COMMENT(s)/QUESTION(s)
GOVERNMENT’S RESPONSE

General Question

How will access to all building areas be provided? Should the Contractor expect a VA escort/representative, to be issued keys, etc.?

Yes, a government representative will escort the contractor during the period of performance and keys will be available to space requiring survey.

2
General Question
What working hours will be expected (particularly related to patient care areas, surgical spaces, etc.)? What percentage of the total building areas should the contractor expect to have limited access.
Refer to Revise PWS, paragraph 5.
3
General Question
Are exterior areas/roofs to be included in the scope of the surveys? If so, is permanent roof patching/repair to be included in the price?
No exterior or roof areas are included in the scope of the survey.
4
PWS, paragraph 13
Will electronic CADD drawings be provided? (e.g., dwg).

Refer to Revise PWS, paragraph 13.

5
PWS, paragraph 17
What is the Government’s expectation for the “itemized survey testing plan” to be included in Volume 2? Is this the same as the Schedule Milestone Plan to be provided as indicated in Section 17 of the solicitation?
Refer to Revise PWS, paragraph 17 and Section 52.212-1, Volume 2.i.
6
General Question
Are the dates of construction for each building available/can be provided?
Refer to Revised PWS, paragraph 4.
7
PWS, paragraph 17, Item Numbers 1001, 1001AA. 1001AB and 1001AD
Section 18 of the solicitation says the draft report is due within 90 days of commencement of assessment activities, but Section 17 indicates the report is due no later than one month before the end of the Period of Performance. The Period of Performance for CLINs 1001, 1001AA, 1001AB, 1001AD is 90 days. Please clarify.
Refer to Revise PWS, paragraph 17.
8
PWS, paragraph 3.
What are the expectations regarding the Operations & Maintenance Plan indicated in Section 3 (due dates etc.)? If required, is the O&M Plan to be issued per building or per campus, and under what CLIN?
Refer to Revise PWS, paragraph 3
9
PWS, paragraph 15.
Section 15 of the solicitation references a single report; however, Section 15 outlines three different reports. In addition, the survey will encompass 19 buildings over 2 consecutive periods of performance. Does the VA want a single report for all efforts, or individual reports for each building?
Refer to revise PWS, paragraph 15a, b, c, and d.
10
PWS, paragraph 15
Can the contents of the Asbestos Survey, Sample Data, and Hazard Assessment Reports be consolidated into a single report to include all the required elements?
Refer to Revise PWS, paragraph 15.
11
PWS, paragraph 14
The solicitation indicates that a third-party accredited laboratory is to be used for sample analysis. Would the Government allow the Contractor to use an in-house accredited laboratory?

Refer to Revise PWS, paragraph 14.

12
PWS, paragraph 13
Is the flooring under warranty in the OR an area to be sampled?

Refer to Revise PWS, paragraph 13b.

16
General Question
How many separate reports will be needed for the entire project?

Refer to number 10 above.

17
General Question
How Many Separate Mobilizations should be anticipated?

It’s the Contractor’s responsibility to read the solicitation in its entirety and provide their best approach within their Milestone Plan.

18
PWS, paragraph 14
Asbestos Laboratory Requirements: This section states that the VA may request some of the bulk samples to be analyzed by point count or TEM. How can we incorporate that into our base bid?

Refer to item numbers 1001AE, 2001AP and 3001AB of the Price Cost Schedule.

19
General Question
Please confirm that the estimated square footage for building 500 is 214,190 SF instead of 21,4190 SF.

Refer to PWS. Paragraph 4, table 1.

The square footage of building 500 is 214,190 SF.

20
RFQ, Section C.9
It is my understanding that this solicitation is small business set aside but in section C.9 states that SDVOSB will receive full credit. Please clarify how they will receive full credit?

This clause is removed from the solicitation.

21
General Question
The solicitation references NAICS code 541620 for Environmental consulting services, which is the correct NAICS code for this type of service, but the Price/Cost schedule reference 562910 for Environmental remediation. Please correct the Price/Cost schedule sheet.

The Price/Cost schedule sheet will be updated before an award is made.

22
PWS, paragraph 4
Are you able to provide the date, location, and what materials have been remodeled throughout the buildings that are to be tested? There are many areas that have been remodeled and having this information would help us make a clear decision on testing quantity and overall preparation for bidding.
No dates are available, testing is required per the PWS.
23
General Question
Is a copy of the contract/award for the survey done in 2014 available?

No, the contract information is not available.

24
Solicitation, B.2 Price/Cost Schedule
Under section B.2 Price/Cost schedule, what is the acronym "SV" stand for? i.e: 1001AA for the Main Campus/ Main Clinic has the number one (1) under Quantity and "SV" under Unit. Next to it, there is a blank section to fill in for Unit Price and a blank section to fill in the Total. Is this a cost per sample you are looking for? Or a general dollar amount per building that you are looking for? in this example, the main clinic for item 1001AA? We need some clarification on this in order to provide the most accurate information on pricing.

SV under the Unit of measure section of the Price/Cost Schedule stands for Service.

25
General Question
Has the Lakemont building ever been tested for Asbestos? If so, could you provide a report.
Yes, refer to Attachment 2010 Lakemont Asbestos Survey Report.
26
PWS, paragraph 13
Are you looking for a sample in each room regardless of building material similarity? i.e: If there is a building with 4 offices, and all offices have the same carpet flooring because it was remodeled at the same time, are you looking for the carpet to be tested in all 4 offices, or just one office in the building?

Refer to PWS, paragraph 13.

27
General Question
What is the allotted timeline for testing to be done of phase 1 and phase 2?

It’s the Contractor’s responsibility to read the solicitation in its entirety and provide their best approach within their Milestone Plan and period of performance.

28
General Question
During the Site Visit, the Contracting Officer mentioned, If we need to sub-contract and our subcontractors do not have a SAM account to certify they are a small business, which one of the F.A.R checked would change, could you please clarify which one would change
FAR 52.212-5, box 52.219-14, Limitation on Subcontracting will be checked.
