The questions made in response to the aforementioned solicitation during the September 12 site visit, and their answers as follows:

1- Question: Shall the Contractor to whom this contract is awarded be responsible for mayor repairs?

Answer: Yes. The resultant contract is for preventive maintenance services and repairs. This is to include minor and mayor repairs.

2- Question: Can the fill media of the cooling towers be cleaned without removing it from its respective cooling tower?

Answer: No. The only exception for this being the fill media for the Marley cooling towers, which can be cleaned without removing them. The reason for this exception is because the fill media from the Marley cooling towers has a high probability of breakage while being removed. The fill media for all other cooling towers shall be removed before cleaning. This exception has been added to section 4.6 of the revised Performance Work Statement (PWS), which can be seen attached to this amendment.

3- Question: Can there be increases in the contract once awarded, due to changes in market conditions?

Answer: No. The only authorized increases will be those that result from changes in the applicable Wage Rates, since this contract will be subject to the Service Contract Labor Standards (Wage Determination No. 2015-5707). Therefore, in the event of any changes or increases in wage rates the Contractor shall submit a quote that reflects the impact this wage rate increase had on the pre-established contract prices. After the Contracting Officer determines that the quote is fair and reasonable to the Government, and funding is confirmed, the wage rate change shall be implanted into the contract via supplemental agreement (see FAR 52.222-43).

4 - Question: Shall the Contractor also maintain the structural support from each cooling tower?

Answer: Yes. This structural support is considered to be part of the cooling tower system. Section 3.6 has been added to the revised PWS, to state this accordingly.

5 - Question: Will the Contractor receive a water quality report, respective to the quality of water entering each cooling tower?

Answer: Yes, those reports can be provided upon request, once the contract is awarded. Additionally, section 15 of the PWS has been added, to provide water quality information.

6- Question: Is the Contractor responsible of maintaining the Variable Frequency Drives (VFD) associated with these cooling towers?

Answer: No. These VFDs are maintained under another contract. Sections 3.5 and 4.1 have been revised to remove the mention of these VFDs.

7- Question: Will the Contractor to whom this contract is awarded be responsible for the controls?

Answer: The Contractor shall only be responsible for the controls that are part of the cooling towers components. Not the facility controls.

8- Question: Can the tonnage capacity for each cooling tower be provided?

Answer: Yes. The tonnage capacity has been added to section 14 of the PWS.
