Stacy Figlinski Contracting Officer West Palm Beach VAMC: 548-CSI-144 Fisher House - Site Prep Solicitation 36C24825R0060 Phase 2 RFIs

1. Will additional handicap spaces, beyond the typical code requirement, be required for the parking lot area? Design-Build Team to design the parking lot to meet current VA and local code requirements.

2. Please confirm the sidewalks, highlighted in green, are to be included in the site prep project. Reference SOW 3.1.9 & 3.1.11. Should the Contractor(s) under the Site Prep project damage, alter, or deface sidewalks installed under separate contracts or existing sidewalks, or any existing conditions, they are to be restored by the Contractor(s) at no additional time or costs to the Government.

Sidewalk sketch below for reference only. The markup below only incudes possible updates to sidewalks in the surrounding area for the change in traffic flow due to the new Fisher House and may not be all in-inclusive of new work or repairs to existing. The Design Build Team is responsible to assess conditions and submit a design to the VA capturing sidewalks at all applicable areas per VA and local requirements. Existing sidewalks were present and accessible at the time of the bidder site walks for inspection.

3. Please confirm that arsenic testing has been added to the scope of this project through the Phase I RFI responses? Bidder to reference Appendix D - Hazardous Material of the SOW. The successful firm is responsible to collect data, generate reports indicating any areas deemed “hazardous”, and field verify existing conditions as required to complete the work under this project. The VA considers arsenic as a hazardous material.

4. What is the assumed high-water level of Lake 3? See attached file titled “F.R.S._CU-1_WATER AND SEWER PLAN Rev”

5. Please confirm the required height of the pedestrian bridge above the high-water level of Lake 3. The Design Build Team must design and install the new pedestrian bridge in a manner that meets the VA’s Barrier Free design, and other related design requirements. Should there be conflicting design requirements, the Design Build Team must submit the conflicting information to the VA for clarification.

6. Please confirm the bridge must have fencing to meet the VA’s safety & mental health standards. The Design-Build Team must design and install the new pedestrian bridge in a manner that meets the VA’s Barrier Free design, and other related design requirements. Should there be conflicting design requirements, the Design Build Team must submit the conflicting information to the VA for clarification.

7. Please clarify RFI response # 53 from the phase 1 RFIs. Please confirm that chilled/hot water systems will not be a part of this site prep project. RFI response # 53 from the phase 1 RFIs stated “Design Build Team to provide a standalone system under this project.” The response still stands. The Design Build Team under this contract must provide a standalone chilled or heating hot water system as required to satisfy the new Fisher House needs.

8. Can we receive a clear version of Appendix A – Drawings/Concept Layout? The one included in the RFP is blurry and skewed. Included as an attachment. Note, this is only a preliminary/ concept plan.

9. Regarding 3.1 Scope of Work 3.2.3. and Phase 1 RFI 29. Is the VA going to revise the bid schedule to provide a deduct amount for the transformer? Per, Phase 1 VA RFI 29 response, “a. See SOW 3.2.1 “The Contractor is responsible for the purchase, delivery installation, and activation of the transformer. Should FPL provide the transformer, a deduct must occur to VA.”

10. Reference Appendix A – Drawings and Concept Layouts and Pedestrian Bridge scope of work. The pedestrian bridge shown appears to have a curved radius. Is the bridge required to be radiused or will a straight bridge be acceptable? VA wishes to proceed with the radiused bridge as drafted by the Fisher House Foundation on Plan L-1 Site Plan Layout. Should there be design or construction conflicts with the bridge as drafted, the Design Build team must immediately bring these to the VA’s attention with full justification for clarification.

11. Our AE partner is requesting a longer design duration. Other Fisher House design schedules are 180-200 CDs based on their experience with similar projects. Will the VA revise the design schedule to 200CDs? This is needed due to the need for 60 days or so to complete surveying, Geotech and permitting.

