 mg/L during September 2024 sampling event. Figure 6 presents the arsenic groundwater concentrations for the Nursing Home Parking Lot Area.

Total iron concentrations within the Nursing Home Parking Lot Area monitoring wells ranged from 0.16 mg/L in DMW-22 to 6.0 mg/L in DMW-11. Iron groundwater concentrations increased from the previous March 2024 sampling event (from below the SDWS of 0.3 mg/L, to above the SDWS) in monitoring wells DMW-13 (from 0.150 mg/L to

1.6 mg/L), DMW-14 (from below detection limits to 2.60 mg/L), and DMW-23 (from 0.200 mg/L to 0.60 mg/L).

Iron concentrations were above the Standard of 0.3 mg/L in seven out of the eight sampled monitoring wells located within the Nursing Home Parking Lot area. These include monitoring wells DMW-3N (4.1 mg/L), DMW-3D (3.9 mg/L), DMW-11 (6.0 mg/L), DMW-12 (0.56 mg/L), DMW-13 (1.6 mg/L), DMW-14 (2.6 mg/L), and DMW-23 (0.60 mg/L).

Figure 7 illustrates the total iron concentrations for this sampling event.

October 8, 2024

Total manganese concentrations in the Nursing Home Parking Lot Area ranged from

0.051 mg/L in DMW-3N to 0.10 mg/L in DMW-11. The manganese concentrations were above the GCTL of 0.05 mg/L in DMW-3N (0.051 mg/L), DMW-11 (0.10 mg/L), and DMW- 12 (0.063 mg/L). The total manganese concentrations for the Nursing Home Parking Lot monitoring wells are shown on Figure 8.

The TDS concentration in the Nursing Home Parking Lot Area was 620 mg/L in DMW-22, and 540 mg/L in DMW-23 (above the GCTL of 500 mg/L). The TDS concentrations for the Nursing Home Parking Lot monitoring wells are shown on Figure 9.

A summary of the arsenic laboratory analytical results for the Nursing Home area is presented in Table 4, the laboratory analytical results for iron in Table 5, and additional parameters in Table 8A through 8C. Copies of the laboratory analytical reports are attached in Appendix C.

4.0 DIRECTION OF GROUNDWATER FLOW

4.1 POTENTIOMETRIC SURFACE MEASUREMENTS

AECOM measured the depth to groundwater in each of the monitor wells using the north side of the well casing as the reference point. The groundwater table measurements are summarized in Tables 9A and 9B. The average depth to groundwater has increased compared to the March 2024 measurements by approximately 0.65 feet in the Entrance Ramp Area and 0.34 feet in the Nursing Home Parking Lot Area.

For this sampling event, the groundwater table elevations measured in the Entrance Ramp Area indicated apparent groundwater flow to the northwest/east/southeast (Figure 10). This apparent groundwater flow direction differs from typical groundwater flow direction (southwest). For this sampling event, the groundwater table elevations measured in the Nursing Home Parking Lot Area indicated apparent groundwater flow to the southwest, consistent with historical data (Figure 11).

5.0 ARSENIC AND IRON CONCENTRATION TRENDS

Based on the September 2024 groundwater quality results, arsenic groundwater concentrations showed a general increase in the samples collected from the Entrance Ramp Area and the Nursing Home Parking Lot Area when compared to the March 2024 event, with the exception of DMW-8R, DMW-12, DMW-15RN, DMW-21, and DMW-23.

October 8, 2024

Historical arsenic concentrations have exhibited a general decreasing trendline, as shown on the attached trend charts (Figures 12 and 13).

For this sampling event, the iron concentrations were analyzed to evaluate relationship between iron and arsenic groundwater concentrations. Figure 14 presents a graph of the arsenic/iron concentration data for the core Nursing Home Parking Lot monitoring wells DMW-3N, DMW-3D, DMW-11, and DMW-12. Based upon the current data, the arsenic/iron groundwater concentrations continue to fluctuate without an apparent direct or indirect relationship.

6.0 CONCLUSIONS

The horizontal extent of arsenic groundwater concentrations appears to remain localized on the VA Medical Center property and has not migrated away from the central groundwater monitoring locations both in the Nursing Home Parking Lot Area and the Entrance Ramp Area.

In the Entrance Ramp Area, arsenic concentrations of 0.25 mg/L and 0.061 mg/L were detected in samples from monitoring wells DMW-15RN and DMW-15DN, respectively, both exceeding the site-specific GCTL of 0.05 mg/L. Groundwater flow in this area was observed to move east/southeast.

Arsenic concentrations in the Nursing Home Parking Lot area exhibited in monitor well DMW-11 (0.14 mg/L) and DMW-14 (0.064 mg/L) exceeded the site-specific arsenic cleanup target level of 0.05 mg/L. Monitoring well DMW-14 had an exceedance for the first time since the sampling events started in 2009. Groundwater flow in this area was observed to move towards the southwest.

7.0 RECOMMENDATIONS

AECOM recommends continuation of the semi-annual groundwater quality monitoring program Entrance Ramp and Nursing Home Parking Lot areas. AECOM recommends continued semi-annual groundwater sampling of the Entrance Ramp and Nursing Home Parking Lot monitoring wells for total arsenic and total iron, further analysis of monitor wells DMW-3N, DMW-11, and DMW-12 for manganese, and further analysis of monitoring wells DMW-22, DMW-23, and DMW-24 for TDS. The exceedance of site-specific GCTL for arsenic that was observed in DMW-14 will continue to be monitored during the next monitoring event. In addition, AECOM recommends sampling and analyzing perimeter wells VA-1, VA-2, VA-4 and VA-5 for arsenic and iron in the next semi-annual event.

October 8, 2024

Please note that AECOM and legacy URS Corporation have conducted groundwater monitoring at the VA Medical Center for over 20 years. The arsenic impacted groundwater at the Entrance Ramp and Nursing Home Parking Lot, although fluctuates with the seasons, has shown an overall decrease in arsenic concentrations and has not migrated offsite. It is AECOM’s understanding that the VA management is currently considering pursuing a request for No Further Action with Conditions for the arsenic impacted areas at the Entrance Ramp and Nursing Home Parking Lot areas using Risk Management Option II criteria, per Chapter 62-780 Florida Administrative Code.
