About this file

This document is a set of responses to questions from contractors regarding a federal solicitation for an asbestos survey at the Department of Veterans Affairs (VA) Lake Baldwin facility.

The solicitation is for a firm-fixed-price contract to conduct a comprehensive asbestos survey of 19 buildings over a 90-day period of performance. Key details include:

  • The contractor will be provided escorts and access to the buildings, with some limitations in patient care areas.
  • Electronic CAD drawings will be provided, and an itemized survey testing plan is required.
  • The contractor must use a third-party accredited laboratory for sample analysis, but may use an in-house accredited lab if allowed.
  • Multiple survey reports are required, which can potentially be consolidated into a single comprehensive report.
  • Pricing is structured with separate contract line items for the main campus, Lakemont building, and additional sampling/analysis.
  • The solicitation is set-aside for small businesses, but ServiceDisabled Veteran-Owned Small Businesses will receive full credit.

9
PWS, paragraph 15.
Section 15 of the solicitation references a single report; however, Section 15 outlines three different reports. In addition, the survey will encompass 19 buildings over 2 consecutive periods of performance. Does the VA want a single report for all efforts, or individual reports for each building?

Under section B.2 Price/Cost schedule, what is the acronym "SV" stand for? i.e: 1001AA for the Main Campus/ Main Clinic has the number one (1) under Quantity and "SV" under Unit. Next to it, there is a blank section to fill in for Unit Price and a blank section to fill in the Total. Is this a cost per sample you are looking for? Or a general dollar amount per building that you are looking for? in this example, the main clinic for item 1001AA? We need some clarification on this in order to provide the most accurate information on pricing.