Per the SOW, NOA +51 days are allotted to the Schematic Design process and NOA +56 days are allotted to the Design Development process which are close the desired 60 days from your A/E. The VA is open to partial design submissions should certain project activities consume more time than others. The Design-Build team must request approval in writing from the VA prior to submitting partial design submissions.

12. Will the VA provide the current Storm Water Management Plan? Contractor DB team needs this document to assess dewatering issues associated with installation of utilities especially if groundwater is encountered at 2-3’ below grade or less. The VA cannot maintain this document will be provided to successful offeror if the DB contractor is to include dewatering in our bid. See EHRM Combined Site File Excerpts. Bidder to submit an additional RFI detailing exactly what information is being requested. EHRM Combined Site File includes landscape plans, civil plans, erosion & sediment control plans, grading & drainage plans, etc.

Background Dewatering Information: During the construction phase of the WPB Medical Center
and the Nurse Home Care Unit (CLC) a prior land usage study was required because the previous
land usage was a golf course. During the environmental studies, two arsenic hot spots were
encountered, one on the main ramp area to the top of the parking garage and in the entrance area to
the NHCU/CLC (north lot) which were performed under a contract with Dames and Moore. The VA
was issued a consent order to remediate the arsenic contamination. The VA worked with Dames and
Moore throughout the construction phase to remediate the contamination without resolution and
continued for around 10 years with various treatment options and remediation efforts along with
routine testing and reporting to SFWMD. After 2012, Jon Roberts worked on resolving the issue by
requesting a no further action from SFWMD based on the 15 years of testing and various water flow
studies to show that the arsenic plumes were stable and not moving along with installing sampling
wells upstream and downstream of the arsenic plumes. It is very critical to understand the current
status of the “No Further Action Request” or resolution to the situation. Submitting a dewatering
permit for this project as it relates to the contamination plume on the main entrance ramp could open
up an issue that isn’t easy to resolve. It should also be noted that the timeline for getting an approval
to dewatering on this site could take a very long time to get approved and it would require additional
monitoring to make sure that the draw down associated with the dewater activities did not cause the
arsenic plume to migrate towards the Northeast (ground water flow to the canal – from previous
ground water flow studies performed during the remediation efforts.
a.If we must dewater, then the dewatering permitting can take an extremely long time to get a
permit. How will the VA incorporate this permitting phase into the Task Order performance
period? Obviously, design must progress far enough for the permit application and cannot be
completed until the permitting process is finished.
b.How is the dewatering permitting to be addressed if it turns into a major issue during the
permitting process?

VA acknowledges receipt of this information. Note, the Nurse Home Care Unit (CLC) was constructed on the other end of the WPB campus which is in total approximately 2.7M SQFT. The Design Build Team to identify and obtain all required permits as part of their project plan (Ref. SOW Appendix C #6). At any point in the project, for any reason, if the Design Build Team believes they will miss a deadline they shall notify the Contracting Officer in writing with full explanation and justification for VA review and response.

13. Please advise if all disturbed areas which are currently landscaped will require the installation of sod and a temporary irrigation system connected to the temporary site power? Ref. SOW Section 3.1.5 “The Contractor must cut, remove, and dispose timber, trees, stumps, shrubs, roots, grass, weeds, rubbish, and any other objectionable material resting on or protruding through the surface of the ground that might affect the construction process in the future or hinder the project to be done. The Contractor must only remove trees and other vegetation when specifically authorized to do so and must avoid damaging vegetation that will remain in place. Live tress must be trimmed of all dead and diseased limbs and branches. Any damage to existing tree crowns, trunks, or root systems must be repaired immediately. Cut surfaces must be treated with an acceptable tree wound paint and topsoil spread over the exposed root area. Stabilized grass sod must be laid with a pond pump irrigation system powered by the temporary power panel.”

