About this file
This document is an Amendment (0001) to Solicitation 36C24825R0026 for the construction of a new Hybrid Operating Room at the VA Caribbean Healthcare System in San Juan, Puerto Rico. The amendment provides responses to 23 request for information (RFI) items covering critical project details such as work hours (recommended 6:00 a.m. to 4:00 p.m.), asbestos removal specifications (approximately 2,200 sq. ft. of ceiling fireproofing and 2,000 sq. ft. of vinyl floor tiles), temporary facility logistics, and contractor requirements. Key contractor obligations include providing a dedicated Project Superintendent with hospital/clinic construction experience, a Site Safety Health Officer, obtaining necessary permits for asbestos abatement, and submitting detailed plans for equipment rigging and movement.
The RFI responses address technical, logistical, and operational aspects of the project, including equipment placement, HEPA filtration solutions, temporary exhaust systems, parking arrangements, and crane pick locations. The VA will provide limited temporary storage space for materials used within a two-week period and potentially a dumpster location. Contractors must comply with specific requirements such as using manual punch code locks for construction access doors, coordinating with existing facility operations, and following VA specifications for plumbing fixtures, HVAC design, and construction processes. The amendment also includes attachments such as a site visit sign-in sheet, rigging plan, and additional specification documents.

Please provide the location for the Contractor’s temporary facilities (storage trailer, office, dumpster)
Due to the high volume of projects currently underway at the facilities, we do not have available staying area for office trailers and storage. However, during the construction process, we could designate a temporary space to store the materials that will be used within a two-week period, as well as a temporary space to install a dumpster if such a requirement is needed.
3.
If the temporary exhaust air system could not be directed outdoors due to the existing conditions, please advise if the HEPA-filtered air could be directed into an existing exhaust system.
Yes, HEPA Filtrated Air equipment could be tie in into the existing ductwork distribution as a Temporary solution to be in compliance with the room pressurization during the construction process, and compliance with the ICRA permits.

The recommended schedule is from 6:00 a.m. to 4:00 p.m. (AST), but it is necessary and flexible to operate at any other time as needed, based on the contractor’s recommendations, to minimize the impact on adjacent areas due to noise, equipment movement, or waste disposal.
5.
As per Specification 02 82 11, section 1.1.2 (extent of work), item B indicates the following: Removal, clean-up and disposal of asbestos containing materials (ACM) and asbestos/waste contaminated elements in the project work area, for the following approximate quantities: 2,200 s.f. area above ceilings, pipe insulation
Contractors must remove, clean-up and disposal of asbestos containing materials (ACM).

The recommended schedule is from 6:00 a.m. to 4:00 p.m., but it is necessary and flexible to operate at any other time as needed, based on the contractor’s recommendations, to minimize the impact on adjacent areas due to noise, equipment movement, or waste disposal.
12.
To lift the equipment to the Penthouse we will need a crane. To use such crane, will Contractor need to require a test boring study?
The contractor is responsible for reviewing all structural studies, site conditions, and necessary coordination to ensure that the equipment can be safely lifted to the penthouse. Prior to any equipment movement, the contractor must submit a detailed rigging plan for VA approval. No equipment shall be moved until this plan has been reviewed and approved by the VA .I’m not certain if a boring study is required for this specific task, but, if necessary, the contractor should take it into consideration and include it in their planning and submittals.
13.
Please indicate if Contractor will have access to cargo elevator to lift materials?
Yes, the cargo could be available as long they are operational.
14.
