This Contractor shall provide all materials, labor, supervision, tools, supplies, transportation, and equipment necessary to perform full preventive maintenance service and required repairs to these cooling towers. Included are all inspections, adjustments, tests, and repairs necessary to keep the cooling towers covered under this contract in a continuous and reliable use, while functioning at their designed capacity and efficiency. These units shall be maintained in accordance with terms and conditions stated herein.
2.0 Period of Performance: The period of performance for this service contract will be one (1) twelve (12) month base period, and four (4) twelve (12) month option periods.
3.0 Specified Tasks and Associated Deliverables:
3.1 The Contractor shall be responsible for the maintenance of the cooling towers listed in listed in Section 5 of this PWS, as per manufacturers recommendations and the conditions stated in this PWS. The Contractor shall regularly and systematically perform required maintenance of the equipment and provide callback service as conditions warrant and shall repair or replace all portions of the cooling towers listed under this contract.
3.2 The Contractor shall provide qualified technician(s) (as defined in section 6 of this PWS) to provide maintenance and repair services of the VACHS cooling towers. The cooling towers original manufacturer's recommended maintenance and repair recommendations shall be followed, along with other specifications delineated in this PWS, in the rendering of these services.
3.3 The Contractor shall not perform any scheduled maintenance or repair that requires the unit to be off-line or shutdown unless the Contracting Officer’s Representative (COR), in coordination with the VACHS Operations Control Center (OCC) personnel, ensure all power sources to the unit, such as valves and electrical main power, are disconnected.
3.4 The Contractor shall not manipulate any valve, control, automatic device, lock-out control, or heat load transfer system unless it has been secured by VACHS OCC personnel.
3.5 Equipment specified in this paragraph shall be maintained in first-class condition to meet the cooling tower’s initial performance capabilities. The Contractor shall be responsible for the replacement of any damaged parts such as: electrical motors, water diffusers, valves, level control, belts, gear case, fill media, dampening device, unit structural components, fan assembly, pump strainer, enclosure, piping, hangers, catwalk, filtration system, lightning arrester and any other mechanical or electrical device, up to the main electrical power disconnect, that is part of the cooling tower system and upstream the piping system ending at the pump strainer. All cooling towers components must always be maintained operational and clean, free of dust, grease, stains or anything else that may affect the operation and appearance of the unit or the unit’s components.
3.6 The structural support for each Cooling Tower shall also be maintained under this contract, as it is considered to be part of the Cooling Tower System.
3.7 The Contractor is responsible for each cooling tower unit’s conditions, starting with this contract’s effective date. For the purposes of this contract, the cooling towers manufacturer's maintenance requirements are considered the minimum acceptable requirements for such units.
3.8 If specific equipment belonging to the cooling towers covered under this contract require additional maintenance for their safe and reliable operation, the Contractor shall perform such maintenance, after obtaining approval from the COR. Any services that involve electrical work shall be performed by a licensed electrician.
3.9 The contractor shall maintain the Cooling Towers area clean and free of debris for up to fifty (50) feet away of each unit.
3.10 The Contractor shall notify the COR for any maintenance issues that may be caused or related to water treatment, the concentration of chemicals in the cooling towers water, or water treatment parameters in order for the COR to coordinate their correction.
3.11 Cooling towers are monitored on a regular basis by the VACHS Environmental Regulatory Section (ERS) for the control of Legionella growth. If a chemical remediation procedure is requested by the ERS, the Contractor shall coordinate with the COR for such chemical remediation. However, the Contractor shall not be performing such chemical remediation. If a mechanical remediation is requested by ERS, the Contractor shall perform a mechanical cleaning within the time frame established by ERS.
4.0 Scheduled Maintenance Program:
4.1 A scheduled maintenance program shall be provided, kept, and used by the Contractor to maintain the cooling tower units at an optimum operating efficiency. The scheduled maintenance program shall be previously approved by the Contracting Officer (CO) and COR. The acceptance will be based on each cooling towers original manufacturer’s recommendation, the Cooling Technology Institute (CTI), and the guidelines provided below. The stricter of the three (3) shall determine the preventive maintenance schedule.
4.2 Contractor shall ensure cooling towers optimum performance with zero failure rate.
4.3 Contractor shall provide in writing the preventive maintenance protocol (policies and procedures), including the methods and frequency of testing and verifications of performance for the equipment.
4.4 Service Reports: Each preventive maintenance service shall be scheduled and completed in a computer prepared service report, detailing exactly what was performed during each service, and to which unit the service was performed. Also, the service report shall state what special tools, instrumentation, and diagnostic programs were used to maintain the system at an optimum efficiency. This service report shall be submitted to the COR two (2) days after the service is performed.
4.5 Summary Report: On a monthly basis, a Summary Report shall be prepared by the Contractor, and will be provided to the COR no later than five (5) business day of the following month. The template for the report needs to be approved by the CO/COR prior to the beginning of this contract’s performance.
4.6 Fill media shall be mechanically cleaned twice (2) a year by the Contractor. The Contractor shall dispose of all the scaling removed from the fill media outside the VACHS facility, in accordance with federal and state regulations. Mechanical cleaning products can be discarded through the sanitary piping or drainage, by separating the solid material. Material that may clog or affect the sanitary piping system shall not be discarded through the VACHS facility’s sanitary pipe system. The Contractor is responsible for discharges affecting the VACHS facility’s sanitary piping system. The Contractor shall not discard, directly or indirectly, any material as a result from the maintenance and repair of any cooling tower through the VACHS facility’s stormwater drain system. Fill media that must be cleaned outside each unit’s enclosure shall be removed from the VACHS facility premises prior to being cleaned. The only exception shall be the fill media of the Marley Cooling Towers, which shall be cleaned without removing them from their respective Cooling Tower, since these have a higher risk of breaking while being removed. The Contractor is responsible for any illegal discharge through the VACHS facility’s stormwater drain system that may reach any natural water body.
4.7 After completion of each mechanical cleaning, the Contractor shall clean the pump strainer associated with the unit that was serviced. Before unit start-up, the Contractor shall coordinate with the COR, in order for the COR to coordinate the desired chemical concentration levels in the unit’s basin.
4.8 Each filtration system shall be serviced every month. Filter media shall be replaced on a monthly basis.
4.9 Water level shall be verified daily on each Cooling Tower, and a daily log shall be created to prevent any failure. The Contractor is responsible of ensuring the water level in each unit meets the manufacturer’s specifications.
4.10 The Contractor shall utilize and provide procedures and checklists with worksheet originals indicating work performance and actual values obtained at the completion of the preventive maintenance (PM) service. The Contractor shall submit their checklist of PM to the COR for approval, prior to performing any type of work.