14. Lots 18/19 were constructed with pervious concrete to avoid expanding one of the lakes for additional storm water storage. The SOW indicates we are to patch the lots with asphalt, is asphalt acceptable for patching the pervious concrete? Reference Civil Construction Note #2 “RESTORE SITE TO EXISTING CONDITION, INCLUDING BUT NOT LIMITED TO: ASPHALT, PAVEMENT MARKINGS, SIDEWALK, CURB AND GUTTER, GRASS, AND LANDSCAPING” from the solicitation package drawing attachments. Additional references CS-501 and CS-503 attached in the Phase 2 VA RFI responses attached.

15. Reference SOW, paragraph 3.2.9. Please clarify if the irrigation system for the Fisher House is required to be connected to the existing irrigation system or a new irrigation system with a pump connected to the existing lake? The new irrigation system for the Fisher House must utilize water from the adjacent lake. Under the Site Prep project, the Design Build Team must provide a connection point for the new Fisher House at the existing 4” main irrigation line located along Flag Drive. System must be full and complete including a lake pump and float conduit to the adjacent lake.

16. Reference SOW, paragraph 3.2.10 and RFI Response to Question 71 (Phase 1). Please clarify if the Fisher House is providing the transfer switch, distribution panel, etc., for the generator system? Also, please advise on the size of the generator and fuel requirements for the generator, i.e., just life safety loads or full emergency, and continuous operation for 3 days, etc. Bidder to explicitly state which items are in question for VA review and response purposes. “Etc.” will not be accepted. Purchase, delivery, and installation of a generator for the new Fisher House not under the Site Prep project. Generator calculations/ design and connection point to be captured under this project, however, the Fisher House Foundation will provide the physical connection and related components (Ref. SOW 3.2.11). Assume backup generator to be able to supply 100% back up power. Reference SOW Section 18-h. GENERATOR SIZING CALCULATIONS.

17. Is the site prep contractor required to supply the emergency power generator as a part of this task order or is the generator to be supplied and installed by the Fisher House Foundation? Site Prep Contractor to provide connection point to the new Fisher House. Purchase, delivery, and installation of a generator for the new Fisher House not under the Site Prep project. Generator calculations/ design and connection point to be captured under this project, however, the Fisher House Foundation will provide the physical connection from the Fisher House connection point to the Site Prep connection point, and related components (Ref. SOW 3.2.11). Site Prep Design Team to prepare and submit to the VA GENERATOR SIZING CALCULATIONS as required by Section 18.4 of the SOW.

18. Reference SOW, paragraph 3.3.6. Please clarify that this project includes the noted raceway(s), cabling as noted, to support the noted special systems? Confirmed. Also reference Section 18 – Electrical of the SOW.

19. Reference SOW, paragraph 4.1.1. Please clarify this statement as it applies to submitting the CPM schedule as noted prior to the NOA? SOW, paragraph 4.1.1 is in regard to the Design Build Team furnished schedules during the Design and Construction phases. The schedules under this section may include activities and durations under those noted prior to the NOA but are not exclusive. Reference other paragraphs under Section 4.1 of the SOW for information towards schedules when the project is active.

20. Reference SOW, paragraph 4.2. What is the period of performance for this contract with 4 design submissions? Note: Paragraph 6.4.3. notes 14-day review cycle for each submission and no work can start until the design is approved. Reference SOW Section 4.3.1 for Design and Construction timeframes. The VA is open to partial design submissions should certain project activates consume more time than others. The Design-Build team must request approval in writing from the VA prior to submitting partial design submissions.

21. Reference SOW, paragraph 6.2. Does this project require a Third-Party Safety Professional Review? Reference SOW Section 6.2.1, “The Design Build Contractor is responsible to obtain a CITP to review drawings in refence to NFPA Life Safety and Fire Protection Compliance per VHA Directive 7712.”

22.Reference Phase 1 RFI 67 regarding easements.
Background Easement Information: Easements for VA Facilities are handled by the VA's Office of
Construction & Facilities Management's ORP (Office of Real Property) Team. FP&L will require a
finalized and executed easement to install a new service and meter for the New Fisher House. Our
experience with obtaining an easement through the proper channels in the VA has taken over a year to
get a finalized and executed easement from the VA. We would recommend that the VA use a Utility
Agreement with FP&L to provide the new service (600A, 208/120V, 3 phase service to the property
line (from the existing pole to an underground pull box within FP&L's easement) with a pull box
located on the VA's property line and have the contractor for this project complete the secondary
feeder to a new NEMA 3R Distribution Panel Board at the Fisher House Site, or have FPL provide
primary service to a new pad mounted transformer provided by either FP&L or by the contractor
awarded this project.
a.What is the electrical work required under this contract associated with the new 600A service
noted for the new Fisher House? Reference SOW 3.2.3, “The Contractor must design, purchase, deliver, construct, and install a 220KVA (600amp) 120V/ 208V-3 phase service.” Also see SOW 3.2.1 “The Contractor must verify temporary 120V power is available to the construction zone and provide temporary power for site preparation purposes. The Contractor is responsible for the purchase, delivery installation, and activation of the transformer.”

23. When this project was previously solicited, the layout documents showed a retaining wall. Now, in the Phase 1 RFI 61. you have stated IF a retaining wall is required it will be up to the DB team to design and construct. IF the wall is required, what is the VA requirement for its construction and appearance? Is it to be precast, sheet piling, concrete, or wood timber and is it required to be painted? Site Prep Contractor to include a bid alternate for a retaining wall. Should the Design Build Team determine a retaining wall is required, the VA will elect to implement the retaining wall in the project. Design, including materials and finish, are the responsibility of the Design Build Team. Architectural finish of the retaining wall to match existing conditions. Finish to also match the pedestrian bridge. The VA will act as the final authority on architectural/ finish features proposed by the Design Build Team.

24. What is the relevance of the attachment for 2nd floor plan for the VCI WPB SPS Expansion with this project? Disregard. File was attached to the WPB VAMC campus map for unknown reasons.

25.It seems that the VA RFI responses went to great lengths in most responses to RFI questions to avoid yes or no responses & send the contractors back to the VA TIL that is not totally clear in relevance to this project.
a.Can the VA be more detailed in their responses on what they are expecting on RFI requests so that
it keeps the bids from each contractor to be the same & not left up to individual interpretation of
the boiler plate VA TIL? This is not a Request for Information. Should there be any discrepancies or unclear information in the solicitation package, the Bidders are welcome to submit RFIs for clarification.

26. We understand this is a design build project but with several phase 1 RFI questions requesting as-builts (As in question #7) & the VA response upon award VA will supply requested as-builts. With final connection points to be determined during design it would help in costs for all contractors making the connections to existing services in the same area. Preferred connections points land plan north of the future Fisher House location in the parking area. See proposed location plan below. Note, the drawing is preliminary and may be subject to revisions for design or construction considerations.

a.Can the VA detail the VA preferred connection points to existing services for drainage?
b.Can the VA detail the VA preferred connection points to existing services for sanitary?
c.Can the VA detail the VA preferred connection points to existing services for water?
d.Can the VA detail the VA preferred connection points to existing services for electrical?
e.Waiting to supply as-builts till after award could cause request for equitable adjustment.
27.Phase 1 RFI # 7 requested MEP as-builts & being this project will be performed outside the main hospital buildings will VA request to have all subcontractors submit information to receive VA construction badging? Contractor badging will be required while working on VA property. Information may include, date of birth, social security number, address, copy of active driver’s license. Extent of badging will be determined by the period the Contractor will be on site. Short-term workers (approximately 30 days or less) may only require a temporary badge, long-term workers (approximately 30 days plus) will require a VA issued PIV badge. Contractors to schedule meetings with the local VA Engineering office to exchange the required information.
a.If above is yes will there be a cost per person to receive VA construction badges? The VA does not anticipate charges to the Contractor for badging services.
28.With Phase 1 RFI #33 requesting information on existing storm water management plan & the VA response id this will be distributed to successful firm.
a.Not being supplied this information during the bid process can affect the final design &
construction costs after the award. This is not a Request for Information. Should there be any discrepancies or unclear information in the solicitation package, the Bidders are welcome to submit RFIs for clarification.
b.Can the VA supply the VA contact for local storm water permitting for this VA facility? Local POC for all inquiries/ project correspondence post-award will be the designated COR. The COR will then direct contractor submitted questions/ comments/ concerns to the appropriate hospital service if applicable.
29.With Phase 1 RFI #37 requesting information on existing as-built sanitary sewer main drawings serving building 13 & 14. Additional information attached, including water and sewer plans.
a.Not being supplied this information during the bid process can affect the final design &
construction costs after the award. This is not a Request for Information. Should there be any discrepancies or unclear information in the solicitation package, the Bidders are welcome to submit RFIs for clarification.
30.With the VA stating that all new service connection points to be within 5' of the new fisher House location & no info on where each service enters building.
a.Will this final end location be 5' from the center of the proposed building floor plan?
b.Or will the VA supply approximate location with RFI responses the 5' from the Fisher House for
each service location to the building?

See below for proposed utility connection points plan North of the new Fisher House location. Note, the drawing is preliminary and may be subject to revisions for design or construction considerations.

31.With Phase 1 RFI #43 requesting information on existing as-built sanitary sewer main.
a.VA response that design team must perform utilities locate & be marked. How is this to be
completed during the bid phase? Additional information attached, including water and sewer plans.
b.This information should be supplied by the VA of a relatively close location during the bid process
& be verified during design.
32.With Phase 1 RFI #51 requesting information on existing as-builts in CAD.
a.It would be helpful for the VA to supply Fisher House location & floor plan in CAD for the
proposal requested supplied plans. The VA has requested CAD files from the Fisher House Location for the new Fisher House. The Fisher House Foundation is unable to release CAD or BIM files until contracts are awarded.

33. With Phase 1 RFI #61 requesting information if costs for installing retaining walls will be included in the base bid for this project. A. will contractors only include cost to investigate the need for the possibility of building retaining walls in the design cost & not cost for supplying retaining walls? As stated in the VA’s Phase 1 RFIs response, “Assessment of the need for a retaining wall at pond(s) surrounding the new Fisher House shall be completed the Design Build Team during their site visits and design document preparations.” Site Prep Contractor to include a bid alternate for a retaining wall. Should the Design Build Team determine a retaining wall is required, the VA will elect to implement the retaining wall in the project. Design, including materials and finish, are a responsibility of the Design Build Team. Architectural finish of the retaining wall to match existing conditions. Finish to also match the pedestrian bridge. VA will act as the final authority on architectural/ finish features proposed by the Design Build Team.

B. There were phase 1 RFI questions on the final finish floor elevation & elevations around the new Fisher house & without this information not sure it can be calculated at bid time the need for retaining walls. Bidders were welcomed on two occasions to the WPB VA campus to investigate surrounding areas, assess elevations, and conduct surveys. Buildings, 13, 14, 22, and 23 all surround the future Fisher House location.

34.With Phase 1 RFI #71 requesting information on the emergency generator, from the long response is it to be understood.
a.Within this proposal the emergency generator will not be supplied & installed? Purchase, delivery, and installation of a generator for the new Fisher House not under the Site Prep project. Generator calculations/ design and connection point to be captured under this project, however, the Fisher House Foundation will provide the physical connection from the Fisher House connection point to the Site Prep connection point, and related components (Ref. SOW 3.2.11).
b.Is it to be understood within the site prep design the site prep design engineers are to investigate
the possible need for an emergency generator at the Fisher House? Confirmed. Design Build Team for the Site Prep is responsible to assess and submit to the VA Generator Sizing Calculations (Ref. Appendix C – h.)
c.If it is found there would be a need for an emergency.
35.Please see attached plan L-1 site plan included with phase 1 RFIs from Fisher House Foundation design team. Looked through all the site plans & none of them are marked with the site prep limits of construction (LOC).
a.We understand underground utility connections may be outside the site prep LOC, please mark a
site plan the main LOC area for the Fisher House Site Prep building & parking area for this
project? Approximate construction zone boxed-in below. Area below to be used as a general reference only. Design Build Team to detail the construction zone on the design documents.
36.On site plan LI we understand that at each end of the pedestrian bridge included in phase 1 RFI concrete landings will be installed.
a.On east side of the pond will pedestrian bridge landing have sidewalk connecting to the existing
sidewalk? “The landings for both sides of the bridge must be concrete and transitioning to the closest walkway.” Ref SOW. 3.2.13
b.On west side of the pond behind the future Fisher House will pedestrian bridge landing include
installing sidewalk & landscaping area in this project? “The landings for both sides of the bridge must be concrete and transitioning to the closest walkway.” Ref SOW. 3.2.13
c.Will (2) benches be supplied & installed on each end of pedestrian bridge for a total of (4)
benches? Benches by the Site Prep Contractor. Ref SOW. 3.2.15.
37.Please see attached picture for Fiber Optics.
a.Please see the area marked in red for location of fiber optics pit on SE area of future Fisher House.
Will this need to be relocated? Site Prep Contractor to relocate as necessary to successfully complete the work under this project. Design Build Team to verify if the existing conflicts with the construction zone(s).
b.Please see area marked in Blue this seems to be a ground water test well. Will this need to be
closed out & removed under this contract? Site Prep Contractor to relocate as necessary to successfully complete the work under this project. Design Build Team to verify if the existing conflicts with the construction zone(s).
c.Please see area marked in orange. Will this solar panel system need to be relocated under this
contract. Site Prep Contractor to relocate as necessary to successfully complete the work under this project. Design Build Team to verify if the existing solar panel system conflicts with the construction zone(s).
38.Please see the attached underground site plan Site Prep Contractor to relocate lines as necessary to successfully complete the work under this project.
a.See area of underground electrical line that seems to run under the future Fisher House. Will this
need to be relocated? Contractor to relocate lines as necessary to successfully complete the work under this project.
b.Please see the underground line marked (15) what is this & will it need to be relocated? It appears the Line marked (15) is a topographic line indicating elevation.
c.It seem the fiber optics line leaving the ground pit seems to run under the future Fisher House.
Will this need to be relocated. Contractor to relocate lines as necessary to successfully

complete the work under this project.

d.If yes on Fiber optics line VA will need to produce information & will need to give information on
new path. To support design/ construction efforts, the VA will investigate and distribute their findings to the successful bidder. Bidder to assume the line is live and in use. Investigation and survey of existing conditions falls under the responsibility of the Design Build Team in order to generate a feasible design.

39. Will VA except existing material that make up the parking area at the be replaced as same? Site Prep Contractor to restore site to existing conditions, including but not limited to asphalt, pavement, markings, sidewalks, curbs, gutters, grass and landscaping.

40. Can the VA markup the L1 plan attached for sidewalks to be installed?

41.Can the supports for the pedestrian bridge supports be changed from steel to precast? Ref. SOW 3.2.13 “Handrails are to be made of galvanized iron and decking must be made of composite decking. The width of the bridge must be 8’. Trusses and beams are also to be galvanized and painted. The Design Build Team must present options to the VA in writing for final approval prior to installations. The landings for both sides of the bridge must be concrete and transitioning to the closest walkway. Should the Design Build Team propose a deviation to the requirements under this SOW, they must do so in writing with full justification and supporting information to the VA for approval prior to design finalizations and installations.” & SOW 3.2.12 “The bridge must be designed to meet all state and federal regulations as well as ADA guidelines.”
a.Can handrail on the pedestrian bridge be changed

42. Will contractor compound for EHRM building be removed before Fisher House Site Prep project begins? The West Palm Beach VA Medical Center consistently has ongoing construction throughout the campus. As of April 2025, there is an ongoing “EHRM” project adjacent to the future “Fisher House Site Prep” construction site.
